DECLARATION
of 30 April 2004
amending Decree No 243 / 2001 Coll., on vehicle registration, as amended
The Ministry of Transport provides, pursuant to § 91 (1) of Act No. 56 / 2001 Coll., on the conditions for the operation of vehicles on the road and amending Act No. 168 / 1999 Coll., on the insurance of liability for damage caused by the operation of the vehicle and on the amendment of certain related laws (Act on the insurance of liability from the operation of the vehicle), as amended by Act No. 307 / 1999 Coll., ("the Act ') for the implementation of § 4 (7), § 5 (3), § 7 (2) and (4) and § 79 (5) of the Act:
Čl. I
Decree No. 243 / 2001 Coll., on Vehicle Registration, as amended by Decree No. 496 / 2001 Coll., Decree No. 368 / 2002 Coll., Decree No. 98 / 2003 Coll. and Decree No. 401 / 2003 Coll., is amended as follows:
1. in Article 2, point (e) is deleted;
Points (f), (g), (h), (i), (j) shall become points (e), (f), (g), (h), (i).
2. in Paragraph 2 (i), at the end of the letter, the dot is replaced by a comma and the following point (j) is added:
"(j) the emblem of the European Union marked by the distinguishing mark of the Czech Republic is part of the registration mark table and consists of twelve yellow five-pointed stars placed in a circle and the white letters" CZ "on the blue stripe."
3. Article 24, including the title and footnotes 2) and 2a) shall read as follows:
"Implementation of registration plates, national distinguishing marks and additional registration marks
(Articles 7 (4) and 79 (1) and (5) of the Law)
§ 24
(1) The plate of the vehicle registration mark is composed of a rectangle with rounded corners with a radius of curvature of 10 mm, measuring:
(a) 520 x 110 mm for a passenger car unless it has space for placing the plate bearing the registration mark referred to in (c) or (e); for a truck, a bus, a special vehicle and a trailer, unless it has space for placing the plate bearing the registration mark referred to in (b); for a tractor and its trailer or self-propelled work machine, unless it has space for placing the plate bearing the registration mark referred to in (c) or (d);
(b) 340 x 200 mm for the truck, bus, special vehicle and trailer;
(c) 280 x 200 mm for a passenger car, a tractor and its trailer or a self-propelled working machine;
(d) 200 x 160 mm for a motorcycle, for a tractor and its trailer or self-propelled work machine and for other road vehicles;
(e) 320 x 160 mm for a passenger car with a technical licence space for placing this registration plate table;
(f) 80 x 110 mm for moped pedals,
(g) 210 x 145 mm for a single-use special registration plate with limited validity;
(h) 520 x 110 mm for the table of the special registration mark of the test and for the table of the special registration mark permanently handling for the passenger car, truck, bus, special vehicle, trailer, unless there is room for the location of the plate with the special registration mark of the test or for the table of the special registration mark of the permanently handling referred to in (i); for a tractor and a self-propelled work machine, unless it has space for placing a plate with a special test plate or for a plate with a special registration mark permanently handling as referred to in (i) or (j);
(i) 280 x 200 mm for the table of the special registration mark of the test and for the table of the special registration mark permanently handling for the passenger car, truck, bus, special vehicle, tractor and self-propelled work machine;
(j) 200 x 160 mm for the table of the special registration mark of the test and for the table of the special registration mark permanently handling the motorcycle, tractor and self-driving machine.
(2) The plates of the registration mark are distinguished in colour for their identification as follows:
(a) for road motor vehicles and trailers - white background and black characters, in the left side there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; if the registration plate table is arranged in two rows, the blue stripe with the European Union emblem marked with the distinguishing mark of the Czech Republic left in front of the characters in the first row,
(b) for a tractor and its trailer or self-propelled work machine - yellow background and black markings;
(c) for vehicles the owner or operator of which is:
1. a person enjoying diplomatic or consular privileges and immunities under relevant international treaties, 2)
2. administrative staff of a diplomatic or consular mission enjoying limited diplomatic or consular privileges and immunities under relevant international treaties, 2)
3. diplomatic or consular staff or a member of an international organisation;
4. person performing the functions of honorary consul according to the relevant international contract 2)
- white background and blue characters, in the left side there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; if the registration plate table is arranged in two rows, a blue stripe with the European Union character is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row,
(d) for vehicles which are withdrawn from the register of vehicles of the Czech Republic for permanent export abroad - white background and black characters, the table is supplemented on the right by a red field in which its validity is marked; If the registration plate table is arranged in two rows, the red field shall be placed on the left of the characters in the first row. The period of validity shall be set at a maximum of three months from its assignment,
(e) for vehicles which have been issued a certificate of a historic or sports-historic vehicle - white background and green characters, in the left side there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; if the registration plate table is arranged in two rows, a blue stripe with the European Union character is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row,
(f) in the case of a special registration mark for single use with limited validity - green background and black characters, the validity period, the date of assignment, the space for stamp and the signature of the authorised person shall be printed on the table,
