on the catalogue of administrative activities
The Government orders pursuant to § 145 (2) of Act No. 234 / 2014 Coll., on the Civil Service:
Scope
This Regulation establishes a catalogue of administrative activities and their classification in each grade.
Definition of certain terms
For the purposes of the catalogue of administrative activities:
(a) coordination of active action on components of the system defined by an example of action (disciplines, agendas, activities) to achieve their consistency;
(b) by carrying out activities with full responsibility for carrying out tasks defined by an example of activity;
(c) complex activities involving all parts of the whole (system) defined by an example of the activity;
(d) by methodological guidance on the determination of uniform generally applicable means of achieving a specific objective;
e) the concept of a leading idea, a curriculum of thought and a leadership intention,
(f) by the agenda, a summary of the relevant activities, which constitute a comprehensive part of the service sector, including links to other agendas of that field;
(g) a summary of the organisational elements of the State and of the legal entities within the competence and subordination of the Ministry or of another Central Administrative Office.
Catalogue of administrative activities
The catalogue of administrative activities is set out in the Annex to this Regulation.
Efficacy
This Regulation shall take effect on 1 January 2015.

Annex
CATALOGUE OF ADMINISTRATIVE ACTIVITIES
6th grade
1. Treatment of cases in administrative proceedings with a clear procedure and with a small number of participants. Implementation of individual administrative tasks, such as taking submissions into the minutes, making an inventory of parts of the file, carrying out the shredder's proceedings of administrative documents, keeping the files and observations of the parties to the proceedings, evidence, statements of honour, confessions and official documents, transmission of decisions to be served, publication of a public notice, measurement of administrative or other charges, ensuring a written copy of the decision or processing of the notice of initiation, carrying out local inquiries in accordance with those guidelines. Preparation and keeping of supporting documents, supporting documents and other administrative formalities in small-scale matters, checking their veracity and supplementing the required formalities. Compilation and transmission of administrative and other documentation to the competent administrative authorities, bodies, parties and other places, such as appeal proceedings or transfers for non-jurisdiction.
2. Separate processing of parts of the administrative procedure in accordance with normal procedures, such as the provision of documents for decision-making, including verification and investigation, the preparation of resolutions on referral, the request or refusal to conduct an action or to take part in administrative proceedings, the inspection and correction of obvious errors in the decision, statements, certificates or communications, the drawing up of a report on oral proceedings and oral submissions, the hearing of a witness or expert, the carrying out of evidence and the examination, as well as other acts in contact with the parties to the administrative proceedings, including the handling of complaints and corrections.
3. Measurement of administrative fees in contentious and complex cases.
4. Fulfilment of statutory reporting obligations towards state bodies.
5. Providing service of documents by the administrative authority.
6. The implementation of the partial control activities in accordance with the procedures under scrutiny carried out by the supervisory authority in the exercise of its competence ("control, inspection or supervision ').
7th Grade
1. Treatment of cases in administrative proceedings. Assessment of supporting documents for administrative proceedings. Execution of the evidence needed to establish the state of the matter and provide evidence.
2. Preparation of multi-party administrative solutions involving many diverse and material areas and requiring extensive background documentation, requests, expert opinions and complex enforcement of decisions.
3. Separate processing of difficult parts of the administrative procedure, such as providing preliminary information by the administrative authority or drawing up oral protocols in a complex administrative procedure.
4. Ensuring enforcement by ordering a claim or withholding from wages.
5. Ensuring the conduct and purpose of the administrative procedure by the use of means of security. Getting an explanation.
6. Repeal of observations, certificates or communications which are illegal.
7. Provision of professional service agendas in a defined subsection, unless otherwise specified for each branch of the service.
8. Preparation of the supporting documents for the control activity and the implementation of the sub-control operations in the context of inspection, inspection or supervision, such as the verification of the accuracy of the reported facts and the drafting of partial conclusions.
