on the establishment of employment offices
The Bureau of the Czech National Council has acted pursuant to Article 121 (3) of Constitutional Act No. 143 / 1968 Coll., on the Czechoslovak Federation, on the following legal measure:
Basic provisions
(1) The local authorities of the labour force are the labour authorities.
(2) The headquarters and territorial districts of the labour offices are the same as those of the regional national committees; (1) in the territory of the capital Prague 1) the Office of Labour of the capital Prague.
(3) The offices referred to in paragraph 2 are managed by the Ministry of Labour and Social Affairs of the Czech Republic (hereinafter referred to as "the Ministry").
(4) The Head of the Labour Office referred to in paragraph 2 shall be the Director appointed and dismissed by the Minister of Labour and Social Affairs of the Czech Republic. 2)
Jurisdiction of offices and ministries
(1) The scope of the labour force which, until the entry into force of this legislative measure under the special legislation3) to the county national committees, is exercised by the county authorities. Scope in labour matters which, until the entry into force of this legislative measure, were subject to special provisions (3) The National Committee of the Capital City of Prague and the Circuit National Committees in the Capital of Prague, the Office of Labour of the Capital City of Prague.
(2) The competence of the labour force, which falls within the competence of the special legislation4) of the Regional National Committees, vis-à-vis the employment authorities which have started their activities is exercised by the Ministry.
Transitional and final provisions
Until the start of the work of the Labour Office in the District, but not later than 15 November 1990, the Regional National Committee shall exercise its powers in the labour force matters in its territorial area; until the start of the work of the Office of the Labour of the Capital City of Prague, the National Committee of the Capital City of Prague and the District National Committees of the Capital City of Prague are responsible for the labour force. The Minister of Labour and Social Affairs of the Czech Republic will announce the start of the work of the Office of Labour in the District and the Office of the City of Prague to the Council of the respective Regional National Committee as well as to the Council of the relevant Regional National Committee.
This legal measure shall take effect on the date of its publication.
