GOVERNMENT REGULATION
of 8 December 2014
on the salary ratios of civil servants
The Government orders pursuant to § 145 (1), § 146 (2) and § 148 (1) of Act No. 234 / 2014 Coll., on the Civil Service, and § 128 (2) and § 129 (2) of Act No. 262 / 2006 Coll., Labour Code, as amended by Act No. 362 / 2007 Coll.:
Salary fare
(1) The public servant is entitled to a fee fixed for the grade laid down for the post to which he is assigned and for the grade to which he is classified.
(2) The representative shall be entitled to a fee fixed for the grade laid down for the post of superior to which he was appointed and for the grade to which he is assigned.
(3) A public servant who is classified or appointed to a post for which at least the 11th grade is laid down and who is designated as key in the Staff Regulations of the Service Authority, may determine a salary rate of up to twice the level of the highest grade salary in the grade laid down for the post to which the staff member is classified or appointed. The precondition for the procedure under the first sentence is that a civil servant carries out the most complex, responsible and strenuous tasks in the place of service, the performance of which is indispensable for the service office to ensure the proper exercise of its competence and requires a high level of knowledge, skills and experience in the relevant field of the public service.
(4) For the purposes of the procedure referred to in paragraph 3, the service authority may designate not more than 5% of the posts in the service office as key. The limit referred to in the first sentence may be increased by up to 5% on a proposal from the service authority concerned, following approval by the Ministry of the Interior in agreement with the Ministry of Finance.
(5) The salary fare referred to in paragraph 3 may be fixed to the public servant for a maximum period of one year, repeatedly.
Salary fare scale
The public servant shall be responsible for the salary tariff determined in accordance with the scale of the rates set out in Annex 1 to this Regulation.
Grade
(1) A civil servant shall be assigned to the grade of the relevant grade in accordance with the standard practice (Section 123 (4) of the Labour Code) and the level of compensation determined in accordance with paragraphs 2 and 3.
(2) A public servant shall be credited
(a) in full time
1. the performance of the service under the Civil Service Act; and
2. the performance of similar activities as required at the appropriate post of service;
(b) within a maximum of two-thirds of the period of other practice, depending on the extent of its usability for the performance of the service at the appropriate place of service;
(c) to the full extent, but not more than, to the extent provided for by other legislation, for the exercise of a military essential (replacement) service in force at the time of its execution, for the period of performance of a military essential (replacement) service or for civil service;
(d) in full time
1. the actual taking of maternity leave, other maternity leave or parental leave or permanent childcare to a maximum of the length of maternity leave and other maternity leave or parental leave valid at the time of such care under another legislation; and
2. personal care of a person dependent on the assistance of another natural person in grade III (heavy dependency) or in grade IV (total dependency) under Sections 8 and 120 (2) and (3) of the Social Services Act, if that person is a minor child or a person close to him pursuant to Section 22 (1) of the Civil Code,
(e) in full, but not more than 5 years in total, the duration of a properly completed study in the doctoral study programme under Section 47 of the Higher Education Act.
The periods referred to in points (c) and (d) shall be counted against the civil servant or civil servant, provided that they are not simultaneously preparing for a profession in the day-to-day or in the attendance studio.
(3) The period of 5 years shall be added to the periods referred to in paragraph 2 if, according to the conclusions of at least two consecutive service evaluations pursuant to paragraphs 155 (6) to (8) and 11 of the Civil Service Act, it has achieved excellent results in the service and the result of the calculation of each of these service evaluations pursuant to Article 5 of the Government Regulation governing the details of the service evaluation of civil servants was 4 points. For this purpose, the period during which the service evaluations were carried out shall be at least 2 years.
(4) The procedure referred to in paragraph 3 may be repeated not earlier than 5 years after the date on which the fee was paid to the civil servant at the higher level referred to in paragraph 8.