9. Organising and ensuring the conduct of control actions under control, inspection or supervision.
10. Provision of lessons on the rights and obligations of the administration.
8th Grade
1. Treatment of cases in administrative proceedings with a large number of participants, with extensive supporting documents, intervening in several areas of law and substance which are difficult for the duration of the proceedings and compliance with time limits and with significant requirements for the assessment of documents in administrative proceedings, for the carrying out of the evidence needed to establish the situation and, where appropriate, for the interruption and termination of proceedings. The management of joint administrative procedures with decisions making conditional statements.
2. Ensuring comprehensive professional service agendas, unless otherwise specified for each branch of service.
3. Implementation of advisory and consultancy activities in sub-sections of professional service agendas, including the issue of opinions, unless otherwise specified for each branch of service.
4. Ensuring the enforcement of decisions by ordering the claim or by withholding the salary resulting from the execution titles requested from the European Union States in the framework of international assistance.
5. Ensuring the agenda of arrears, penalties and fines.
6. Ensuring the process of handling complaints and petitions, such as checking the timeliness, completeness and correctness of their handling in the context of control, inspection or supervision.
7. Implementation of control, inspection or surveillance according to the procedures laid down in the defined sub-scope.
9. grade
1. Ensuring the performance of multiple-factually related professional agendas (hereinafter referred to as "the field of service ').
2. Processing of draft internal rules or standards closely defined in substantive terms according to the procedures specified.
3. Implementation of the review procedure by the administrative authority which issued the decision.
4. Providing execution for non-monetary performance.
5. Implementation of consultation and advisory activities in a comprehensive professional work agenda, including the issue of opinions.
6. Performing specialised activities in specific cases within the scope of the competence of the Central Administrative Office or the National Administrative Office.
7. Comprehensive provision of an agenda for issuing certificates or certificates under specific laws of the entire administration.
8. Processing of comprehensive methodological procedures to ensure activity within the defined competence of the Administrative Office.
9. Investigation of complaints against inappropriate conduct by official persons or against administrative action.
10. Self-carrying out the inspection, inspection or supervision of compliance with the obligations arising from the legislation within the scope of the Office.
11. Investigation of repeated and serious complaints, petitions, notifications and complaints in the context of control, inspection or supervision, including their handling.
12. Processing of proposals for internal rules or other regulations or standards closely defined by substantive and legal competence according to the procedures specified.
Grade 10
1. Execution of partial legislative work, legal activities and preparation of legislation on a content and formal basis.
2. Review of decisions in review proceedings by a superior body.
3. Management of proceedings on a draft measure of a general nature. Preparation of a draft measure of a general nature and its discussion with the authorities concerned.
4. Ensuring claims and their accessories by applying the scope of the lien. Implementation of the decision by selling the case.
5. The exercise of partial legislative technical activities in the field of service or partial legal activities in the administration.
6. Implementation of consulting and consulting activities in the field of civil service or in the field of application of international treaties and European Union law.
7. Certification of professional competence required by legislation.
8. Ensuring the agenda for the recovery of administrative, new decision-making and review procedures.
9. Dispute settlement in the contested proceedings or administrative proceedings concerning the determination of a legal relationship within the limits of the substantive and local jurisdiction of the administrative authority.
10. Proposing public contracts, including proposing amendments, denunciation and cancellation.
11. The handling of serious complaints against inappropriate behaviour of officials or against administrative action and the drafting of corrective measures.
12. Implementation of control, inspection or supervision in the full extent of the administrative office with territorial competence.
13. Analysis of the results of the inspection, inspection or surveillance including draft measures.
14. Execution of acts in infringement proceedings, handling and decision-making of offences, with the exception of decisions on infringements by an on-the-spot order.
11th grade
1. Legislative activity and processing of draft legislation of local administrations or the processing of binding measures of national administrations.
2. The exercise of complex legal activities in the various fields of territorial governance, including representation of public interests in litigation.
