According to Section 137 (2) of Act No. 361 / 2000 Coll., on road traffic and on amendments to certain laws (Road Traffic Act), as amended, ("the Act '), the Ministry provides for the implementation of Sections 5 (1) (d), 10 (5), 43 (6), 45 (6), 56 (8), 62 (5), 63 (2), 65 (3), 66 (3), 67 (1) and 11, 68 (3), 75 (7), 78 (5) and 79 (9) of the Act:

General provisions on vertical road signs
§ 1
Implementation of vertical transport signs
(1) Standing signs shall be affixed to posts, buildings or other structures firmly attached to the ground.
(2) The red and white stripes on the pillar (stand) on which the portable road sign is placed are 100 to 200 mm wide and retroreflective.
(3) The variables of the transport signs are the marks the design of which may change. The colour design of the variable transport signs may be different from the constant transport signs, in such a way that the background of the variable transport signs is dark and the inscriptions, symbols and boundaries light.
(4) To highlight the importance and improve visibility, the vertical road sign can be placed on a retroreflective yellow-green fluorescent base. Such a substrate cannot be used in combination with light signals.
§ 2
Position of vertical road signs
(1) Vertical road signs shall be placed in such a way that they are visible to the road users for whom they are intended in time and at a sufficient distance.
(2) Vertical road signs shall be placed at the right edge of the road or above the ground; to highlight their importance, marks located at the right edge of the infrastructure may be repeated even at the left edge of the infrastructure. If useful, or if provided for in the annex to this Decree, the informative signs may be located elsewhere than at the right edge of the road.
(3) Vertical road signs "Path for pedestrians," "End of the path for pedestrians," "Path for cyclists," "End of the path for cyclists," "Path for pedestrians and cyclists common," "End of the path for pedestrians and cyclists divided," "End of the path for cyclists and cyclists divided," "Path for cyclists on animals," "" End of the path for pedestrians and cyclists common, "" "" Trail for pedestrians and cycliques divided, "" "End of the path for pedestrians and cycliques divided, if appropriate, may be placed only at the left side of the road on the back of the road of the above road signs.
(4) The stop or stop marks shall be placed at the edge of the road or infrastructure to which they relate.
(5) The fixed marks or their structures shall not interfere with the defined part of the transport space intended for the operation of vehicles.
(6) If, in the interest of road safety, it is necessary to give prior notice to a place with a restriction, prohibition or order from a greater distance, the corresponding vertical road sign, supplemented by the additional table "Distance ', shall be used to indicate the point on the divergent road by the additional table" Direction arrow' ("provisional mark ').
(7) The vertical road sign which implies an obligation to stop the vehicle shall be so placed that the driver is able to stop the vehicle safely, taking into account local conditions. If this requirement cannot be met, a provisional or other appropriate mark shall also be used.
(8) The columns or stands of portable transport marks may, where justified, be placed exceptionally on the road.
(9) Nothing related to the transport mark, transport equipment or transport information shall be marked or placed on the road signs and their columns, stands or structures.
§ 3
Validity of vertical road signs
(1) The vertical road sign placed next to the road is valid for the whole of the road in the direction of travel, except for the stop or stop mark which applies only to the side of the road at which it is located.
(2) The vertical road sign placed above the ground is valid for the entire road in the direction of travel. However, if a stop sign or command mark is placed above the marked lane, it shall apply only to the lane above which it is placed.
(3) The prohibition, restriction or order is terminated by the nearest intersection or the relevant road sign.
(4) The prohibition, restriction or order expressed by the portable road sign affixed to the vehicle, which indicates a mobile workplace formed by a slow moving vehicle or group of vehicles, ends 100 m in the direction of travel behind that vehicle or the last vehicle of the group in the case of a group of vehicles.
(5) Marks governing the priority "Crossing with side road," "Main road," "End of main road," "Take priority in driving!," "Take priority in driving by tram!" and "Stop, take priority in driving!" apply to the nearest intersection.
(6) The validity of the zone sign shall be terminated by a sign informing of its end, unless otherwise specified. The road sign "Trail for pedestrians," "Trail for cyclists," "Trail for pedestrians and cyclists common," "Trail for pedestrians and cyclists divided" or "Trail for riders on animals" ends another of these road signs.
(7) The validity of the information marks indicating the parking lot shall end 5 m before the border of the nearest intersection, unless the manner and arrangement of the permitted parking is indicated by horizontal traffic signs or the validity of the information marks indicating the parking lot is terminated otherwise. The entry into or exit from places situated outside the infrastructure shall interrupt the validity of such signs.
(8) The invalidity of the road sign or part thereof resulting from the transitional arrangements for road traffic may be expressed
(a) by crossing the orange-black stripe (s) or by covering the red cross; However, in such a way, the validity of the vertical road sign governing the priority must not be expressed; or
(b) otherwise, e.g. by covering or dismantling the active surface of the mark.

