GOVERNMENT REGULATION
of 20 October 2010
laying down requirements and procedures for ensuring the connectivity of electronic payment and passenger handling systems
The Government orders pursuant to § 36 (1) of Act No. 194 / 2010 Coll., on public passenger transport services and amending other laws, to implement § 7 (2) of Act No. 194 / 2010 Coll.:
Subject matter
This Regulation lays down the requirements and procedures for ensuring the technical and operational interconnection of electronic payment systems and the handling of passengers and their equipment and technologies in the provision of transport services ("the electronic passenger handling system ') operated by the State, the county, the municipality or the authorised person (" the operator of the electronic passenger handling system').
Operation of the electronic passenger handling system
(1) The operator of an electronic passenger handling system allows the payment and handling of passengers using electronic data media which meet the requirements set out in Annex 1 to this Regulation (hereinafter referred to as the technical data carrier).
(2) An operator of an electronic passenger handling system may also allow the use of the storage space of a technical data carrier to store data and operate systems other than electronic passenger handling systems. An operator of an electronic passenger handling system may use the storage space of a technical data carrier used to store data and operate systems other than electronic passenger handling systems, if permitted by the operator of that system.
Ensuring technical and operational connectivity of the electronic passenger handling system
An operator of an electronic passenger handling system to ensure the connectivity of individual electronic passenger handling systems
(a) ensure a technical solution to an electronic passenger handling system which complies with the requirements set out in Annex 2 to this Regulation by the Government;
(b) process and store data in an electronic passenger handling system in accordance with the technical solution provided for in (a); and
(c) provide for measures to prevent the communication of passenger handling equipment with technical data media which do not comply with the requirements of this Regulation.
Efficacy
This Regulation shall enter into force on 1 November 2010.

Requirements for the technical data carrier
The requirements for the technical data carrier are met provided that the technical medium has a unique identifier and the technology of the technical data carrier allows
(a) management of access to individual applications for read and write purposes;
(b) the separation of data space in memory to ensure the simultaneous and independent storage, erasing and modification of applications and their data content for different electronic passenger handling systems, including during the subsequent use of the technical data carrier to passengers;
(c) storage of applications and their data content, consisting of data on the travel document, supplement or room necessary for transport use;
(d) the security of the technical data carrier, the individual applications stored on it and their data content against unauthorised reading, erasing and unauthorised modification by an unauthorised person;
(e) the availability of internal security features for encryption of stored data and control of access to applications using cryptographic keys;
(f) the introduction of additional safety features using means which are independent of the internal safety features of the technical data medium;
(g) the renewal of cryptographic keys used to protect applications and their data content stored on the technical data carrier in service; and
h) saving the application available for storage
1. the travel document, supplement or reservation; and
2. fare subscription in the case of contactless chip technology.

Requirements for technical solutions for the electronic passenger handling system
Requirements for the technical solution of the electronic passenger handling system are met provided that:
(a) each transaction is clearly assigned to the relevant technical data medium and passenger handling facilities;
(b) records of transactions in the electronic passenger handling system shall be kept for at least 5 years from the time of the transaction;
(c) processing in the electronic passenger check-in system, communication between the electronic passenger check-in systems, reading and changing the data stored on the technical data carrier and the management of access authorisations to data structures stored on the technical data carrier shall be ensured by security features, at least to the extent of:
1. the demonstration and verification of the identity of the technical data carrier and passenger handling equipment; and
2. cryptographic security of communication between the technical data carrier and the passenger handling facility; and
(d) the electronic passenger handling system allows:
1. the creation and sharing of lists of unique identifiers of technical data media;
2. operational co-ordination of multiple passenger handling technologies with one operator of an electronic passenger handling system;
3. the transmission of information and summaries on changes in applications and their data content in the electronic passenger handling system concerning an individual carrier to that carrier; and
4. adaptation to temporary and permanent changes in the scope of public passenger transport services.
