Government Regulation
of 28 December 1948
on the planning reports of the Regional National Committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, paragraph (a) and § 19, paragraph 3 of the Law of 21 December 1948, No 280 Coll., on the Regional Establishment, and § 37, paragraph 3 of the Law of 27 October 1948, No 241 Coll., on the first five-year economic development plan of the Czechoslovak Republic:
(1) The Regional National Committee is responsible for the planning of the region.
(2) A planning report shall be set up for each Regional National Committee to draw up the regional plan and to coordinate and manage the activities of the Regional National Planning Committee. The planning report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, shall be laid down by the General Secretariat of the Economic Council in agreement with the Ministry of Interior.
(3) The planning report referred to in paragraph 2 shall provide in particular the following tasks:
(a) carry out a detailed survey of the conditions, needs and sources of production and services in the region; it shall indicate the most favourable territorial location and layout of the planned tasks in the region;
(b) participate in the processing of planned national-scale tasks for the region and assess the possibility of their implementation and the economic consequences of the region; while - and in the course of other tasks - ensuring that all resources are mobilised, the workers' initiative is captured and all means of production used;
(c) draw up, within the framework of the single economic plan and on the basis of the sub-plans of the other reports, a schedule of tasks, the planning of which is for the Regional National Committee (own regional plan);
(d) draw up, on the basis of the planned tasks of national importance (point (b)) and its own regional plan (point (c)) and in accordance with the guidelines of the senior planning office, a draft comprehensive regional plan and submit it to that authority for approval;
(e) it shall, on the basis of an approved comprehensive plan (point (d)), carry a regional plan or parts thereof; the plan determines the final territorial deployment of the tasks set out in the comprehensive plan and is the basis for managing and directing the planned construction of municipalities;
(f) establish a long-term programme for the construction of the region and parts thereof;
(g) manage and control the work of district and local planning bodies;
(h) carry out other tasks assigned by the senior planning office;
(ch) monitor the implementation of the regional package [point (d)], check the implementation of its own regional plan [point (c)] and co-operate in monitoring the performance of the planned national tasks [point (b)]; propose measures to improve the plan and ensure its implementation;
(i) report the implementation of the plan to the senior planning authority.
(4) In carrying out the tasks referred to in paragraphs 2 and 3, the planning report shall cooperate with the other reports of the Regional National Committee.
(5) The General Secretariat of the Economic Council shall, in agreement with the Ministry of the Interior, lay down provisions detailing the scope of the activities of the planning reports of the Regional National Committees.
(1) The head of the planning report is the planning officer, with whom only the Deputy Chairman of the Regional National Committee can be elected.
(2) In carrying out the tasks referred to in § 1, the planning officer of the Regional National Committee shall be required to follow the guidelines and instructions of the Chief Planning Office.
(1) The Regional Planning Committee is the auxiliary and advisory body of the Regional National Planning Committee.
(2) In the performance of its tasks, the Regional Planning Committee shall cooperate with the other Commissions of the Regional National Committee, which shall act in the preparation of the sub-proposals for the plan of its field.
(3) A planning officer or a representative appointed by him shall attend the meetings of the Regional National Committee on plan issues.
(4) The Regional Planning Commission shall have a maximum of 15 members and an equal number of alternates, as appropriate, who shall elect a plenary meeting of the Regional National Committee from among experts. Voters are also members of the Regional National Committee. In doing so, we must remember the representation of a unified trade union organisation and labour strikers. The chairman of the Regional Planning Commission is the Planning Officer. The Secretary of the Regional Planning Commission is the head of the Planning Report.
(5) The regional planning committee may attend the meetings of the authorities of the senior planning office.
(6) If the Regional Planning Commission acts on questions relating to a report other than the Planning Committee, the Member concerned or the representative designated by him may attend the meetings.
The chairman of the Regional National Committee shall assign a staff member with appropriate competence (staff for the planning service) to the planning report.
The Board of the Regional National Committee shall give priority to the planning report; its provisions require the confirmation of the Minister of the Interior, granted in agreement with the Prime Minister.
On 1 January 1949, the regional national committees of the regional administration are engaged in the planning sector, which is still provided by the regional national committees.
This Regulation shall enter into force on 1 January 1949; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