Specific provisions on vertical road signs and their distribution
§ 4
Warning marks
(1) The warning signs are usually placed in front of the designated place outside the municipality at 100 to 250 m, in the municipality 50 to 100 m. If it is not possible to comply with the distance range for serious reasons, the warning sign shall be supplemented by an additional "Distance 'table indicating the actual distance to the designated place. On the path for cyclists and paths for pedestrians and cyclists, this distance can be shortened.
(2) The implementation, meaning and, where appropriate, use of warning marks is set out in Annex 1 to this Decree.
§ 5
Priority marks
The implementation, meaning and, where appropriate, use of priority marks is set out in Annex 2 to this Decree.
§ 6
Customer tags
(1) Customer tags are placed at the place where the prohibition or restriction applies or ends. The mark may also be repeated during the duration of the prohibition or restriction.
(2) The implementation, meaning and, where appropriate, the use of customer brands is set out in Annex 3 to this Decree.
§ 7
Command signs
(1) Command marks shall be placed at the place where the command begins or ends.
(2) The implementation, meaning or use of the command marks, as appropriate, is set out in Annex 4 to this Decree.
§ 8
Informative marks
(1) Informative tags are divided into zone, operational, informative signs, directional and informative tags.
(2) The information signs of the zone indicate the beginning or end of the area in which the relevant provisions of the road traffic rules resulting from the legislation apply.
(3) The colour of the informative road signs may differ from their representation in accordance with this Decree depending on the type of destination or category of infrastructure to which the marks are directed or on which they are located. The ground is used for motorways in green, for other roads in blue or white.
(4) The implementation, meaning and, where appropriate, use of information marks is set out in Annex 5 to this Decree.
§ 9
Additional tables
The implementation, meaning and, where appropriate, use of additional tables is set out in Annex 6 to this Decree.
§ 10
Specified symbols
(1) A designated symbol may be used on vertical road signs to supplement, specify or replace text information. Another suitable generally understandable symbol may be used on the information marks, additional tables and equipment for operational information.
(2) The implementation, meaning and, where appropriate, use of the designated symbols is set out in Annex 7 to this Decree.

Horizontal road signs
§ 11
General provisions for horizontal road signs
(1) Horizontal road signs are marked on the road or another reinforced part of the road.
(2) Transitional horizontal road signs expressing lines or arrows or indicating transitions for pedestrians or bicycle lanes shall be made in yellow or orange. They may also be made in the form of an outline of the relevant horizontal road sign.
(3) The temporary non-validity of the horizontal road signs shall be marked by crossing out yellow or orange lines.
§ 12
Distribution of horizontal transport signs
(1) Horizontal road signs are divided into longitudinal lines, transverse lines, darts, stop signs and parking lots, stop and stop signs, other horizontal traffic signs.
(2) Stations and parking lots are used to indicate the stopping and standing arrangements and, where appropriate, to determine the standing arrangements in relation to the edge of the infrastructure or the layout of the parking space.
(3) The implementation, importance and use of horizontal road signs, where appropriate, are set out in Annex 8 to this Decree.

