DECLARATION
of 26 October 2015
on the technical and economic parameters for determining the purchase prices for the production of electricity and green heat bonuses and determining the lifetime of electricity generation and heat production from renewable energy sources (Decree on technical and economic parameters)
Pursuant to Article 53 (2) (a) and (b) of Act No. 165 / 2012 Coll., on Supported Energy Sources and on the Amendment of Certain Acts, as amended by Act No. 131 / 2015 Coll., the Energy Regulatory Authority provides for the implementation of Sections 7 (3), 12 (1) (a), 26 (4) and 27 (9):
§ 1
Subject matter
This decree sets out the technical and economic parameters for determining the purchase prices of each type of renewable energy source for electricity production and for setting green heat bonuses from renewable sources for heat plants referred to in Section 24 (4) of the Law on Supported Energy Sources (hereinafter referred to as the "Biogas Heat Production '), the lifetime of renewable energy generation (hereinafter referred to as the" Electricity Production') and the lifetime of biogas heat production.
§ 2
Technology-economic parameters and lifetime
(1) The technical and economic parameters for each type of renewable resource, the fulfilment of which is a prerequisite for achieving a 15-year investment-free return period in support of electricity produced from renewable sources by means of ransom prices or in support of heat generation from biogas by means of a green heat bonus, are set out in the Annex to this Decree.
(2) The lifetime of electricity generation and the lifetime of biogas heat production is set out in the Annex to this Decree.
§ 3
Transitional provision
For electricity plants put into service before the date of entry into force of this Order, the technical and economic parameters and useful life pursuant to Decree No. 347 / 2012 Coll., as effective before the date of entry into force of this Order, shall be used.
§ 4
Repeal
The following shall be deleted:
1. Decree No. 347 / 2012 Coll., establishing the technical and economic parameters of renewable sources for electricity production and the lifetime of electricity generation from supported sources.
2. Decree No. 350 / 2013 Coll., amending Decree No. 347 / 2012 Coll., laying down the technical economic parameters of renewable sources for electricity production and the lifetime of electricity generation from supported sources.
§ 5
Efficacy
This Decision shall enter into force on 1 January 2016.

1. Lifetime of the power plant: 30 years.
2. Required efficiency of primary energy use (measured on turbine coupling):
(a) the efficiency of the newly installed turbine at operating optimum: ≥ 85%;
(b) the efficiency of the renovated older type of turbine at operating optimum: ≥ 80%.

III. Wind Energy - Wind Power
1. Lifetime of the power plant: 20 years.
2. Require efficiency of primary energy use: the annual average wind speed at the wind power plant site at the rotor axis height of the proposed power plant is at least 6 m / s

IV. Geothermal energy - use of low potential heat
1. Lifetime of the power plant: 20 years.
2. The requirement for the efficiency of primary energy use: the minimum thermal gain from the geothermal energy source obtained by means of a heat transfer medium is permanently equivalent to 50 to 70 litres of water per second at a temperature of > 95 ° C per megawatt of the installed electrical power supply.
