establishing a list of diplomas, certificates and other evidence of formal qualifications as an architect awarded on the territory of the European Union and the institutions and bodies which issue them
The Ministry of Local Development pursuant to Article 30b (3) of Act No. 360 / 1992 Coll., on the pursuit of the profession of authorized architects and on the pursuit of the profession of authorised engineers and technicians active in construction, as amended, hereby declares the following list of diplomas, certificates and other evidence of formal qualifications of architect awarded in the territory of the European Union and of the institutions and bodies which issue them:
in Germany:
- diplomas awarded by universities of Fine Arts (Dipl.Ing., Architect (HfbK));
- diplomas awarded by technical universities "Technische Hochschulen," in the field of architecture (Architektur / Hochbau), "Technische Universitäte," (Architektur / Hochbau), "Universitäte," (Architektur / Hochbau), as well as, if these institutions have joined together in "Gesamthochschulen," including these "Gesamthochschulen," in the field of architecture (Architektur / Hochbau) (Dipl. Ing and other names which may be awarded to holders of these diplomas later);
- diplomas awarded by "Fachhochschulen," in the field of architecture (Architektur / Hochbau), and also, if they have joined up in "Gesamthochschulen," including these "Gesamthochschulen," in the field of architecture (Architektur / Hochbau), supplemented if the period of study is shorter than four years but for less than three years by a certificate evidencing four years of professional experience in the Federal Republic of Germany issued by a professional organisation in accordance with the second subparagraph of Article 4 (1) (Ingenieur grad. and other indications which may be awarded to holders of such diplomas later);
- a certificate (Prüfungszeugnisse) issued before 1 January 1973 "Ingenieurschulen," in the field of architecture and "Werkunstschulen," in the field of architecture, accompanied by a certificate from the competent authorities stating that the person concerned has passed an examination on the basis of which a formal qualification certificate will be issued in accordance with Article 13 of Directive 85 / 384 / EEC;
- certificates issued by the competent authorities of the Federal Republic of Germany, certifying that the document of formal qualifications issued on or after 8 May 1945 by the competent authorities of the German Democratic Republic fulfils the conditions laid down in Article 2 of Directive 85 / 384 / EEC;
in Belgium:
- diplomas awarded by higher State schools of architecture or higher State institutions of architecture (architecte - architect);
- diplomas awarded by the Regional School of Architecture in Hasselt (architect);
- diplomas awarded by the Royal Academy of Fine Arts (Architect);
- diplomas awarded by "écoles Saint-Luc" (architecte - architect);
- university diplomas of civil engineering, accompanied by a certificate of residence issued by the professional body of architects authorising the holder to use the professional title architect (architect);
- diplomas of architecture awarded by the central or state examination committee of architecture (architecte - architect);
- diplomas of the building engineer - architect and engineer of the architect awarded by the Faculty of Applied Sciences of the University of Monsu (ingénieur- architect, ingenieur - architect);
in Denmark:
- diplomas awarded by the State Schools of Architecture in Copenhagen and the Arkitekt;
- the registration certificate issued by the Commission of Architects in accordance with Law No 202 of 28 May 1975 (registreret arkitekt);
- diplomas awarded by higher education institutions of civil engineering (bygningskonstructurer) accompanied by a certificate from the competent authorities showing that the person concerned has passed a qualification test on the basis of which the certificate of qualification will be issued in accordance with Article 13 of Directive 85 / 384 / EEC;
in France:
- diplomas of an architect certified by the Government issued by the Ministry of Education until 1959 and then by the Ministry of Culture (Architecte DPLG);
- diplomas awarded by "école spéciale d'architecture" - (architecte DESA);
- diplomas awarded since 1955 "école nationale supérieur des arts et industries de Strasbourg," specialisation of architecture (architecte ENSAIS);
in Greece:
- diplomas of engineering-architect issued by Metsovion Polytechnion in Athens, accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of activities in the field of architecture,
- diplomas of engineering-architect awarded by the "Aristotelion Panepistimion" in Thessaloniki, accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of activities in the field of architecture,
- diplomas of engineering-construction engineer awarded by Metsovion Polytechnion in Athens, accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of architectural activities;
- degrees of engineering-building engineer awarded by the "Aristotelion Panepistimion" in Thessaloniki, accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of architectural activities;
- diplomas of engineering-building engineer awarded by the "Panepistimion Thrakis" accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of architectural activities;
- diplomas of civil engineering engineer issued by Panepistimion Patron, accompanied by a certificate issued by the Greek Technical Chamber authorising the performance of architectural activities;
in Ireland:
- the title "Bachelor of Architecture" awarded by the National University of Ireland (B. Arch.N.U.I.) to graduates of architecture at University College, Dublin;
- a degree in architecture awarded by the College of Technology, Bolton Street, Dublin (Diploma. Arch.);
- an extraordinary member's certificate from the Royal Institute of Architects of Ireland (ARIAI);
- a certificate from the Royal Institute of Architects of Ireland (MRIAI);
in Italy:
- "laurea in architecture" diplomas awarded by universities, polytechnical institutes and higher institutes of architecture in Venice and Reggio-Calabria, supplemented by a diploma authorising the holder to pursue the profession of architect independently, issued by the Minister for Education after the candidate has passed a state examination before the relevant Examination Commission authorising him to pursue the profession of architect independently (dot. architetto);
