DECLARATION
of 13 July 2005
on central accounting for subsidies and repayable financial assistance
The Ministry of Finance provides pursuant to Article 14 (10) of Act No. 218 / 2000 Coll., on budgetary rules and amending certain related laws (budgetary rules), as amended by Act No. 482 / 2004 Coll.:
This decree regulates the content and scope of the data which the provider is obliged to record in the central account of subsidies and refundable financial assistance provided by the State budget (hereinafter referred to as "central records'), as well as the procedures and deadlines which the provider is obliged to carry out.
(1) The content and scope of the data on beneficiaries of subsidies and repayable financial assistance from the State budget are set out in Annex 1 to this Decree.
(2) The content and scope of the subsidy and recovery financial assistance provided from the State budget are set out in Annex 2 to this Decree.
(1) The provider shall record data on subsidies and repayable financial assistance provided from the State budget and their recipients in electronic form in the data files. Data files will be recorded by the provider in the central register via the secure automated web service of the Ministry of Finance.
(2) The grant or repayable financial assistance provided by the State budget, which records all the mandatory data provided for in this Decree in another departmental information system, may transmit such data to the central repository through that system.
(1) The provider shall record the data on subsidies and repayable financial assistance granted from the State budget and on its beneficiaries by 24 days of the calendar month following the end of the first, second and third calendar quarters and by 31 March following the end of the fourth quarter of each calendar year.
(2) The provider shall record data on subsidies from the State budget granted to the budgets of the local authorities by 31 March following the end of the calendar year in which the State budget subsidies were granted.
Transitional provision
The provider shall record for the first time data on repayable financial assistance provided from the state budget and on its beneficiaries in central records for the whole year 2005 by 31 March 2006.
Efficacy
This Decree shall take effect on 1 August 2005.
