DECLARATION
of 5 September 2016
on the scope and manner of providing the equipment and equipment to soldiers in reserve in the service
The Ministry of Defence provides pursuant to § 22 of Act No. 45 / 2016 Coll., on the service of soldiers in reserve:
Provision of free meals
(1) Free catering of a soldier in reserve in the service ("soldier") is provided in the form of a hot diet and material resource, unless otherwise specified.
(2) A warm meal is provided to the soldier by breakfast, lunch and dinner.
(3) The material referred to in paragraph 1 shall mean tableware, tableware and can opener, which shall be issued to the soldier on the first entry of military active service after being placed in an active reserve or in the first occupation for voluntary or compulsory military exercises.
Providing compensation in cash instead of spending a hot meal
(1) If a soldier is given a money refund instead of a hot diet, the financial value of the species and the quantity of food not delivered to a hot diet corresponding to the diet provided for in this decree is provided.
(2) If a soldier is given a refund in cash instead of a hot meal, this compensation is increased by a surcharge if the soldier is involved
(a) military employment which is organised by a military service or military establishment (hereinafter referred to as "part of the armed forces") and the soldier is not allowed to dine with the military service; or
(b) military employment in the part of the armed forces where the hot diet is not prepared, if it is not secured by import or contract.
(3) The amount of the supplement referred to in paragraph 2 shall, for each form of provision of a hot diet, be equal to the proportion of the lowest amount of the diet laid down by the legislation governing the amount of the recruitment allowance, the amount of the qualifying allowance, the amount and the procedure for granting travel and professional compensation to the service and for transferring provided services1), in the case of:
(a) breakfast by 20%,
(b) lunch by 40%; and
(c) 40% dinner.
(5) Replacement in money for non-food supplements does not belong to a soldier.
Provision of other food instead of hot food
If other foods are provided to a soldier instead of a hot meal, they are provided in quantities and species such that the food provided corresponds to the diet of the unpublished hot food provided for in this decree.
Food supplements and food supplements
A warm diet or other food provided to a soldier under Section 3 shall correspond to the food ration and food supplements, their energy standards and nutritional values set out in Annex 1 to this Decree and the average food consumption composition set out in Annex 2 to this Decree.
(1) The dietary doses are:
(a) basic diet,
(b) diet for flyers; and
(c) food levy for paratroopers.
(2) The subsistence allowance for paratroopers is granted to a soldier who is an executive paratrooper for the duration of his continuous practical paratrooper training and to a soldier who prepares for the performance of his duties in operational deployment in the Czech Republic or performs his duties in operational deployment.
(1) The following food supplements are provided according to the complexity of the military employment and under the conditions laid down in this Decree:
(a) food addition A - health,
(b) food addition B - basic,
(c) the addition of food C - specific; or
(d) food addition D - for all soldiers.
(2) Food supplements shall be provided only when a hot diet or food provision is issued in accordance with Section 3, on the day of the military active service in which a soldier becomes entitled to the issue of at least two daily meals, the first of which.
(3) Food addition A is provided to the soldier under the conditions laid down in Paragraph 7 (1), regardless of the number of meals delivered at the given day of military active service.
(4) Where a soldier who is receiving a subsistence allowance for paratroopers is engaged in military employment in which food supplements as referred to in paragraph 1 (b) or (c) are provided, he may, if it is more favourable to him, be provided with a basic subsistence allowance and an appropriate food supplement instead of a paratroop allowance.
(1) Food supplement A is provided to a soldier if
(a) is hospitalized in a field hospital, a military hospital or a central military hospital - a military faculty hospital for sickness or accident which makes him unfit for duty; or
(b) The Military Health Institute shall decide that the health limits in the field of epidemiology, communal hygiene, nutrition hygiene, work hygiene or protection against non-ionising radiation have been exceeded in the part of the armed forces in which the soldier is included to an extent that endangers public health.
(2) The basic diet is provided with food addition D together with food addition B or C.
(3) The addition of food B is provided to the soldier at
(a) military employment at the place of permanent dislocation of a part of the armed forces which lasts for at least 24 hours, with the exception of the exercise of supervisory service; or
(b) the exercise of guard duty.
(4) The addition of food C is provided to the soldier at
(a) military employment outside the place of permanent dislocation of a part of the armed forces which shall last for at least 24 hours when preparing or issuing a warm diet outside the place of permanent dislocation of a part of the armed forces;
(b) his profession of securing rescue work, the removal of the consequences of natural disasters or other serious situations affecting the lives, health, environment or significant property value, or, in the case of service, of a part of the armed forces affected by the disaster; or
(c) carriage or practical training in driving, provided that they last for at least 3 hours and are carried out between 22 hours and 6 hours in the case of drivers of military equipment.
(5) The addition of food D shall be provided to the soldier in the course of the tasks referred to in paragraph 3 (a) and paragraph 4 (a) and (b) and to the food levy for paratroopers.
Financial, energy and nutritional value of foodstuffs
(1) The financial value of food supplements and food supplements is determined by multiplying the average consumption composition of each food per kilogram per person per day as set out in Annex 2 to this Regulation by their average trade prices per kilogram. The average commercial price shall be the average price of each type of food purchased to ensure free catering for the last 3 calendar months consecutive and preceding months in which the average commercial price is determined.
(2) The financial value of food supplements and food supplements is adjusted depending on the development of commercial food prices. The service authority shall make an adjustment to the currently used financial value of the dietary benefits where the average commercial prices of all types of food purchased over the period of the last 3 calendar months of consecutive and preceding months in which the average commercial price is determined deviate by more than 5% in both directions from the commercial prices of the last period in which the adjustment was made.
(3) The financial value of the food levy for a soldier serving abroad in operational deployment is determined according to the evolution of the commercial prices of food in the deployment area.
(1) The financial value of food supplements and food supplements for a component of the armed forces with a number of people below 50 may be increased by 10% compared to the financial value determined in accordance with Article 8 (1), depending on the extent to which food is purchased in retail trade.
(2) The financial value of food supplements and food supplements for the part of the armed forces may be increased by 20% if:
(a) provides rescue work;
(b) ensure the removal of the consequences of natural disasters or other serious situations affecting life, health, the environment or significant assets; or
(c) has been affected by a natural disaster or other serious situation.
(3) The monthly average consumption of energy and nutritional value of dietary doses, food supplements and their financial value in each day in which free catering is provided to a soldier must correspond to those established for individual food levies and food supplements by this decree, with a tolerance of not more than 5% in both directions from the specified value. The annual mean of drawing these values shall not exceed 10 per cent of the value or 3 per cent below the value.
Efficacy
This decree shall take effect on the day of its publication.
