GOVERNMENT REGULATION
of 3 December 2018
on awards awarded by the Ministry of Foreign Affairs
The Government orders pursuant to § 49 (6) of Act No. 218 / 2000 Coll., on budgetary rules and on the amendment of certain related laws (budgetary rules), as amended by Act No. 26 / 2008 Coll.:
Subject matter
This Regulation regulates the valuation and the conditions for their granting by the Ministry of Foreign Affairs.
Valuation awarded by the Ministry of Foreign Affairs
The Ministry of Foreign Affairs may award the following awards:
(a) The Medal of the Minister of Foreign Affairs "For Merit on Diplomacy" (hereinafter referred to as the "Ministerial Medal"),
(b) Gratias agit price (hereinafter referred to as "price").
Minister's Medal
(1) The Medal of the Minister is awarded to a natural or legal person for merit in the development of diplomacy and foreign relations of the Czech Republic. The Minister's medal may also be awarded to a natural person in memoriam.
(2) The selection of the person proposed for the award of the Ministerial Medal shall take into account the following criteria:
(a) exceptional or long-term contribution to Czech diplomacy;
(b) an exceptional or long-term contribution to Czech foreign policy; or
(c) exceptional merit in the development of international relations between the Czech Republic and other States or international organisations.
(3) The Medal of the Minister consists of medals, badge, diploma and ethue.
(4) The medal has a round shape with a diameter of 35 mm and is embossed with silver. On the face side of the medal is depicted Černín Palace and the text "For Merit on Diplomacy." On the reverse side are depicted stylized globe covered with the outline of the map of the Czech Republic and logo of the Ministry of Foreign Affairs and engraved registration number. The medal is suspended on a three-colour ribbon. The medal is supplemented with a 12 mm silver badge, which is a small face side of the medal.
Price
(1) The prize is awarded to a natural or legal person for the dissemination of the reputation of the Czech Republic abroad. A natural person may also be awarded an in-memoriam award.
(2) The selection of the person proposed for the award shall take into account the following criteria:
(a) extraordinary merit in spreading the reputation of the Czech Republic abroad,
(b) long-term activities for the benefit of the Czech Republic carried out abroad; or
c) long-term support for building friendly relations of the Czech Republic with other countries.
(3) The price consists of plastics, diploma and etue.
(4) The sculpture takes the form of a symbolic seal in the form of a glass prism with a rounded rear edge. The large state emblem, the text "Czech Republic" and the year of award are mirrored in the polished bottom of the seal, the inscription "GRATIAS AGIT" is blown from top to bottom on the polished vertical front edge of the seal.
Application for valuation
(1) The proposal to award the award is submitted to the Ministry of Foreign Affairs. This can be done abroad through the representative office of the Czech Republic.
(2) A valuation proposal may be submitted by 31 December of the year preceding the calendar year of the award of the valuation.
(3) The application for award of the award must be submitted in writing and must contain:
(a) the name, surname, title, date of birth, nationality, residence and brief biography of the person proposed for the award, if any, of the natural person;
(b) the name and registered office, brief characteristics, history and an overview of the activities of the person proposed for the award, if any, of the legal person; and
(c) the justification of the proposal.
(4) Proposals for awards are evaluated and approved by the Minister for Foreign Affairs.
(5) The Minister of Foreign Affairs may decide to award the award on his own initiative.
Valuation transmission
The award ceremony shall normally take place once in a calendar year.
Transitional provision
Proposals for the award of the valuation submitted pursuant to Government Regulation No. 157 / 2017 Coll. before the date of entry into force of this Regulation shall be considered as proposals for the award of the valuation under this Regulation.
Repeal
Government Decree No. 157 / 2017 Coll., on the valuation awarded by the Ministry of Foreign Affairs, is hereby repealed.
Efficacy
This Regulation shall take effect on 15 December 2018.