(5) From the periods counted in accordance with paragraphs 2 and 3, a public servant who has taken up a post under Section 25a (1) of the Civil Service Act or a public servant who has been transferred or assigned to another post under the provisions of Section 201 (3) of the Civil Service Act or appointed to another post
(a) in the sixth to ninth grade, if he has achieved only secondary education with a certificate, period of 1 year, or only secondary education, period of 2 years, or only basic education or basic education, period of 4 years,
(b) in the 10th grade, if he has achieved only secondary education with a diploma, a period of 2 years, or only secondary education with a certificate, a period of 3 years, or only secondary education, a period of 4 years, or only basic education or basic education, a period of 6 years,
(c) in the 11th or 12th grade, if he has achieved only secondary education with a diploma, period of 3 years, or only secondary education with a certificate, period of 4 years, or only secondary education, period of 5 years, or only basic education or basic education, period of 7 years,
(d) in the 13th to 16th grade, if he has achieved only a university education in a Bachelor's degree programme or only a higher vocational education, a period of 2 years, or only a secondary education with a graduate examination, a period of 5 years, or only a secondary education with a certificate, a period of 6 years, or only a secondary education, a period of 7 years, or only a basic education or basic education, a period of 9 years.
(6) If, in the course of a higher education service, a civil servant reaches an age above which he was last assigned to a deductible practice, he shall be credited with the length of time corresponding to the education he was awarded.
(7) The higher grade salary tariff is for the public servant from the first day of the calendar month in which he reached the length of the deductible practice laid down for the higher grade.
(8) In the course of the procedure referred to in paragraph 3, the public servant shall be entitled to a higher-grade salary fare from the first day of the second calendar month following the performance of the service evaluation.
Management supplement
The amount of the management premium shall be determined within the applicable range set out in Annex 2 to the Civil Service Act presented to it by reference to the number of directly subordinate civil servants, employees in the basic employment relationship and represented.
Breakdown of administrative activities into groups to determine the lowest level of guaranteed salary
The categories of work referred to in Section 112 (2) of the Labour Code include administrative activities classified in different classes by other legislation1), namely:
(a) the third group of works shall cover administrative activities in the sixth to ninth grade; and
(b) the fourth group of works shall cover administrative activities in the 10th to 16th grade.
Special surcharge
(1) The Staff Authority shall determine the specific allowance for the post within the limits set for the relevant group of administrative activities under the conditions of service. The allocation of administrative activities into groups and the rules for determining the specific amount of the specific premium, depending on the level of neuropsychological burden and the likelihood of life and health risk or the difficulty in carrying out the service, are set out in Annex 2 to this Regulation.
(2) The amount of the special premium is monthly in the group
(a) I. 500 to 1,300 CZK,
(b) II. 750 to 2,500 CZK,
(c) III. 1 250 to 5 000 CZK,
(d) IV. 1 880 to 7 500 CZK,
e) V. 2 500 to 10,000 CZK.
(3) For a post, only one specific surcharge shall be fixed in Groups I to V., except for the special charge for the service referred to in Group I (1) or Group II (1) in Annex 2 to this Regulation, within the range of the highest value. The right to a specific surcharge for the service referred to in Group I (1) or Group II (1) in Annex 2 to this Regulation and its amount shall be assessed separately.
Special provisions for staff in employment
(1) From the period of deductible practice referred to in Article 3 (2), employees in employment in employment under § 25a (1) or § 178 (1) of the Civil Service Act classified in
(a) 6 to 9 grades
1st period of 1 year, if he achieved only secondary education with a certificate,
2. a period of 2 years, if he has achieved only secondary education; or
3rd period of 4 years, if only basic education or basic education,
(b) 10th grade
1st period of 2 years, if he achieved only secondary education with a graduate exam,
2nd period of 3 years, if he achieved only secondary education with a certificate,
3rd period of 4 years, if only secondary education, or
4. a period of six years, if only basic education or basic education,
(c) Grade 11 or 12
1st period of 3 years, if he reached only secondary education with a graduate exam,
2nd period of 4 years, if he achieved only secondary education with a certificate,
3rd period of 5 years, if only secondary education, or
4. a period of 7 years, if he has achieved only basic education or basic education; or
(d) Grade 13 to 16
1. a period of 2 years, if he has achieved only university education in a bachelor's study programme or only higher vocational education,
2nd period of 5 years, if he only achieved secondary education with a graduate exam,
3rd period of 6 years, if he reached only secondary education with a certificate,
4th period of 7 years, if he only achieved secondary education, or
5th period of nine years, if he achieved only basic education or basic education.
