Regulation on the safety reports of the Regional National Committees

Government Regulation
of 28 December 1948
on the safety reports of the Regional National Committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
(1) A safety report shall be set up for each Regional National Committee to provide all national security tasks belonging to the Regional National Committee.
(2) In the field of national security, the Regional National Committee shall in particular have the following tasks without prejudice to the legality of other bodies (offices):
1. Protects and strengthens the popular democratic establishment;
2. ensure that the implementation of economic plans is not interrupted by criminal or other harmful activities, ensures security of supply and nutrition, combat prey and protect crops;
3. Protects people's rights and freedoms guaranteed by the Constitution;
4. protect the safety of persons and property;
5. care for public order;
6. Leads the fight against crime and implements regulations on expulsion, security oversight, forced labour camps and administrative prisons and on the placement of persons in law enforcement;
7. Care for road safety, in particular supervision of the state of communication in terms of transport safety;
ensure safety in rail transport;
ensure safety in civil aviation activities;
ensure safety on waters and streams;
8. Care for security and order in the press and radio;
9. implement and supervise the maintenance of weapons, ammunition and explosives;
10. Supervises the maintenance of regulations on the use of flags, flags, signs and badges and on the wearing and presentation of uniforms;
11. takes care of civil protection matters, i.e. fire safety, including fire protection, and air protection, and provides assistance in natural disasters;
12. takes care of federal and gatherings and special associations, as well as of the security and order of theatres and cinemas; he also owns items of exhibitions, performances, entertainment, production, licences, collections, bets, lotteries, losses and findings; oversees publicly accessible rooms, meeting facilities and premises;
13. ensure the registration of the population, in particular the maintenance of the rules on residence and identity cards and foreigners; oversee the records of the offenders and matters of state reliability;
14. Determine phenomena threatening public morality, in particular alcoholism, drug use, sexual illness, prostitution, beggars, vagrancy and gambling;
15. Care for the protection of animals from abuse.
(3) The tasks of national security (§ 1 (2)) also include the cooperation of regional national committees in the performance of State defence tasks to the extent defined by the Minister of Interior in an agreement with the Minister of National Defence.
(4) In the framework of the tasks set out in paragraphs 1 to 3, the activities of the safety report shall include:
(a) to issue general legislation and to take the measures necessary in the interest of the public in accordance with and within the limits of the relevant legislation;
(b) conduct administrative criminal proceedings.
(5) General legislation [paragraph 4 (a)] is signed by a safety officer.
(6) In order to carry out the administrative criminal proceedings referred to in paragraph 4 (b), the Regional National Committee may set up a criminal commission.
(1) The Ministry of the Interior will issue more detailed regulations specifying the scope of the security report of the Regional National Committees.
(2) Where more detailed provisions issued pursuant to paragraph 1 also concern the competence of other central offices, they shall be issued by the Ministry of the Interior in agreement with those authorities.
On 1 January 1949, the Regional National Committees of the Regional Administration in the field of national security (§ 1), which are still provided by the Regional National Committees, are in charge of the same kind in Slovakia, which is still carried out by the delegation of the Interior.
This Regulation shall enter into force on 1 January 1949; they shall be carried out by the Home Secretary in agreement with the participating members of the Government.