3. Dispute resolution between administrative authorities and, where appropriate, between the authorities concerned, the jurisdiction in which decisions are taken or the issues which are the subject of the decision.
4. Review of the simple decisions of the Central Administrative Office, including ensuring the restoration of administrative proceedings and the re-decision. Review of the decision of the defendant administrative authority following the application in the administrative justice. Review of compliance of general measures with legislation.
5. Assessment of public contracts in terms of compliance with law and public interest or resolution of disputes under a public contract.
6. The preparation of a proposal for the conclusion of a public contract is generally multilateral and among public authorities, including the drafting of amendments, termination and cancellation.
7. Examination of the way in which a complaint is handled against the inappropriate conduct of officials or against the administrative procedure.
8. Methodological guidance or provision of information methodological assistance to lower administrations, local authorities in central and national agencies.
9. Coordination, methodological guidance and assessment of the review procedure and the renewal of the procedure from a national perspective.
10. Coordination and provision of education training and assessment of the professional or specialised competence required by legislation.
11. National methodological, advisory and consulting activities in the field of service.
12. Creation of the concept of the field of service within the competence of the Territorial Administrative Office.
13. Providing information methodological assistance to state funds.
12th Grade
1. Drawing up essential legal interpretations and opinions or laying down general procedures for the application of European Union legislation or regulations in specialised fields within the defined competence of the administration, including, where appropriate, the resolution of case-by-case cases and the representation of public interests in judicial and similar disputes.
2. Implementation of assessment, consultation and advisory activities in the entire field of the Central Administrative Office's state service, including resolution of legal disputes and generalisation of their results.
3. Implementation of assessment, consultation and advisory activities throughout the field of service of the Central Administrative Office.
4. The exercise of State ownership rights in bodies of organisations.
5. Assessment of public service contracts in terms of compliance with law and public interest and resolution of disputes under a public service contract shall, as a general rule, be multilateral and among public authorities, if at least one of the Contracting Parties is a region or municipality with extended scope.
6. Review of the decision of the Central Administrative Office and ensuring the restoration of administrative proceedings and the re-decision of the Central Administrative Office.
7. National coordination and methodological guidance of the field of competence of the Central Administrative Office.
8. Creation of a concept of the field of administrative service with national competence.
9. Assessment of the rights of compensation for damage and of the satisfaction of the non-property damage caused by the State authorities or other authorities by an unlawful decision or by an incorrect official procedure in the exercise of public authority and on behalf of the State of such rights in litigation. Application of the State's requirements for regression payments for compensation granted for damages caused by an unlawful decision or by maladministration and compensation for non-property damage.
10. National coordination and methodological guidance of the administration of state funds.
Grade 13
1. Review of decisions of the Central Administrative Office, in substance or in law, including the restoration of administrative proceedings and new decisions in these matters.
2. Creation or comprehensive assessment of draft national or European Union legislation, analysis of the legal and factual situation, evaluation of the necessity of changing the legal situation, change in the scope of legal regulation, compliance with other legislation, international treaties and European Union law.
3. The creation of national ministerial binding regulations with the widest and essential implications in the state's organisational and other entities bound by them and with extensive substantive and legal ties to other social systems.
4. The exercise of complex legal activities in the field of the State Service of the Central Administrative Office, the elaboration of fundamental legal interpretations and opinions and the establishment of general procedures for the application of legislation, including the resolution of factually and legally complex cases and representation in judicial and similar disputes.
5. The creation of a concept of service within the competence of the Central Administrative Office.
6. Assessment of the rights of compensation for damage of a significant scale and of the satisfaction of the large-scale non-property damage caused by public authorities or other authorities by an unlawful decision or by an incorrect official procedure in the exercise of public authority in cases of substance and legal complexity and the conduct on behalf of the State of such rights in litigation, including the application of the State's requirements for regression compensation for compensation granted for damage caused by an unlawful decision or by an incorrect official procedure and the satisfaction of non-property damage.
