of 27 April 1966
on the divestment of certain agricultural products to workers of State goods and other state organisations with agricultural production
The Ministry of Agriculture and Forestry, in agreement with the participating ministries and the Central Council of Trade Unions, provides, pursuant to Section 35 of the Decree of the State Labour Commission No. 91 / 1965 Coll., on the remuneration of work in the new system of planned management of the national economy and under Section 18 of Act No. 66 / 1961 Coll., on veterinary care:
Scope
(1) State goods and other state organisations with agricultural production (hereinafter referred to as "state goods") may, in accordance with the provisions of this Decree, sell agricultural products to their workers solely for their own use.
(2) Participants to organised brigades from establishments and schools are excluded from the sale of agricultural products.
In kind
(1) The State farm sells cereals (i.e. wheat, rye, oats, fodder barley, maize) and potatoes from the turnip fund.
(2) The fund in kind is to be determined by the proportion of the total production of cereals (including cereal mixtures) and potatoes of the farm.
(3) The amount in kind of the fund for the total production of cereals and potatoes may be up to:

(4) State goods
(a) with a significant share of crops which are labour intensive (diabetes, hops, vineyards, vegetables, fruit orchards, nurseries, etc.),
(b) with extensive associated and auxiliary production;
(c) which operate in mountain and submountain areas or which have the predominant share of livestock production;
the superior organisations or authorities may increase the maximum percentage of the share of cereals and potatoes in kind provided for in the Order by up to 5%.
(5) The cereal fund in the maize and beet regions already includes the replacement of potatoes for cereals.
(6) The specific percentage of cereals and potatoes for the fund in kind shall be determined at the beginning of the year by the director of the farm in agreement with the ROH racing committee. The Director of a State Property (Paragraph 1 (1)) may, in agreement with the ROH Racing Committee, decide to create funds in kind also on operating units. In that case, it shall determine either the sub-natural funds (as a percentage of the total production of the operating units) or the creation of a fund in kind, depending both on the results of the operating units and on the result of the farm.
(7) The manager of the farm shall decide on the representation of the different types of cereals on sale, according to the results of the harvest.
Breakdown of the fund in kind
(1) The quantities of cereals and potatoes to be disposed of to individual workers of the fund in kind referred to in Article 2 shall be determined by the Director of the State Farm or by the head of the operating unit authorised by him. In doing so, it will take into account how individual workers perform their work tasks, how they deserved to achieve the production results of the whole collective, how they helped to manage top jobs in plant production, etc.
(2) The Director of the State Farm may authorise the advance sale of cereals or potatoes, where appropriate, taking into account the estimate of the harvest.
(3) The Director of the State Farm may authorise the replacement of cereals for potatoes or potatoes for cereals when agricultural products are disposed of in proportion to 100 kg of potatoes per 25 kg of cereal, taking into account the results of the harvest.
(4) The fund in kind shall be settled on the last day of each year. Any balances will be transferred to the good of the fund next year.
Sale of piglets
(1) State goods may sell off one pig per year to their workers from excess piglets after the planned arrest has been completed.
(2) Where two members of the same family are working on a national farm, only one pig may be sold to them under the conditions laid down in paragraph 1; where three or more members of the same family are working on a national farm, they may sell them no more than two piglets.
Sale of agricultural products to pig nurseries
State goods may be sold instead of piglets, cereals and potatoes in the calendar year, after one fattening pig with a maximum live weight of 150 kg, to their workers who, with regard to health and veterinary rules or other serious reasons. This pig must not be kept by the worker and must immediately be slaughtered in accordance with specific rules. *)
Sale of milk
(1) The state farm can sell 1 / 2 litre of milk and 1 / 2 litre of milk to its workers daily for each child under 15 years of age who is living in the same household.
(2) Milk sold under this decree must come from healthy cows and must be overcooked before use. Paragraph 30 (2) of Decree of the Ministry of Agriculture, Forestry and Water No 154 / 1961 Coll., implementing the provisions of the Veterinary Care Act, does not apply to this milk.
Prices of agricultural products sold out
(1) The State farm will sell agricultural products under § 2 to 6 at the following prices:

(2) The State farm must keep a proper record of the sale of agricultural products.
(3) The lists of workers, indicating the quantities of agricultural products sold to them, must be made public before they are sold to the workplace.
Sale of other agricultural products
(1) State goods may sell to their workers a reasonable amount of fruit, vegetables and early potatoes at purchase prices after completion of the planned task in purchasing the species concerned.
(2) The State farm may sell off to its workers poultry, the takeover of which the purchasing organisation has refused, at a price determined by the farm.
(3) The state farm can sell off to its workers at the purchase price of a ram and a junk sheep.
(4) Fish-keeping organisations may sell fish to their workers at the purchase price up to a total of 210 CZK per worker per year.
Sale of marc wine
(1) State goods which grow vines and are entitled to produce wine may, in the case of particularly strenuous work in vineyards, issue free of charge marc wine, in a quantity of not more than 50 litres per worker per year.
(2) The State farm can sell 50 litres of marc wine to its workers annually at a price equal to its own costs plus turnover tax. Other persons, undertakings, organisations and establishments shall not be disposed of or otherwise disposed of with grape marc.
Transitional provisions
(1) Paragraph 2 (2) and (3) for the creation of a fund in kind for 1966 do not apply.
(2) For 1966, the proportion of cereals and potatoes in kind for the fund shall be determined as follows: The planned fund in kind in the production and financial plan for 1966 shall be compared to the planned production of cereals and potatoes for 1966 and the percentage of the share of cereals and potatoes in the fund in kind shall be determined from the total planned production. This percentage is decisive for the actual share of these crops in the fund in kind from actual production in 1966.
Final provisions
Agricultural products sold out under this Order shall not be subject to provisions on the sale of surplus agricultural products. *)
Exemptions from the individual provisions of the Decree are permitted by the Ministry of Agriculture and Forestry in agreement with the central authorities involved.

This Decree shall take effect on 1 May 1966.
