Government Regulation
of 28 December 1948
on the reports of the Regional National Committees on General Home Affairs.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
§ 1.
(1) A General Home Affairs Report is hereby established for each Regional National Committee. This report is headed by the Chairman of the Regional National Committee.
(2) In regions with a population above 1,000,000, the Board of the Regional National Committee may, on a proposal from the President, divide the General Home Affairs Report into two groups. In this case, the President shall entrust one of his Deputy Directors, who shall not conduct any report, to the management of one of these groups. As Head of the Group, the Deputy Chairman shall have the status of a referendum.
(3) The General Home Affairs Report is divided into departments as necessary; the principles for such division, in particular the number of departments, shall be laid down by the Ministry of the Interior.
§ 2.
(1) Starting on 1 January 1949, they shall be provided in the General Home Affairs Report:
(a) the tasks associated with the duties of Chairman of the Regional National Committee and Regional Secretary; In carrying out these tasks, the government programme shall be monitored in such a way as to focus all activities of the Regional National Committee and to make use of its labour opportunities in a flexible manner, in particular, to carry out those tasks which are most important in terms of the government programme;
(b) work related to the general supervision of the Regional National Committee on subordinate national committees;
(c) general work for plenary sessions, meetings of the Board and meetings of the commissions set up in the field of activity of the General Home Affairs Report.
(2) In order to fulfil the tasks set out in paragraph 1, the General Internal Affairs Report shall, in particular, conduct the following activities:
1. It shall carry out preparatory work for the start of the work of the Regional National Committee and shall provide the conditions for such work, in particular to ensure its location and equipment;
2. carry out auxiliary work in connection with the performance of the tasks assigned to the Chairman of the Regional National Committee, in particular as regards the harmonisation of the activities of individual reports and the implementation of the directives of the superior bodies and of the plenary session of the Regional National Committee, the work schedule and the settlement of internal conflicts of competence;
3. monitor in general the activities of the subordinate national committees and, in cooperation with the other reports concerned, carry out checks on the internal administration, administration and management of the subordinate national committees, institutes and establishments and discuss general complaints about the procedure of the subordinate national committees;
4. Provides general work in connection with the assembly of plenary sessions, meetings of the Board, as well as the commissions set up in the field of the General Home Affairs Report, drawing up the agenda for their meetings, writing down the course and results of the meetings and meetings and the implementation of the resolutions made therein;
5. carry out work for the Chairman of the Regional National Committee, which requires the representation and representation of the Regional National Committee and the Region as a union of the People's Administration;
6. inform the public of the activities of the Regional National Committee, promote its tasks and measures to implement them, manage the publication of official publications and the publication of decrees, keep a register of directives and guidelines governing official activities, collect evidence of political, economic and cultural life in the region (documentation) and keep a clipping and photographic archive;
7. ensure proper organisation of internal services with the Regional National Committee, permanent service organisation and the establishment of official days and hours for parties; ensure the sound management and management of all elements of the Regional National Committee, oversee internal administration and process working records of the official activities of staff;
8. Handles personal matters of members of the Regional National Committee and members of its commissions resulting from their duties;
9. Provides for the organisation of political and professional training of employees.
(3) The General Home Affairs Report includes office and economic administration, a hand-held treasury and an official library of the Regional National Committee.
§ 3.
Other tasks and the resulting scope of the General Home Affairs Report, as well as the chronological order in which the Regional National Committee takes up these tasks, shall be laid down by the Government by a separate regulation.
§ 4.
This Regulation shall enter into force on 1 January 1949; they shall be carried out by the Minister for the Interior.
