DECLARATION
Federal Ministry of the Interior
of 13 December 1983
on the Public Security Auxiliary Guard
The Federal Ministry of Interior, in agreement with the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic, provides, pursuant to Section 58 of Act No. 40 / 1974 Coll., on the National Security Corps:
§ 1
Member of the Auxiliary Guard Public security becomes a citizen by making a promise to the head of the Public Security Department of the National Security Department. 1) This promise is:
"As a member of the Public Security Auxiliary Guard, I promise to protect the interests of the Czechoslovak Socialist Republic, the working class and all the people and to actively contribute to the protection of public order. In my work, I will maintain the laws and other generally binding legislation and the obligation to remain silent."
§ 2
(1) After the promise has been made, the head of the Department of Public Security of the District Administration of the National Security Corps shall hand over a card and sleeve to the member of the Auxiliary Guard.
(2) The sleeve of the Public Security Auxiliary Guard is yellow, 105 mm wide with blue letters "PS VB" of 35 mm height and 20 mm width. This tape is worn on the left back-up and is an external designation of a member of the Public Security Auxiliary Guard. 2)
§ 3
Member of the Auxiliary Guard Public security shall:
(a) to act with discretion and politeness in the performance of the service and to ensure the proper seriousness, honour and dignity of citizens and their own;
(b) to carry out actively and conscientiously the tasks arising from membership of the Public Security Auxiliary Guard, to demonstrate readiness to carry out these tasks and to enhance their political and expertise.
§ 4
Member of the Auxiliary Guard Public security can perform the service on its own, 3) only if it has demonstrated its readiness to perform tasks arising from membership of the Public Security Auxiliary Guard. Whether a member of the Public Security Auxiliary Guard has demonstrated readiness to perform these tasks shall be decided by the Head of the Public Security Service, who shall be responsible for the activities of the Public Security Auxiliary Guard Unit in which a member of the Public Security Auxiliary Guard is included.
§ 5
(1) A member of the Public Security Auxiliary Guard shall perform the service under:
(a) the service plan;
(b) instructions from or with the consent of a national of the National Security Corps;
(c) the discretion, if an action or operation is necessary, (4) there is a risk of delay, the consent of a national of the National Security Corps to perform the service cannot be achieved in advance, the presumption of successful completion of the operation or operation and has been entrusted to this manner of service.
(2) In order to carry out the service referred to in paragraph 1 (c), a member of the Public Security Auxiliary Guard shall be entrusted by the Chief of the Public Security Service referred to in Section 4.
(3) A member of the Public Security Auxiliary Guard shall inform the Department of National Security of the performance of the service referred to in paragraph 1 (c) without delay.
§ 6
(1) A remuneration may be awarded to a member of the Public Security Auxiliary Guard for the exemplary performance of his or her service or service.
(2) The remuneration may also be granted to the Public Security Auxiliary Guard unit for the successful performance of the service.
§ 7
(1) Head of the Public Security Department of the District Administration of the National Security Corps
a) terminate membership of the Public Security Auxiliary Guard
1. release from membership if a member of the Public Security Auxiliary Guard so requests,
2. deprived of membership if a member of the Public Security Auxiliary Guard fails to fulfil his duties or commits an act incompatible with the membership of the Public Security Auxiliary Guard;
(b) may terminate a member of the Public Security Auxiliary Guard by releasing him if circumstances arise which make it impossible for a member of the Public Security Auxiliary Guard to perform his duties properly for a longer period of time.
(2) Membership of the Public Security Auxiliary Guard ends with the death of a member of the Public Security Auxiliary Guard.
§ 8
The Federal Ministry of Interior Order No. 43 / 1974 Coll., on the Public Security Auxiliary Guard is hereby repealed.
§ 9
This Decree shall take effect on 1 April 1984.
