DECLARATION
of 16 November 2015
on the use of time-charged infrastructure
The Ministry of Transport provides, pursuant to § 46 (2) for the implementation of § 20 (1) and § 21e (2) of Act No. 13 / 1997 Coll., on roads, as amended by Act No. 102 / 2000 Coll., Act No. 80 / 2006 Coll., Act No. 97 / 2009 Coll., Act No. 347 / 2009 Coll., Act No. 152 / 2011 Coll., Act No. 196 / 2012 Coll., Act No. 64 / 2014 Coll. and Act No. 268 / 2015 Coll.:
Subject matter
This decree provides
(a) infrastructure the use of which is subject to a time fee;
(b) coupons showing payment of the time fee, the manner in which they are completed and the registration;
(c) the way in which coupons showing payment of the time fee in the vehicle are placed.
Coupon designs, their shapes, dimensions and positions in the vehicle
(1) Model coupons are set out in Annex 1 to this Decree.
(2) A two-piece coupon is a rectangle of 63 x 102 mm. Both parts of the coupon are separated by a printed 3 mm wide strip.
(3) The first parts of the coupons have a square with a length of 63 mm. The second parts of coupons have a rectangle size of 63 x 36 mm.
(4) The annual coupon shows the shape of the circle, the monthly shape of the square and the ten-day shape of the triangle.
(5) The first part of the coupon shall be glued directly to the inside of the clear glass of the front window of the motor vehicle or of the first motor vehicle in the combination on the right lower edge so that the driver's view from the vehicle is as low as possible and the coupon is clearly visible from the outside of the vehicle.
(6) If the motor vehicle is not equipped with front glass, the first part of the coupon shall be glued directly to the right front of the vehicle firmly attached to its supporting parts. The coupon shall be so placed that it is controllable and protected from direct spray caused by the wheels of the vehicle.
Coupon elements and their colour
(1) On the front visible from the inside of the vehicle and on the back visible from the outside of the vehicle of the first coupons are these elements
(a) the pictogram of the vehicle and the indication of the vehicle weight category for which coupons are intended;
(b) a number indicating the year of validity;
(c) the period of validity indicated for annual coupons by the letter "R," by the letter "M" and by the letter "D" for monthly coupons,
(d) on the upper and both sides of coupons, valid for one month and for ten days, numbers 1 to 31 for the indication of the date on which it begins to be valid, and on the lower part of Roman numbers I to XII for the indication of the month in question,
(e) the symbol of the road sign "motorway,"
(f) a whole-area protective load;
(g) surfaces printed with metallic paint in iris crossing;
h) original frames in two colours, in one of them protection iris crossing colors,
(i) a holographic silver element with a repetitive inscription and the SFDI logo and the number 2020 and an element printed with a combination of two visually variable colours.
(2) On the front of the first part of the coupons there is a two-letter series, a six-digit serial number, a box for registration of the registration plate of a road vehicle ("registration mark ') with the letters" RZ', the text "1st part '," MONTHS' and "DAY '.
(3) On the front of the second coupons are these elements
(a) the pictogram of the vehicle and the indication of the vehicle weight category for which coupons are intended;
(b) a number indicating the year of validity;
(c) the period of validity indicated for annual coupons by the letter "R," by the letter "M" and by the letter "D" for monthly coupons,
(d) the inscription "BUDGET PROFESSIONING THE PAYMENT FOR THE USE OF REPLIED POINT COMMUNICATION,"
(e) the symbol of the road sign "motorway,"
(f) surfaces printed with metallic paint in iris crossing;
g) original frames in two colours, one of them protected iris crossing colors,
(h) a holographic silver element with a repeated inscription and SFDI logo and the number 2020 for annual coupons and an element printed by a combination of two visual variable colours for all coupons;
(i) a two-letter series, a six-digit serial number, a registration plate with the letters "RZ" and the text "2. WORKS."
(4) On the back of the second part is printed EAN code, QR code, SFDI logo, vehicle pictogram symbolizing the mass category of the vehicle, inscription "2. Part" and explanatory texts to use the second part of the coupon in three language versions. The upper part is an indication of the period of validity and the weight category.
(5) The basic background colours are used for coupons valid for:
(a) one year red colour,
(b) one month colour purple,
(c) 10 days yellow.
Method of filling in coupons and indicating the start of their validity
(1) The indication of the registration mark shall be completed on both sections of the coupon at the places designated for that purpose. The data shall be filled in legibly and in such a way that it is not normally removable.
(2) Any change to the vehicle registration mark shall not affect the validity of the coupon.
(3) The indication of the term of validity of coupons proving the payment of a fee for one month or ten days shall be made by the seller when selling punch pliers on the first pieces of coupons at the place designated for the month and on [Paragraph 3 (1) (d)].
Method of recording coupons
Coupons shall be recorded according to their period of validity and according to two-letter series and six-digit serial numbers. All received, issued, sold and returned coupons shall be recorded in the register. Coupons damaged, replaced or wrongly marked shall be recorded in particular.
Ground communications, the use of which is subject to a time fee
Ground communications, the use of which is subject to a time fee, are listed in Annex 2 to this Decree.
Transitional provision
The validity of coupons of model 2015 issued pursuant to Decree No. 435 / 2012 Coll., on the use of infrastructure charged with a time charge, as amended by Decree No. 374 / 2013 Coll. and Decree No. 241 / 2014 Coll., is not affected for coupons valid for 10 days until 9 January 2016 and for coupons valid for 1 month and calendar year until 31 January 2016.
Repeal
They shall be deleted:
1. Decree No. 435 / 2012 Coll., on the Use of Infrastructure Charged by Time Charges.
2. Decree No. 374 / 2013 Coll., amending Decree No. 435 / 2012 Coll., on the Use of Infrastructure Charged by Time Charges and amending Decree No. 527 / 2006 Coll., on the Use of Charged Communications and amending Decree No. 104 / 1997 Coll., implementing the Road Transport Act, as amended.
3. Decree No. 241 / 2014 Coll., amending Decree No. 435 / 2012 Coll., on the Use of Infrastructure Charged by Time Charges, as amended by Decree No. 374 / 2013 Coll.
Efficacy
(1) This Decree shall take effect on 1 December 2015, except for Annex 2, which shall take effect on 1 January 2016.
(2) Annex No 3 expires on 31 December 2015.