(g) for the special registration mark permanently handling - white background and green characters, in the left part there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; if the registration plate table is arranged in two rows, a blue stripe with the European Union character is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row,
(h) for a special registration mark for test purposes - white background and green characters, in the left part there is a blue stripe with a European Union emblem marked with a distinguishing mark of the Czech Republic; If the registration plate table is arranged in two rows, a blue stripe with the European Union character is placed with the distinguishing mark of the Czech Republic on the left in front of the characters in the first row.
(3) All types of registration plate tables are made of light metal alloys. This does not apply to the table of the special registration mark for single use with limited validity, which is made of hard paper.
(4) The colour edge, the width of which is 4 mm, is pressed along the perimeter of all plates with the registration mark. The colour of the border is identical to the colour of the characters of each type of registration mark. A black edge with a line width of 4 mm is printed on the special registration mark for single use with limited validity.
(5) The plates of the registration mark made of light metal alloys shall be provided with a circular space to place the sticker on the vehicle's periodic technical inspection and on the regular measurement of the emissions of pollutants in the exhaust gases. These spaces are being pressed. There is only one circular space on the plate plate of 200 x 160 mm. There is no circular space on the plate of a registration plate of 200 x 160 mm intended for the tractor and its trailer or self-propelled work machine. There is no circular space on the registration plate size 80 x 110 mm.
(6) The basis of all plate plates made of light metal alloys is a reflective design and is equipped with protective features.
(7) Dimensions of registration plate characters on the registration table:
(a) the dimensions 520 x 110 mm or 340 x 200 mm or 280 x 200 mm are alphanumeric characters with a height of 75 mm and a width of 40 mm; the line strength is 10 mm;
(b) the dimensions of 200 x 160 mm (on the table intended for two to three-wheel motor vehicles) or 320 x 160 mm (on the table intended for a passenger car which has a space for placing this registration plate table on the technical licence) are alphanumeric characters with a height of 56 mm and a width of 30 mm; the line strength is 8 mm;
(c) 80 x 110 mm are alphanumeric characters with a height of 28 mm and a width of 15 mm; the line strength is 5 mm;
(d) 210 x 145 mm are letters of 44 mm height and 33 mm width, 8 mm line thickness and the digits are 44 mm height and 26 mm width, 7 mm line thickness.
(8) The height of the blue stripe marked with the emblem of the European Union and the distinguishing mark of the Czech Republic is at least 98 mm and its width is at least 49 mm; the centre of the twelve yellow five-pointed stars are arranged in a circle of 15 mm radius; the distance between the opposite peaks of the stars is 5 mm; the dimensions of the blue stripe, the stars and the distinguishing marks of the Czech Republic are reduced proportionally in the case of tables with a two-line registration mark.
(9) The blue stripe marked with the emblem of the European Union and marked with the distinguishing mark of the Czech Republic is not placed on the marks:
(a) for the tractor and its trailer or self-propelled working machine;
(b) for vehicles which are withdrawn from the register of vehicles of the Czech Republic for permanent export abroad,
(c) for a special registration mark for single use with limited validity;
(d) for mopeds they were pedaling.
(10) The models of each registration plate table and the models of the alphanumeric characters used on the registration mark tables are set out in Annex 13 and the model of the European Union emblem marked with the distinguishing mark of the Czech Republic on the registration plate table is given in Annex 14.
2) Decree No. 157 / 1964 Coll., on the Vienna Convention on Diplomatic Relations. Decree No. 32 / 1969 Coll., on the Vienna Convention on Consular Relations.
(2a) Council Regulation (EC) No 2411 / 1998 of 3 November 1998 on the recognition of distinguishing marks of the Member State in which motor vehicles and trailers are registered in Community traffic. ';
4. Article 26 shall be deleted;
5. Paragraph 28 (3) reads as follows:
"(3) The registration plate table shall be placed on a road motor vehicle front and rear, except for the vehicles referred to in paragraph 4, perpendicular to the direction of travel. Road motor vehicles shall have a registration plate at the front of the centre, unless the technical licence records its location on the left. In the rear, the road motor vehicles shall have a registration plate placed in the middle or left. Connectors, tractors and self-propelled work machines shall have a registration plate in the rear or left-hand side only. In the front, the plate of the registration mark shall be placed on the vehicle so that its lower edge is not less than 200 mm and the rear is less than 300 mm from the road plane. The upper edge of the registration plate plate affixed to a road vehicle shall not be more than 1 200 mm above the road level, if the technical licence shows a higher location, it may not exceed 2 000 mm. On a tractor or self-propelled work machine, it may not be more than 4,000 mm. '
6. In Paragraph 28, the following paragraph 8 is added after paragraph 7:
"(8) A registration plate with a regional code of 520 x 110 mm may be placed in an approved pad on the top of which the European Union symbol bearing the distinguishing mark of the Czech Republic is placed on the top of the table on the left. The emblem of the European Union marked by the distinguishing mark of the Czech Republic must be a fixed part of the mat, its dimensions, colour and reflective characteristics must be as on the plate with the registration mark."
7. Annex No 13 shall read as follows:

