DECLARATION
of 9 December 2014
on the breakdown of safety material
The Ministry of Industry and Trade provides, pursuant to § 2 (3) of Act No. 229 / 2013 Coll., on the treatment of certain items usable for defence and security purposes in the Czech Republic (Act on the Management of Security Material):
The breakdown of the safety material by group is given in the Annex to this Decree.
For the purposes of this decree, the following shall not be considered operational:
(a) security material of groups 5 and 6 of the Annex which has undergone irreversible conversion or destruction in accordance with the requirements of the relevant international contract (1); or
(b) other safety material which has been irreversibly degraded, the non-irreversibly degraded in this case being such a modification or change of its technical condition as to ensure that it cannot be used for its original purpose.
Decree No 407 / 2013 Coll., on the breakdown of safety material, is deleted.
This Decree shall enter into force on 1 January 2015.

Breakdown of safety material
Group 1
Flame launchers or smoke or gas developers that cause the person to be immobilized, injured or killed if they are operational.
Group 2
Mine detonators if they're operational.
Group 3
Fire control, missile guidance and guidance equipment, if operational.
Group 4
Exemptions tanks, crane tanks, groom tanks and groom machines on tank bogies, if they are operational, with the exception of those used in an integrated rescue system.
Group 5
(a) Tanks, battle armoured vehicles, including infantry combat vehicles, armoured transporters, heavy-duty combat vehicles and self-propelled artillery systems, including guns, howitzers, cannons, mortars, rocket launchers and systems joining their characteristics, weapons irreversibly degraded or destroyed under other legislation2), in such a way as to prevent its re-use or modification for military purposes, or vehicles equipped with weapon carriers or equipment for mine laying or ammunition launch; or
(b) bridge tanks and other armoured vehicles and armored transporters, including in particular vehicles with a special superstructure or derived from the vehicles referred to in (a).
Group 6
(a) fighter aeroplanes and helicopters and other aeroplanes and helicopters with special design features related to military use, manufactured after 1 January 1946, if operational; or
(b) combat unmanned aerial vehicles which are heavier or lighter than air, motor or motor-powered, autonomous or remotely controlled and other unmanned aircraft with special design features related to military use, if they are operational.
Group 7
Equipment for electronic countermeasures and protection against them (i.e. equipment which serves to transmit fault and error signals to radar or radio communications receivers or to otherwise interfere with the reception, operation or efficiency of enemy electronic receivers), including jamming and counter-jamming devices, specially designed for use by security forces, if operational.
Group 8
(a) Military types of trainers for the conduct of attacks, combat flight trainers, radar survey trainers, radar target generators, artillery training devices, anti-submarine wartime trainers, flight simulators (including flight simulators) (including pilot or space training trainers), radar trainers, navigational flight trainers, navigational trainers, missile launch trainers, target visualization equipment, unmanned aerial vehicles, unmanned aerial vehicles, unmanned aerial vehicle trainers, unmanned aircraft trainers, unless specially designed for military use; or
(b) imaging systems and an interactive environment for simulators, when specially designed for military use.
Group 9
Equipment for electronic countermeasures and protection against them (i.e. equipment which serves to transmit fault and error signals to radar or radio communications receivers or to otherwise interfere with the reception, operation or efficiency of enemy electronic receivers), including jamming and anti-interference devices, specially designed for military use, if operational.
Group 10
a) Portable hand laser devices incorporating a laser classified in the hazard class 3R, 3B or 43 according to ČSN EN 60825-1 ED2, these laser devices may be modified to generate or amplify coherent electromagnetic radiation visible to the human eye and by which the laser bundle can be targeted to a specific object and thus prevent the performance of its task;
(b) passive tracking systems;
c. Laser systems specially designed to destroy or prevent the objective from being accomplished;
(d) particle beam systems capable of destroying or preventing the objective from being accomplished;
(e) high-performance high-frequency systems capable of destroying or preventing the objective from being performed; or
(f) laser systems specially designed to cause permanent blindness to unsupported vision, i.e. an uncovered eye or eye equipped with corrective vision aids.
Group 11
Cameras and electrooptical imaging equipment, specially designed for use in unmanned vehicles included in Group 6, if operational.
