Government Regulation
of 15 February 1949
on labour and welfare reports of regional national committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
A report on work and welfare is hereby established for each regional national committee. The report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, are laid down by the Ministry of Social Welfare in an agreement with the Ministry of Interior.
(1) The Labour and Social Welfare Report provides for the organisation and protection of labour and general welfare, including youth care, regional administration,
in order to ensure that all citizens have the right to work, to develop and to exercise their skills according to the needs of the Single Economic Plan, to receive fair remuneration for the work they have done, to have the right to rest and to protect them at work,
to raise the standard of living of the working people by meeting their social needs and to help those who need it; and
the possibility and conditions of full physical and mental development for young people.
(2) Without prejudice to the competence of other bodies (authorities and organisations), the following tasks, in particular:
1. It shall draw up a sub-plan for its own regional plan, monitor its implementation and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. organise research and continuously monitor the working and social conditions in the region;
3. Manages the planned deployment and integration of workers and workers into the profession, ensures their professional training, labour performance and discipline and economic employment, and oversees the implementation of support care for workers;
4. participate in the implementation of the state wage policy;
5. Supervises the protection of workers at work, mainly the preservation of working hours and working orders and the protection of life and health at work;
6. manage and supervise the care of workers with particular regard to working women and youth;
7. Manages the care of young people, mothers and other persons in need of assistance and oversees the activities of all public and voluntary bodies carrying out such care, with the exception of the supervision of charitable activities of churches and religious societies, religious and religious associations, funds and other such facilities;
8. Provides social preconditions for the successful population development of the nation;
9. Involved in the carrying out of child recovery, youth and workers;
10. ensure and supervise the establishment, maintenance and operation of social institutions and facilities, including youth care institutions;
11. is responsible for increasing the professional level of social and youth workers;
12. Negotiates general matters of cooperatives;
13. Supervises housing management and handles housing and housing aid and housing associations;
14. Cooperates with national insurance authorities.
(3) The Labour and Social Welfare Report also carries out administrative criminal proceedings in its field of competence.
The Ministry of Social Welfare shall, in agreement with the Ministry of the Interior and other participating central authorities, issue regulations detailing the scope of the work of the Labour and Social Welfare Report.
(1) On 25 February 1949, the Regional National Committees of the Regional Administration in the field of general social care, including youth care, which is still provided by the Regional National Committees, are in charge in Slovakia of the same kind as that of social care and home affairs.
(2) The responsibilities in the field of organisation and protection of work, in particular the tasks referred to in § 2 (2), Nos 3 to 5, will be taken up by the Regional National Committees on the date on which the labour protection authorities are abolished.
This Regulation shall enter into force on 25 February 1949; They shall be implemented by the Social Welfare and Home Affairs Ministers in agreement with participating members of the Government.
