establishing the State Committee on Technology Development
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic pursuant to § 1 of Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration:
§ 1
A State Technical Development Committee is hereby established as a body of the Government on Technical Development.
§ 2
The State Committee on the Development of Technology helps the Government to increase the technical level and efficiency of the development of the national economy.
State Committee on Technology Development in particular
develop the concept of technical development, organise solutions to complex technical issues and develop proposals for the realisation of significant discoveries of scientific and technical excellence;
study the technical development documents submitted by the departments to the government and assess the technical development department plans for the government in terms of their main focus and submit proposals to the government to ensure the cost-effective division of work between departments in the field of technical development;
monitor, under the authority of the Government, the results of technical development in the various sectors of the national economy, monitoring compliance with essential resolutions of the Party and the Government on technical development,
in cooperation with the Czechoslovak Academy of Sciences, manages the technical economic information service,
Expresses itself on the guidelines and plans for the scientific and technical contacts of the Czechoslovak Republic with foreign countries and controls the use of results on this section in the various sectors of the national economy,
identify guidelines and tasks in technical standardisation and invention and organise care for the implementation of significant inventions and patents;
It helps the Revolutionary Trade Union Movement and ministries to create the preconditions for developing an initiative for workers to develop new technology, particularly in the inventive and improving movement, and to organise technical promotion in cooperation with scientific and technological companies.
§ 3
(1) The State Technical Development Committee is headed by the Minister-President of the State Technical Development Committee, which manages the activities of the State Technical Development Committee.
(2) The Deputy Directors of the State Committee on Technical Development and the other members of the State Committee on Technical Development are appointed by the Government from among outstanding scientific, technical and economic staff.
(3) The Minister-President of the State Committee on Technical Development, its Deputy and other members of the State Committee on Technical Development, to be designated by the Government, shall be the Bureau of the State Committee on Technical Development.
§ 4
The main method of action of the State Committee on Development of Technology is to work with a broad asset of scientists, inventors, excellent engineers, technicians and highly qualified workers.
§ 5
The work of the State Technical Development Committee shall be carried out by the apparatus managed by the Minister-Chairman of the State Technical Development Committee through his Deputy.
§ 6
The detailed definition of the tasks of the State Committee for the Development of Technology, as well as its organisation and scope, shall be laid down in a statute approved by the Government.
§ 7
(1) The State Office of Inventions and Standardisation is divided into the Office of Standardisation and the Office of Patents and Inventions, which are subordinate to the State Committee for the Development of Technology.
(2) The State Technical Development Committee also manages the Technical and Economic Information Centre.
§ 8
The State Office for Measures, Weights and Expenses and the Slovak Office for Measures, Weights and Expenses are hereby repealed. The tasks of the Central Authority of the State Service for Measures and Weights shall be carried out by the Office for Standardisation, the tasks of the Central Authority of the State Service for Precious Metals by the Ministry of Metal Industry and the ore mines.
§ 9
The detailed definition of the tasks of the various government bodies in connection with the establishment of the State Committee on the Development of Technology, the division of the State Office of Inventions and Standardisation and the abolition of the State Office on Measures, Weights and Precious metals and the Slovak Office on Measures, Weights and Expenses.
§ 10
The provisions of Act No. 52 / 1952 Coll., on the Czechoslovak Academy of Sciences, as amended by Act No. 53 / 1957 Coll., are not affected.
§ 11
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
