Regulation on remuneration of members of national committees

of 21 December 1948
the remuneration of members of national committees.
The Government of the Czechoslovak Republic hereby orders pursuant to Section 12, paragraph 2 of the Act of 7 October 1948, No 235 Coll., on the modification of certain ratios of members of national committees and their components:
§ 1.
The total remuneration for the performance of the functions which may be provided to the chairman of the national committee and to the other members of the national committee who carry out their work separately may not exceed the amount per year laid down in Section 2 for the size group to which the national committee responsible belongs. To this end, national committees shall be included in 10 size groups.
§ 2.
The size groups of national committees and the highest amounts of the total remuneration shall be determined as follows:

IV místní národní výbory obcí nad 3.000 do 5.000 obyvatel 54.000.– Kčs
V místní národní výbory obcí nad 5.000 do 10.000 obyvatel 120.000.– Kčs
VI místní národní výbory obcí s více než 10.000 obyvateli 210.000.– Kčs
VII okresní národní výbory, ústřední (místní) národní výbory měst (obcí): Košice, Liberec, Olomouc, Opava a Vysoké Tatry a obvodní rady hlavního města Prahy 460.000.– Kčs
VIII ústřední (místní) národní výbory měst: Brno, Ostrava, Plzeň a Bratislava 1,400.000.– Kčs
IX krajské národní výbory 1,800.000.– Kčs
Xkrajský národní výbor v Praze a ústřední národní výbor hlavního města Prahy 2,000.000.– Kčs
§ 3.
In the highest amounts of the total remuneration for the performance of the functions set out in the size groups VII and VIII for central (local) national committees also exercising the responsibilities of the district national committees, the remuneration of the officials of the district councils shall be included.
§ 4.
(1) The proposal for the award of the remuneration and the determination of the amount thereof shall be made by the Board of the National Committee of which it is a member.
(2) Only all members of the National Committee who are entitled to receive remuneration for the performance of their duties may be covered by the proposal; must contain all the circumstances, illuminating the importance of each function and the extent of the work associated with them in their respective context, and a proposal for reimbursement.
(3) In determining the level of remuneration, either consider the scope of the work related to the performance of the duties and its importance. The importance of the function is generally assessed on the basis of the degree of responsibility associated with it, the importance of the work carried out and such. In assessing the scope of the function, either taking into account, in particular, the initiative of the officer, the time he must devote to his work and the size of the report in terms of the number of staff seconded. A more detailed directive will be issued by the Ministry of the Interior in agreement with the Ministry of Finance.
(4) When determining the amount of remuneration, account shall be taken of the current earnings of a member of the national committee or of whether, in addition to the remuneration for the performance of his duties, he has another income.
(5) If the scope of a member of the National Committee is not possible to carry out his regular employment, the remuneration should be fixed in such a way as to ensure that he and the persons he is obliged to take care of under the law are fed.
§ 5.
(1) The authority which decides on the remuneration and determines the amount of the remuneration is to proceed with austerity and ensure that the upper limit of the total remuneration is not exceeded.
(2) If special circumstances so require, the Ministry of the Interior may exceptionally, in agreement with the Ministry of Finance, authorise, on a proposal from the institution which decides on the level of remuneration, the individual national committee to be included in the closest senior size group.
§ 6.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for the Interior in agreement with the Minister for Finance.