HLAVA II

LIGHT AND ACUSTIC SIGNALS
§ 13
Light signals
(1) The light signals for pedestrians must be accompanied by an appropriate acoustic signal.
(2) To highlight the importance and improve visibility, the light signals can be highlighted by framing with white.
(3) The types, design, meaning and, where appropriate, use of light signals are set out in Annex 9 to this Decree.
§ 14
Acoustic signals
(1) The acoustic signals shall inform persons with visual impairment of the current light signal at the junctions and transitions for pedestrians controlled by light signals. At the crossing points of the road, the acoustic signals shall inform of the current light signal of two interconnected alternately interrupted red lights. The acoustic signals may also be controlled by the remote transmitter of a person with visual impairment.
(2) The acoustic signals at pedestrian crossings have a ticking sound or short tones of 450 to 550 Hz.
(3) The acoustic signalling device shall allow a person with visual impairment, which approaches the point (mast) with acoustic signalling, to distinguish securely if there is a signal for pedestrians with a sign "Stop!" or a signal for pedestrians with a sign "Free."
(4) "The signal for pedestrians with the sign Stop!," "The signal for pedestrians and cyclists with the sign Stop!," and "The signal of two intermittently intermittent red lights" are expressed by an acoustic signal. The phase of the red light signal is indicated by a 1,5 Hz acoustic signal (1,5 beats per second). The sound of an octave sound signal is higher on the light crossing safety device.
(5) "Walkers' signal with the Free Sign" and "Walkers' signal with the Free Sign signal" are expressed by an acoustic signal. The phase of the green light signal is indicated by an acoustic signal of 8 Hz frequency (8 beats per second). The sound of an octave sound signal is higher on the light crossing safety device.

HLAVA III

TRANSPORT EQUIPMENT
§ 15
(1) Transport facilities are:
(a) the transport facilities listed in Annex 10 to this Decree;
(b) retro-reflectors which are placed in orange to the right and white to the left in the direction of travel;
(c) a reflection mirror,
d) railing, rails, guide wall, guide threshold, guide curb,
(e) transport safety devices, in particular shock absorbers and equipment for traffic safety information.
(2) The provisions on the placing of vertical transport signs shall apply to the placing of transport equipment. Transport equipment can also be located at the left edge of the infrastructure.
(3) The types, design, meaning or use of certain transport equipment are set out in Annex 10 to this Decree.

HLAVA IV

OPERATING INFORMATION DEVICES
§ 16
(1) The provisions on the placing of vertical traffic signs shall apply to the placing of equipment for operational information. Equipment for operational information may also be located at the left edge of the infrastructure.
(2) The types, design, meaning or use of equipment for operational information are set out in Annex 11 to this Decree.

EXEMPTIONS FROM LIMITATIONS ON THE RAILWAY OF CERTAIN VEHICLES
§ 17
Application for exemption from driving restrictions for certain vehicles
The application for exemption from driving restrictions for certain vehicles contains:
(a) the name, surname and habitual residence of the natural person or, if the applicant is a legal person, his business name, identification number (if assigned) and registered office;
(b) the territorial scope and, where appropriate, the route of movement of the vehicle and the period of the derogation requested;
(c) the purpose and justification of the exemption;
(d) the registration number, type, factory name and type of vehicle to which the exemption applies;
(e) the name, surname and permanent residence or business name (s), the identification number (if assigned to it) and the registered office of the vehicle operator, unless the applicant is himself,
(f) the signature of the applicant and, where appropriate, the stamp of the applicant.