(2) Staff members who have not obtained deductible experience under Paragraph 3 (1) or who have obtained deductible experience less than the period to be deducted from them under paragraph 1 shall be extended by the period which could not be deducted from them by the period set out in Annex 1 to this Regulation for the procedure to the nearest higher grade.
(3) Where a staff member reaches a higher education during the course of his or her employment than has been last determined by his or her deductible practice, he or she shall be credited with the period corresponding to the training obtained which has been deducted from him or her pursuant to paragraph 1.
Efficacy
This Regulation shall take effect on 1 January 2015.

Allocation of administrative activities into groups and rules for determining the specific amount of the specific premium
Group I. - Service with increased neuropsychological load or other potential risk to health or life
1. Service performed alternately in two-shift operating mode.
The amount of the special supplement shall be determined by the service authority according to the frequency of alternating operating modes, their difficulty and the difficulty of performing the service at night, on Saturdays, Sundays and holidays, the burden on the human organism caused by the change in the natural biorytm and the limitation of personal life.
2. Activities requiring individual access to individual cases, or decision-making when choosing from multiple options, consisting of continuous direct personal contact with citizens in crisis social situations where life, health, basic needs (nutrition, clothing, accommodation) and the development of minors are at risk.
The amount of the special supplement shall be determined by the service authority according to the neuropsychological burden given by the increased likelihood of creating and dealing with conflicting or emotionally tense situations, with limited time and spatial disposition, the performance of service outside the workplace in the natural environment of persons or in other unknown and risky environments and with the risk of unpredictability of actions of persons.
3. A joint control, review and search activity connected with the protection and safeguarding of public interests and carried out outside the seat of the Office and its organisational departments, with the exception of those activities carried out with legal persons to whom the administrative office is the founder or the founder or the founder, or which are managed by a professional authority under specific legislation.
The amount of the specific supplement shall be determined by the service authority according to the degree of negativity of the perception of activity, the reduced predictability of action, the frequency of activities and the diversity of the conditions of service and the degree of likelihood of occurrence and the need to resolve conflict situations.
4. Obtaining statistics within the framework of the State Statistical Service on the level and structure of salaries and expenses, on employment, social standards and living conditions directly with citizens outside the seat of the Office.
The amount of the specific supplement shall be determined by the service authority according to the frequency of the survey, the type and sensitivity of the data collected, the diversity of the conditions of the survey and the degree of negativity of the survey perception.
5. Performance of the review, control and search activities in relation to the verification of the correctness of data for tax and tax payers, social and health insurance premiums and the contribution to state employment policy.
The amount of the special supplement shall be determined by the service authority according to the degree of negativity of the perception of activity, the diversity of the conditions of service, the likelihood of creating and resolving conflict situations.
6. Performance of the service consisting of photographic evaluation and redrawing of maps.
The amount of the specific supplement shall be determined by the service authority according to the frequency and intensity of the visual burden, which shall consist of the need for a distinction of details.
7. The exercise of the service in central administrative offices, combined under special state defence and security legislation, consists of continuous preparation for the performance of tasks related to the transition of the State from a peaceful state to a state of danger or the provision of crisis management.
The amount of the special allowance shall be determined by the service authority according to the degree of proportion of the tasks to be performed, the nature of the information used in the performance of the service and the degree of responsibility for the decisions and their consequences.