Grade 14
1. The creation of draft draft new legislation with national scope or regulation of cases so far by the laws of the unadapted or European Union regulations, or by their comprehensive assessment in the reminder procedure or by the processing of essential comprehensive opinions on those regulations.
2. The creation of a concept of dealing with the most factually and legally complex cases and representing public interests in judicial and similar disputes linked to the evaluation and synthesis of complicated economic and legal links.
3. Creation of the concept of reviewing the decision of the Central Administrative Office.
15.
1. The creation of proposals for the most complex regulatory systems, including those of international and European Union law or of the most complex legal arrangements, with the widest impact on the legal situation of the Czech Republic or their assessment in the framework of legislative action at government level or the comprehensive coordination of the processing of opinions on these regulations for a member of the government.
16th grade
1. Comprehensive coordination of the establishment of concepts of the long-term development of major activities in the legally defined scope of ministries or other central administrative bodies with extensive internal breakdown into specialised branches linked to other fields of national competence and other social systems predetermining the behaviour of the widest groups of persons in essential areas.
6th grade
1. Execution of subsidy checks or search operations according to specific procedures.
7th Grade
1. Implementation of subsidy checks according to the Framework Guidelines.
8th Grade
1. Execution of search activity.
9. grade
1. Separate implementation of specialised field inspections and investigations in the field of internal market protection and fiscal interests of the State.
(2) Breakdown of State Budget Indicators, monitoring of budget implementation, implementation of binding indicators and respect for wage regulation, analysis of cost developments vis-à-vis budgetary entities.
3. Ensuring an agenda for the management of subsidies or other assigned appropriations. Control of drawing and use of subsidies or other assigned appropriations, including determination of levies and periodic penalty payments for their unauthorised use or retention.
4. Ensuring the governance agenda for public collections, including supervision.
5. The breakdown of indicators and the monitoring of the use of the European Union funds, the breakdown activity and the analysis of cost developments vis-à-vis budgetary entities.
6. Analysis and statistical evaluation of developments in prices, expenditure and household income and their impact on the living costs of the population.
7. Determination of the usual prices of movable property, verification of declared data on the value of the assets of tax entities and control of property prices found from expert opinions.
8. Ensuring an agenda for the processing of controlling surveys, data collection and processing. Processing standard control analyses.
Grade 10
1. Implementation of budgetary measures for the financial relationship of the State budget to the budget of the local authorities during the financial year.
2. Coordination of the Ministry of Finance's supervisory powers in relation to the territorial budgets, control of the conditions laid down for subsidies provided, processing of draft decisions for applications submitted for payment of contributions and periodic penalty payments in order to avoid the rigour of the law.
3. Coordination of aid applications and subsidies and the acceptance of aid and subsidies and the fulfilment of commitments arising from the acceptance of aid and the final assessment of the use of aid. Establishment of procedures and principles for selecting aid applicants, including project evaluation. Processing and submission of final settlement of awarded subsidies and aids.
4. Coordination of territorial management of individual types of subsidies or assigned appropriations.
5. Evaluation of the development of financial management and the use of funds drawn from European Union funds and the preparation of supporting documents for the annual report to the European Commission.
6. Valuation of assets according to valuation rules, detection of normal asset prices and provision of valuation activities for execution, including analysis and evaluation of the data found.
7. Assessment of price regulation measures proposed by regulators under specific legislation.
8. Comprehensive provision of professional methodological activities in the field of accounting management.
11th grade
1. Assessment of the requirements of the financed organisation beyond the approved budget in terms of substance, effectiveness and economy, and following the implementation of budgetary measures under its responsibility.
2. Implementation and evaluation of internal budgetary measures per State's organisational units.
(3) Provision of schedules of approved indicators for the various organisational components of the Ministry chapter. Processing of implementing rules for the various organisational components and contribution organisations of the chapter of the Ministry on the analysis, analysis and processing of the necessary measures to ensure the management of the chapter of the Ministry with State Budget funds.