NOTIFICATION OF PERSONS, MATTERS AND VEHICLES IN SPECIFIC CASES
§ 18
Details of road obstacle marking
(1) The type and extent of the marking of the obstacle to traffic on the road are chosen by the originator or, where appropriate, the owner or infrastructure manager, taking into account the location and nature of the obstacle, the degree of potential threat and the transport importance of the infrastructure concerned.
(2) A police officer or an officer of the municipal police may, for as long as is strictly necessary to ensure the safety of traffic, alert a vehicle equipped with a blue-coloured special warning light, if necessary by any other appropriate means.
§ 19
Model and method of use of clothing accessories marked with retroreflex material
(1) The accessories are blouse, coat, shirt, vest or trousers fluorescent yellow or fluorescent orange-red colour supplemented with retroreflex belts (hereinafter referred to as "warning clothing"). Retroreflective belts and fluorescent surfaces shall be suitably placed and carried out in a sufficient area on the warning clothing. These conditions are met if the warning clothing complies with the relevant harmonised European standards (1).
(2) The models of the warning clothing are shown in Annex 12 to this Decree.
§ 20
Designation of persons authorised to stop vehicles
(1) A person carrying out work related to the administration, maintenance, measurement, repair and construction of infrastructure or to ensuring road safety, if such activities are carried out while maintaining operation on the part of the infrastructure concerned, must wear warning clothing.
(2) The person authorised by the municipal authority of the municipality with extended competence to ensure the safe passage of children and school youth through the infrastructure in the vicinity of the school establishment (hereinafter referred to as the "authorised person") must wear a warning clothing "Designation of the authorised person ensuring the safe passage of children and school youth" or "Vesta."
(3) The person mentioned in the authorisation of the special use of the infrastructure consisting of the organisation of a sporting, cultural, religious, entertainment or similar event under the Road Act must wear warning clothing.
(4) The person mentioned in the authorisation for special use under the Road Act as accompanying the transport of particularly heavy or large loads shall wear warning clothing.
§ 21
Special marking of vehicles and persons
(1) The special marking of vehicles, the representation and the meaning are given in Annex 13 to this Decree.
(2) The special name of the blind person is a white stick, the name of the deaf person is a white and red bar with a width of 100 mm. The white cane and the cane with white and red stripes shall be provided with at least one reflective white stripe 50 mm wide and the least continuous third of its length shall have a diameter of at least 12 mm.
(3) The marking of the child transport bus shall be at least 400 × 400 mm and shall be placed visibly on both the front and the rear faces of the bus when transporting the child, while not restricting the driver's view. Inverse colour imaging is also permitted by means of electronic information panels with a surface size of not less than 310 × 180 mm.
§ 22
Marking of seats equipped with a restraint system
(1) In the case of a vehicle of category M2 or M32) registered in the Czech Republic, which is equipped with a restraint safety system, a clearly displayed pictogram shall be placed for each seat, which may be supplemented at the top by the text "ACCESS TO USE."
(2) The base area of the pictogram is a circle of blue color and a symbol of the figure which is made by the color white. The diameter of the pictogram circle shall not be less than 7,5 cm. The model of the pictogram is set out in Annex 13 to this Decree.

MANAGEMENT OF OPERATIONS ON SIGNIFICATIONS
§ 23
Road traffic management guidelines
(1) The instructions of the police officer in the management of road traffic are:
(a) "Stop!"
(b) "Attention!"
(c) "Free!"
d) "Speed up the ride!"
(e) "Slow down."
(2) The model of the guidelines for road traffic management is set out in Annex No 14 to this Decree.
§ 24
Equipment and designation of a member of military ordered service
(1) A member of the Military Order Service shall, when driving on the road, be fitted in a military uniform, accompanied by a yellow warning vest with two horizontal and two vertical retro-reflective belts at least 50 mm wide. The design of the vest shall comply with the special technical Regulation (1).
(2) When managing road traffic, a member of the military order service uses the transport equipment "Directory" or "Stop target for police officers."
§ 25
Delegation of a military road traffic control officer
(1) The delegation of a military road traffic control officer shall include:
(a) the name, surname and capacity of the person who issued the delegation;
(b) the rank, name and surname of the member of the military order service responsible for road traffic management;
(c) the identification of the location or section of the infrastructure at which a member of the military order service is entrusted with the management of road traffic;
(d) the date and time during which a member of the military law enforcement service is entrusted with the management of road traffic;
(e) a specific task to manage road traffic;
(f) the period of validity of the delegation of the national;
(g) the date of issue, the signature of the person who issued the delegation and the stamp.
(2) The model of delegation for a military road traffic control service is set out in Annex No 15 to this Decree.
§ 26
Authorisation of a person to ensure the safe passage of children and school youth
(1) The entrustment of a person to ensure the safe passage of children and school youth through infrastructure in the vicinity of a school facility issued by the municipal authority of the municipality with extended scope includes:
(a) the name and surname, date and place of birth of the delegate;
(b) a place on the road, where the authorised person is entitled to ensure the safe passage of children and school youth through the road,
(c) the period during which the delegate is entitled to ensure the safe passage of children and school youth through the road,
(d) the period of validity of the mandate of the municipal authority of the municipality with extended scope;
(e) the name and surname, capacity and signature of the person issuing the mandate of the municipal authority of the municipality with extended scope;
(f) the stamp of the municipal office of the municipality with extended scope.
(2) The model of the mandate of the person to ensure the safe passage of children and school youth through the road is set out in Annex No 16 to this Decree.