"Annex No 13 to Decree No 243 / 2001 Coll.
Implementation of registration plates
Standard registration marks
1. Tables of registration marks for all road motor vehicles and trailers

2. Tables of registration marks for vehicles the owner or operator of which is a person enjoying diplomatic or consular privileges and immunities under the relevant international contract 2)

3. Tables of registration marks for vehicles the owner or operator of which is an administrative technical officer of a diplomatic or consular mission and enjoying limited diplomatic or consular privileges and immunities under the relevant international agreements (2)

4. Tables of registration marks for vehicles whose owner or operator is a staff of a diplomatic or consular mission or a member of an international organisation.

5. Tables of registration marks for vehicles the owner or operator of which is a person performing the functions of honorary consul according to the relevant international contract 2)

6. Tables of registration marks for vehicles that are registered from the register of vehicles of the Czech Republic for permanent export abroad

7. Tables of registration marks for tractor and its trailers or self-propelled work machine

Special registration marks
1. Special registration mark intended for single use with limited validity (paper)

2. Special plates bearing the registration mark for vehicles for which a certificate of a historic or sports-historic vehicle has been issued

3. Special plates with registration mark permanently handling

4. Special plates with registration mark for test purposes

8. Annex 14 shall read as follows:

"Annex No 14 to Decree No 243 / 2001 Coll.
Model of the European Union emblem marked with distinguishing mark of the Czech Republic on the plate with registration mark

Colour:
a) reflective blue stripe in design - base Munsell 5,9 pb 3,4 / 15,1,
(b) twelve reflective yellow five-pointed stars,
c) Reflective recognition mark of the Czech Republic, which consists of white letters CZ.
Dimensions of the European Union emblem:
(a) the blue stripe shall be at least 98 mm high and 49 mm wide;
(b) the centres of twelve yellow five-pointed stars are arranged in a circle of 15 mm radius;
(c) the distance between opposite peaks of each star is 5 mm;
d) the height of the letters of the recognition mark of the Czech Republic is 20 mm and the strength of the line is 4 mm.
The size of the blue stripe, stars and letters of the distinguishing mark of the Czech Republic is proportionally reduced on the table with the two-line registration mark or the plate which are intended for two to three-wheel motor vehicles. "
9. Annex No 16 is deleted.
Čl. II
Transitional provisions
(1) Tables bearing the registration mark issued before the entry into force of this Decree remain valid. Tables bearing the registration mark produced before the beginning of the validity of this decree shall be issued until stocks are exhausted, but until 31 December 2007 at the latest.
(2) The owners or operators of tractors and self-propelled machinery on which their design requires the location of a different size of the registration plate may make their replacement by 31 December 2005.
(3) Owners or operators of passenger cars having a space for placing a registration plate plate of 320 x 160 mm or having been issued to them by another design dimension may make their replacement by 31 December 2005.
(4) Owners or operators enjoying diplomatic or consular privileges and immunities under the relevant international treaties, (2) whose vehicles are equipped with blue-background registration plates and yellow "DD 'or" XX' marks shall make their replacement by 31 December 2005.
(5) Owners or operators whose vehicles are fitted with plates of registration marks marked with the European Union emblem marked with the distinguishing mark of the Czech Republic (white background with blue characters "CD," "XX," "XS" and "HC") in international traffic in the Member States of the European Union, need not bear the distinguishing mark of the Czech Republic in accordance with Annex 15 and the supplementary registration marks in accordance with Annex 16.
(6) Owners or operators whose vehicles are fitted with a registration plate bearing the European Union emblem marked with the distinguishing mark of the Czech Republic in international traffic in the Member States of the European Union may not bear the distinguishing mark of the Czech Republic in accordance with Annex 15.
Čl. III
Efficacy
This Decree shall take effect on 1 June 2004, with the exception of points 1, 4 and 9, which shall take effect on 1 January 2006.