8. Activities requiring individual access to individual cases or decision-making when choosing from multiple options, consisting of continuous direct personal contact with citizens in the performance of the assessment service.
The amount of the special supplement shall be determined by the service authority according to the neuropsychological burden given by the increased likelihood of creating and dealing with conflicting or emotionally tense situations, with limited time and spatial disposition, the performance of service outside the workplace in the natural environment of persons or in other unknown and risky environments and with the risk of unpredictability of actions of persons.
9. Activities requiring individual access to individual cases consisting of continuous direct contact with citizens
9.1. on the drawing up of an application for an invalidity or survivor's pension,
9.2. in connection with the assessment and application of pension or sickness insurance rights.
The amount of the special supplement shall be determined by the service authority according to the neuropsychological burden given by the increased likelihood of creating and dealing with conflicting or emotionally tense situations and the risks arising from the unpredictability of actions of persons.
II. Group - Service with a significant degree of neuropsychological burden or other potential risk to health or life
1. Service performed alternately in multi-shift or continuous operation mode.
The amount of the special supplement shall be determined by the service authority according to the frequency of alternating operating modes, their difficulty and the difficulty of performing the service at night, on Saturdays, Sundays and holidays, the burden on the human organism caused by the change in the natural biorytm and the limitation of personal life.
2. The performance of a service associated with contact with detainees, accused, accused or convicted persons.
The amount of the specific supplement shall be determined by the service authority according to the frequency of contact, likelihood of occurrence and the need to resolve conflict or crisis situations and risk behaviour.
3. Implementation of specific tasks for the preparation and provision of state defence and security in central administrative offices or in administrative offices under the Ministry of Defence, combined under special state defence and security legislation.
The amount of the special allowance shall be determined by the service body according to the type and extent of the threat and the estimated severity of the negative impact on the population, the degree of responsibility for decisions and their consequences.
4. Handling of applications for permanent residence or for granting international protection linked to direct daily personal contact with foreigners.
The amount of the special premium shall be determined by the service authority according to the intensity and probability of difficult and conflicting situations and the management of hostile attitudes.
5. Continuous enforcement of road inspection and surveillance or of state professional supervision in road transport in uninterrupted road traffic.
The amount of the specific surcharge shall be determined by the service authority according to the intensity and hazards of road traffic.
6. Contact with foreigners located in foreign detention facilities or applicants for international protection in asylum facilities.
The amount of the special premium shall be determined by the service body according to the likelihood of conflict situations and the degree of need for the management of hostile attitudes.
7. Implementation of national health surveillance in the framework of a health service related to the protection and safeguarding of public interests and outside the seat of the Office.
The amount of the special supplement shall be determined by the service authority according to the inconvenience and controversy of the performance of health surveillance, the diversity of conditions of service and the likelihood of exposure to the effects of aggravating effects which cannot be anticipated in advance.
8. Activities requiring individual access to individual cases, or decision-making when choosing from multiple options, carried out in limited time or space conditions, consisting of continuous direct
8.1. personal contact with persons in crisis social situations in carrying out targeted social or local inquiries in connection with the management of insecurity social benefits;
8.2. contacts with jobseekers during work mediation,
8.3. contact with persons in an extremely burdensome or unexpected social situation claiming insecurity social benefits.
The amount of the special supplement shall be determined by the service authority according to the likelihood of occurrence and resolution of conflicting or emotionally tense situations, the extent to which it is necessary to manage unforeseeable or hostile behaviour of persons, the degree of neuropsychological burden or any other potential risk to health or life caused by the performance of the service in the natural environment of persons with unforeseeable or risky behaviour or in another unknown and hazardous environment.
III. Group - Service with a significant degree of neuropsychological burden and work at increased risk of life or health risks
1. Supervision of mining and mining activities.
The amount of the special supplement shall be determined by the service authority according to the degree of risk to life and health of the nature of the terrain, the movement and spatial constraints and other hazards arising from the nature of the environment, such as explosion, gas discharge, confluence, shock.
