Minister for Education and Culture
of 23 March 1960
issuing the Faculty Statute - Institute of National Economic Planning at the University of Economics in Prague
The Minister of Education and Culture, in agreement with the Chairman of the State Planning Commission pursuant to § 17 of Act No. 58 / 1950 Coll., on Higher Education, as amended by Act No. 46 / 1956 Coll., and for the implementation of the Government Order of 9 December 1959 No. 1954:
General provisions
The Institute of National Economic Planning (hereinafter referred to as the Institute) is the Faculty of the University of Economics in Prague.
The activities of the Institute shall be managed by the Ministry of Education and Culture in cooperation with the State Planning Commission, in particular as regards the issues of organisation and content of the study as well as the reception of audiences.
Tasks of the Institute
The Institute shall prepare and train highly qualified national economic management and planning experts, in particular for:
(a) the system of the State Planning Commission,
(b) ministries and other central authorities;
(c) regional national committees, or also for the leadership of regional national committees;
(d) scientific research institutes with an economic focus;
(e) foreign economic and planning expertise tasks.
(1) In order to carry out its tasks, the Institute shall organise in particular the following forms of study:
(a) postgraduate studies of between one and two years in principle for staff with completed higher education (for a transitional period also for former graduates of long-term courses at higher education institutions in the economic direction), aimed at extending and supplementing knowledge in the management and planning of the national economy, and also in the absence of economic knowledge;
(b) study of relevant fields in scientific aspiration.
(2) The Institute further organises:
(a) a three-year comprehensive study of management and planning issues of the national economy for selected practitioners with completed secondary education or exceptionally other education, which, in summary with long-term successful practice, provides the preconditions for such studies, with graduates of this study, who successfully pass the state final examination, achieving the qualifications of a "graduate economist";
(b) short-term special-purpose courses and seminars with a special focus according to the current needs of the national economy for selected staff of the relevant working areas of practice, regardless of their previous education;
c) special language studies aimed primarily at the safe control of national economic terminology.
(1) The Institute deals in close cooperation with the Research Institute of Economic Planning and other scientific institutes with scientific research work to the extent necessary to carry out the Institute's tasks.
(2) The Institute ensures the publication of scientific literature and university textbooks in the field of management and planning of the national economy.
The Institute addresses issues of content and methodological guidance in the management and planning of the national economy in higher and vocational schools according to the needs of the Ministry of Education and Culture.
Organisation of the Institute
(1) The Institute is managed by the Rector of the University of Economics through the Prorector for the Institute.
(2) The Institute is headed by the Dean, who manages the Institute and is responsible for its pedagogical, political, scientific, cadre and administrative work for the Institute.
(1) Projections may be appointed at the Institute as necessary.
(2) The Prodean represents the Dean in a particular field of activity of the Institute or in his absence.
Scientific Council of the Institute
(1) The Institute shall set up a Scientific Council, which shall be held in the main teaching, political and scientific matters of the Institute.
(2) The President of the Scientific Council of the Institute is the Dean of the Institute, its members are the Dean of the Institute and the Head of the Institute's Department; Other members shall be appointed as rector of the Institute's significant scientific staff, of the leading practitioners of the nation and of the significant scientific staff of the University of Economics and other scientific institutions. Membership of the Institute's Scientific Council is an honorary function.
(3) Meetings of the Scientific Council of the Institute are convened and managed by the Dean.
(4) The resolution of the Institute's Scientific Council shall be implemented by the Dean; If the Dean does not agree with the resolution of the Scientific Council, he shall notify his disagreement to the Scientific Council of the Institute and submit the matter in question without delay with his proposal for a decision to the Rector of the College. The Rector shall decide after hearing the Scientific Council of the College.
Dean
The Dean's Office (Dean's Office) is hereby established for the administration of the Institute.
Department and other teaching and scientific facilities of the Institute
The Institute may set up departments and other teaching and scientific centres or departments as required in the relevant regulations.
Scientific and pedagogical staff of the Institute
(1) The following scientific and educational staff are active at the Institute:
(a) teachers of the Institute;
(b) mandated teachers of other faculties of the University of Economics or other universities,
(c) external scientific and educational staff.
(2) External scientific and pedagogical staff are appointed by the Rector from among the world's leading economic experts from the practice and research centres.
(3) The pay ratios of the Institute's external scientific and educational staff are managed by specific rules.
Institute listeners
The Institute's listeners are selected and planned by Ministers, Heads of Central Authorities and Authorities and Chairpersons of the Regional National Committees, only from experienced and good staff in the management and planning sector of the national economy, who already work in the state and economic apparatus, have gained extensive practical experience, are preconditions for working in management functions in the state and economic apparatus or in scientific activities and need to expand, supplement or deepen their theoretical knowledge.
Final provisions
Other conditions of the Institute shall be administered, unless expressly provided for otherwise, by general regulations on higher education institutions.
This Statute shall take effect on the day of its publication.