4. Ensuring the breakdown of budget indicators of the chapter for the departmental organisations and other beneficiaries of funds.

8. Creating a territorial financial policy in one or more fields of government activity, implementing a budget breakdown of binding and indicative indicators to ensure the functioning of the managed territory, taking into account the priorities of each type of expenditure.
9. Conception and development activities on defined sections of financial relations to territorial budgets, including the provision of special-purpose system subsidies or individual subsidies from the state budget.
10. Analytical activities in the field of State subsidy policy in relation to territorial budgets and in the area of development of their financial management.
11. Assessment of proposals for subsidies from the State budget.
12. Ensuring an agenda for the purpose of determining the central resources for individual actions, examining the applications of business entities employing citizens with special working capacity to provide subsidies from the state budget, non-state non-profit organisations, social welfare, etc.
13. Control of compliance with the subsidy policy in the use of the subsidy funds subsidised by entities in the territory.
14. Establishment of procedures, principles and methodologies for granting financial support, selection of aid applicants, including evaluation of projects.
15. Establishing the principles of funding from state funds.
16. Coordination of procedures for the implementation of the management of subsidies, repayable financial assistance, loans, State aid for mortgage lending and other assigned expenditure from the state budget, including the implementation of the management of the levy on breaches of budgetary discipline in relation to funds (grants) granted from the European Union or from the National Fund.
17. Implementation and evaluation of programme supplements to intermediate bodies and final beneficiaries of European Union funds.
18. Preparation of proposals for adjustments to price regulation and changes to price regulations, control programmes and price checks concepts based on the findings obtained during the appeal procedure.
19. Processing proposals to improve the valuation methods of individual types of real estate on the basis of price analyses in the real estate market, including a comprehensive valuation control.
20. Design of individual price regulation measures.
21. Coordination of methodological activities in the field of accounting management for each area.
22. Complex performance of price control with national scope.
12th Grade
1. Drawing up of draft parts of the budget of the department.
2. Methodological management and coordination of the budgetary procedure in subordinate organisational units.
3. Processing of the methodology for the preparation of the draft budget of local authorities.
4. Processing of analyses and evaluation of budgetary determination of tax and tax revenue.
(5) Analyses of the development of individual revenue used for the establishment of budgetary volumes for the financial year in question.
6. Methodological management, organisation and guidance of the management of budgetary appropriations by area of revenue and expenditure of the State budget chapters.
7. Processing of analyses of the treasury performance of State budget and other public budgets by type and detailed implementation of chapter revenue and expenditure including time series and analysis activities.
8. Processing of balance sheets on the revenue and expenditure of the territorial budgets, analyses on the implementation of the state budget's relations with the territorial authorities and the processing of sectoral balance sheets on the implementation of the state budget and table annexes for the state final account.
9. Evaluation of the development of the financial management of the territorial budgets and the preparation of documents for the State's final account, including monitoring and evaluation of the evolution of the indebtedness of the local authorities.
10. Preparation and implementation of a contract between the Ministry and the competent body in an approved guarantee for bank or other loans or in the provision of repayable financial assistance from the State Budget or in the provision of other legal obligations in the field of finance, assessment of the requirements and draft budget of State Funds, provision of financial analysis of State Funds.
11. Assessment and analysis of the possibilities of using the Structural Funds and European Union programmes.
12. Coordination and control of the financial planning and financial legal activity of the department.
13. Drawing up the European Union's financial parts of operational programmes and programming documents.
14. Methodology and coordination of the budgetary procedure for intermediate bodies and final beneficiaries of European Union funds.
15. Methodological management, organisation and guidance of the management of European Union funds by area of income and expenditure of operational programmes and programming documents.
16. National coordination of pricing measures and new tax and financial regulations.
17. Processing of analyses and predictions of price, cost of living and household expenditure.