2. Performance of the explosive handling service.
The amount of the specific surcharge shall be determined by the service authority according to the risk of life and health of the explosive hazard, the degree of predictability and the detection of hazards.
3. The exercise of geodetic activities associated with the creation of maps, carried out mainly in underground areas.
The amount of the special supplement shall be determined by the service authority according to the neuropsychological load due to the intensity of the visual burden, consisting of the need for a distinction of details and the risk of life and health risks of the terrain, movement and spatial constraints.
4. The performance of a service related to the protection of the life and health of citizens and property against fires, carrying out fire interventions and providing assistance in natural disasters and other incidents.
The amount of the specific supplement shall be determined by the service authority according to the neuropsychological burden due to time constraints and to the risk of life and health risks caused by spatial and motion disposition, the presence of hazardous substances and compounds and the predictability of those risks.
5. The exercise of a service consisting of decision-making in tax or other administrative proceedings relating to the protection of the interests of the State or the protection and safeguarding of public interests where such services may endanger life, health or other serious risks.
The amount of the specific surcharge shall be determined by the service authority according to the impact of administrative decisions, the likelihood of difficult and conflict situations, the intensity of the negative or hostile environment and the likelihood of direct threat.
6. Continuous exercise of control, review, search, detention and execution activities linked to the protection of the interests of the State or to the protection and protection of public interests where life, health or other serious risks may arise.
The amount of the special supplement shall be determined by the service authority according to the intensity and probability of occurrence of difficult and conflicting situations and the management of hostile attitudes and the likelihood of direct threat.
7. Continuous implementation of revisions and inspections of ground-based radiolabelled or radiolabelled equipment or antenna systems, radiolabelled, radiolabelled or radiocom devices at altitudes. Air traffic control and / or operations of military aviation equipment in the training of military personnel.
The amount of the special supplement shall be determined by the service authority according to the intensity and probability of life and health threats and the degree of neuropsychological burden.
Group IV - Service with the highest neuropsychological load and high risk of life or health
1. Performance of surveillance during rescue and emergency work at underground workplaces under conditions requiring the use of isolation breathing devices.
The amount of the special supplement shall be determined by the service authority according to the conditions of service, terrain integrity, mobility and spatial complexity, and on the basis of the risk of life and health risks such as explosion, gas discharge, congestion and shock, and the expected severity of the negative consequences.
2. Continuous exercise of a control, review, search, detention and execution activity or of an activity against the legalisation of proceeds from crime, the performance of a service in a financial analysis department of the Ministry of Finance linked to the protection of the interests of the State or to the protection and safeguarding of public interests, where they may pose a threat to life, health or other serious risks.
The amount of the specific supplement shall be determined by the service body according to the intensity and extent of the threat to health and life, the extent of the impact and the likelihood of risk.
3. Performance of the service consisting of the activities of a diver or paratrooper.
The amount of the specific surcharge shall be determined by the service authority according to the predictability of the danger, the rationality and the clarity of the terrain, the visibility, the risk of climatic and weather conditions and the type of equipment used, e.g. new, prototype and test equipment.
V. group - Working with an exceptional risk to life or health
1. The performance of a service consisting of the activities of an executive flyer.
The amount of the specific surcharge shall be determined by the service authority according to the conditions and the nature of the flight, e.g. standard, test flights, environmental predictability, the possibility of influencing the risk and responsibility of the flight, such as the commander and other performance pilots.
2. Continuous service in areas where there is an increased risk of war conflicts or other risks where they may be life, health or other serious threats.
The amount of the special supplement shall be determined by the service body according to the degree of risk to life and health, the need to manage hostile attitudes, the negative perception of foreign presence and the degree of likelihood of war conflict, or other risks to life in the outbreak of conflict.
