of 11 December 2018
on the processing of regional forest development plans and the definition of economic files
The Ministry of Agriculture provides, pursuant to Articles 23 (4) and 31 (7) of Act No. 289 / 1995 Coll., on Forests and on the amendment and addition of certain laws (Forest Act):
Subject matter of the Order
This decree provides for details on the processing of regional forest development plans and the definition of economic files.
Regional forest development plans
(1) The regional forest development plan (hereinafter referred to as the "regional plan") sets out the framework principles for the management of natural forest areas. The regional plan is a basis for the regional differentiated application of the state forestry policy and a recommendation for the processing of forest plans and forest economic curricula. The boundaries of the natural forest areas are defined in Annex 1 to this Decree.
(2) The Regional Plan is prepared by the Institute for a period of 20 years. In justified cases, the regional plan may be processed for a shorter period but for at least five years. In the event of a serious change in the conditions under which the regional plan has been approved, in particular a major change in the use of the natural forest area with an impact on the functional potential of the territory, the Ministry may change its period of validity.
(3) The Ministry will publish on its website the intention to draw up a regional plan and set a time limit for comments which may not be less than 60 days. The Institute in the final investigation referred to in paragraph 4 shall provide the Ministry with an overview of how it dealt with the comments.
(4) Part of the processing of the regional plan is a basic survey setting out the conditions and details for its processing in the natural forest area and a final inquiry in which the Ministry will check whether the conditions laid down in the basic investigation have been complied with.
(5) The Institute continuously monitors the state of natural conditions and transmits this information to the Ministry. If the natural conditions under which the regional plan has been approved are changed, the Ministry shall order the processing of the regional plan to be amended and determine the date, manner and extent of processing of that change.
(1) The regional plan shall include:
(a) an overview of the forest functions of the natural forest area;
(b) an overview of the requirements for the provision of ecosystem services and information on forest categorisation;
(c) an overview of the overlap and forest functions;
(d) analysis of natural conditions including the classification of land in the typology of forests;
(e) analysis of the threat to forest by harmful agents;
(f) data on forest status and management analysis based on forest economic plans, forest economic curricula and forest economic records, including historical management developments and forest inventory outputs;
(g) recommendations for planning preventive fire prevention and forest fire control measures;
(h) basic economic recommendations for economic packages;
(i) the proposal for long-term forest protection measures;
(j) a proposal for the use of non-indigenous forest species;
(k) analysis of the transport accessibility of forests.
(2) The basic economic recommendations for economic packages are:
(a) the target species crop composition, which is the recommended representation of the trees of the mythical age or the economic group's target state, expressed as a percentage which is appropriate to ensure ecosystem services on the basis of natural conditions in the natural forest area; for the determination of the target species crop composition, the framework definition of the species crop composition as set out in Annex 2 to this Regulation shall be based on the definition of the species composition,
(b) the minimum proportion of meliorative and strengthening trees in the recovery of the crop referred to in Annex 2 to this Decree;
(c) economic method
1. undergrowth, in which the restoration of forest areas takes place under the protection of the harvested crop,
2. Carrying, in which the restocking of forest areas takes place on a continuous excavated area, the width of which does not exceed the average height of the harvested area, or even under the protection of adjacent crops,
3. holo-edged, where the rebuilding of forest areas takes place on a continuous excavated surface, wider than the average height of the harvested area; and
4. selective, in which the extraction for the purpose of rebuilding and rearing forest areas is not differentiated in time and space and is carried out by selecting individual trees or groups of trees on the area of the crop;
(d) washing, which means the planned fixed production period of the forest areas included in the economic files, indicated by the number of years rounded to tens; when fixing the wash, the values set out in Annex 3 to this Decree shall be based on the values,
(e) renewal period, which shall mean the planned average period, which shall elapse from the beginning to the end of the deliberate renewal of forest land included in the economic population, expressed in number of years, rounded to tens; when establishing the renewal period, it shall be based on the values set out in Annex 3 to this Order; and
(f) economic form
1. high, for forest crops derived from seeds or planting material of forest trees,
2. low, for forest crops resulting from the excavation; and
3. medium, for forest crops, where the lower level was mainly developed by a fortification and one or more upper stages were mainly derived from seeds or planting material of forest trees.
(3) The regional plan, in the form of thematic maps drawn up in digital form, shall be published by the Institute on its website on a continuous basis on the basis of national map works, graphic and tabular surveys and text sections. The text shall contain the information referred to in paragraph 1, the resulting recommendations and conclusions and a technical report describing the process of drawing up the regional plan.
Definition of economic files
(1) In the processing of regional plans, economic files are defined within natural forest areas as units of forest management differentiation. The economic files are listed in Annex 4 to this Decree.
(2) The definition of the economic population is based on:
(a) from the framework definition of the target economic files or sub-sets, where appropriate, as described in Annex 2 to this Decree;
(b) the functional focus of forests declared through forest categorisation;
(c) the status of forest areas defined by the crop types in the area for which the regional plan is being processed; the basic crop types are listed in Annex 3 to this Decree.
(3) In the numerical description of the economic file, the first two numbers indicate the target economic file and the next number indicates the growth type. Any additional characteristics determining the economic population shall be indicated by means of a maximum of 2 indices listed in Annexes 3 and 4 to this Regulation. In the case of special destination forests, the second odd digit in the designation of the target economic file shall be converted into the nearest lower digit by a barrel.
(4) In justified cases, the predominant functional focus of forests or the state of forest areas may be defined in the processing of forest economic plans and forest economic curricula by economic sets with different habitat conditions or different habitat types. For the lowest forest division units, the basic economic advice referred to in Article 3 (2) (b) shall be derived directly from the identified sets of forest types and parts thereof listed in Annex 2 to this Decree.
(5) In the territory of national parks, the definition of economic files shall be based on the principles of care for national parks, the purpose of maintaining their environmentally stable natural ecosystems corresponding to the habitat and the objectives of the protection pursued by their declaration.
Repeal
Decree No. 83 / 1996 Coll., on the processing of regional forest development plans and on the definition of economic files, is hereby repealed.
Efficacy
This Decision shall enter into force on 1 January 2019.

TARGET ECONOMIC COMPUTER (CHS) are units combining habitats with similar climatic and soil characteristics which create the preconditions for rationalising forestry management. The basic economic recommendations and the framework definition of the species composition are defined for the purpose of determining suitable forestry management. CHS can be divided into subsets of the target economic file (PCHS) as needed.
TARGET WOOD (CD) are suitable wood or, where appropriate, one wood which is of decisive importance in the forest area in terms of optimal performance of specified forest functions. It forms the basis for the recommended target species composition of the timber listed in the forest development plans.
PREPARED WOOD (PD) is a wood with suitable ecological characteristics for the preparation of a habitat, temporarily grown for the preparation of such habitats for recovery by target timber.
