DECISION OF THE PRESIDENT OF THE REPUBLIC
of 24 March 1969
pursuant to Article 61 (1) (a) of Constitutional Law No. 143 / 1968 Coll., on the Czechoslovak Federation
on the negotiation of international agreements
By virtue of the authority given to me by the provision of Article 61 (1) (a) of Constitutional Act No. 143 / 1968 Coll., on the Czechoslovak Federation, I issue - subject to any other decision in individual cases - the following
decision:
1. carry
(a) the negotiation and approval of international agreements of bilateral and international multilateral agreements which do not require the consent of the Federal Assembly (Article 36 (3) of the Constitutional Act), access and acceptance to, and access to, the Government of the Czechoslovak Socialist Republic;
(b) the negotiation and approval of international agreements of bilateral and international multilateral agreements governing matters falling exclusively within one of the areas referred to in Article 7 (1) and Article 8 (1) of the Constitutional Act and their importance do not go beyond the scope of, access to, and acceptance by, the central government of the Central Government of the Czechoslovak Socialist Republic, to a member of the Government of the Czechoslovak Socialist Republic, entrusted with the management of a competent federal ministry or other federal central administration.
2. I shall provide that the contracts referred to in paragraph 1 (b), provided that, pursuant to the explicit provisions of the international agreement in force, are negotiated to implement some of its principles at the same time by two members of the Government of the Czechoslovak Socialist Republic, may be negotiated in the form of one joint contractual document.
3. I withdraw the decision of the President of the Republic pursuant to Article 62 (1) (1) of the Constitution on the negotiation of international agreements of 21 June 1967 No 63 Coll.
4. This Decision shall take effect on the date of its signature.
