AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic on cooperation between the central authorities involved in the management of national committees and councils
The Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary, led by common interests, consider it appropriate to develop cooperation between the central authorities of the Czech Republic, the SSR and the MRLs involved in the management of national committees and councils (hereinafter the "local authorities').
In order to ensure this cooperation, which is intended to contribute to strengthening mutual understanding and to increase the level of work of local authorities in the Czechoslovak Socialist Republic and in the People's Republic of Hungary, both Parties agree as follows:
The Parties shall enhance and deepen cooperation in the field of local authorities' activities and their management.
This Agreement shall form the basis for such cooperation, in particular by working together and exchanging experience.
In order to achieve faster and better information on the activities and management of local authorities, both Parties shall exchange and send to each other on an ongoing basis:
(a) documents and materials, including relevant resolutions, on essential issues relating to construction, internal structure, competence and activities of local authorities;
(b) information, study and other material relating to the management of the activities of local authorities and the management of important tasks within their competence;
(c) important publications concerning the status and competence of local authorities.
The Parties shall organise mutual exchange of experience, consultation and study of progressive methods of work of local authorities by means of mutual visits to the experts of the relevant central and local authorities.
The proposals for the implementation of the cooperation, as well as its form, tasks and scope, will be set out in the framework of the Implementation Protocol.
The cooperation of both Parties shall be specified by the Implementation Protocol to this Agreement, which shall be concluded for a period of four years each.
The implementation of the relevant Implementation Protocol will be evaluated before signing a new one at regular meetings of representatives of both Contracting Parties, held in four-year periods alternately in the territory of the Czechoslovak Socialist Republic and the territory of the Hungarian People's Republic.
This Agreement shall enter into force on the date of signature and shall be concluded for an unlimited period. However, each Contracting Party may terminate the Agreement in writing, in which case it shall cease to be in force three months after the date of notification of its denunciation to the other Contracting Party.
This Agreement may be amended or supplemented by the agreement of both Parties. Amendments and additions must be made in writing.