- "laurea in ingegneria" diplomas in the field of construction (sezione costenzione civile) awarded by universities and polytechnic institutes, accompanied by a diploma authorising the holder to pursue an independent profession in the field of architecture issued by the Minister for Education after the candidate has passed a state examination before the competent examination committee authorising him to pursue the profession independently (dott. ing. architetto or dot. ing. in ingegneria civil);
in the Netherlands:
- a certificate of successful passing of the examination leading to a degree in architecture awarded by the fields of architecture of universities in Delft or Eindhoven (bouwkundig ingenieur);
- diplomas awarded by state-recognised architecture academies;
- diplomas awarded up to 1971 by former higher education institutes in the field of architecture (Hoger Bouwkunstonderricht) (architect HBO);
- diplomas awarded until 1970 by former higher education institutes in the field of architecture (Voortgezet Bouwkunstonderricht) (architect VBO);
- a certificate of successful passing of the examination organised by the board of architects "Bond van Nederland Architecten" (chamber of Dutch architects, BNA) (architect);
- the Stichtung Instituut voor architectuur (IVA) diploma issued after completion of the course organised by this Foundation lasting at least four years (architect), accompanied by a certificate from the competent authorities that the person concerned has passed the qualification test in accordance with Article 13 of Directive 85 / 384 / EEC;
- a certificate issued by the competent authorities that, prior to the date of entry into force of this Directive, the person concerned has passed an examination leading to the title "candidaat in de bouwkunde" organised by a university of technical school in Delft or Eindhoven and has carried out for at least five years immediately preceding that date an architect whose nature and importance guarantee that he is capable of carrying out such activities in accordance with the requirements in force in the Netherlands (architect);
- a certificate issued by the competent authorities only to persons who have reached the age of 40 years before the date of entry into force of this Directive and certifying that the person concerned has carried out, for at least five years immediately prior to that date, an architect whose nature and importance guarantee that he is capable of carrying out such activities in accordance with the requirements in force in the Netherlands (architect);
The certificates referred to in the seventh and eighth indents need no longer be recognised as from the date of entry into force of the laws, regulations and administrative provisions relating to the taking up and pursuit of the activities of an architect under the professional title of architect in the Netherlands, provided that such certificates do not provide for access to such activities under the professional title of architect.
in the United Kingdom:
- evidence of qualification issued after the examination for:
- Royal Institute of British Architects;
- schools of architecture in:
- universities,
- polytechnical schools,
- faculties (universities)
- academies,
- technical and artistic schools,
which have been or are recognised at the time of adoption of this Directive by the Architects Registration Council of the United Kingdom for the purposes of registration in the Register (Architect);
- a certificate proving that its holder has acquired the right to use the professional title of an architect on the basis of Section 6 (1) a, 6 (1) b or 6 (1) d Architects Registration Act 1931 (Architect);
- a certificate showing that its holder has acquired the right to use the professional title of architect on the basis of Section 2 of the Architects Registration Act 1938 (Architect);
in Spain:
- evidence of formal qualifications as an architect (título official de arquitecto) awarded by the Ministry of Education and Science or universities;
in Portugal:
- diploma of architect ("diploma to curso special de arquitectura") awarded by the schools of Fine Arts in Lisbon and Port;
- diploma of architect "diploma de arquitecto" awarded by schools of Fine Arts in Lisbon and Port;
- a diploma of architect ("diploma to curso de arquitectura") awarded by the universities of Fine Arts in Lisbon and Port;
- diploma of architect ("diploma de licenciatura em arquitectura") awarded by the University of Fine Arts in Lisbon;
- diploma "diploma carta de curso de licenciatura em arquitectura" awarded by the Technical University of Lisbon and the University of Port;
- a university degree in civil engineering (licence-making em engenharia civil) awarded by the University of Technology Institute in Lisbon;
- a university degree in civil engineering (licenciatura em engenharia civil) awarded by the Faculty of Construction (engenharia) of the University of Port;
- a university degree in civil engineering (licenciatura em engenharia civil) awarded by the Faculty of Science and Technology of the University of Coimbra;
- a university degree in civil engineering (production) (licensed by the University of Minh);
in Austria:
- diplomas awarded by technical universities in Vienna and Graz (Technische Universität Wien and Technische Universität Graz) and the University of Insbrok, Faculty of Civil Engineering (Bauingenieurwesen) and Architecture (Architektur), in the fields of architecture, civil engineering, civil engineering and civil engineering;
- diplomas awarded at the Universität für Bodenkultur in Vienna, in the field of study in the field of natural sciences and landscape development (Kulturtechnik) and water management (Wasserwirtschaft);
- diplomas awarded at the University of Applied Arts in Vienna (Universität für angewandte Kunst in Wien) in the study direction architecture ("Meisterklasse für Architektur");
- diplomas awarded by the Academy of Fine Arts in Vienna (Academy der bildenden Künste in Wien) in the course of study architecture ("Meisterschule für Architektur");
- diplomas awarded by the University of Industrial Design in Linz (Universität für künstlerische und industrielle Gestaltung, Linz) in the study direction architecture ("Meisterklasse für Architektur");
- engineering diplomas (Ing.) awarded by higher technical schools or higher construction schools, including a certificate of construction technician to perform at least six years of professional experience in Austria and to perform the examination (licence "Baumeister");
- a certificate of qualification for civil engineering (Ziviltechniker) or consultants (Ingenieurkonsulenten) in the field of construction ("Hochbau," "Bauwesen," "Wirtschaftsingenieurwesen-Bauwesen," "Kulturtechnik und Wasserwirtschaft") under the Civil Engineering Act (Ziviltechnikergesetz, Federal Gazette No 146 / 1957);
in Finland:
- diplomas awarded by the Department of Architecture at Technical Universities (Jyväskylä Polytechnic) and the University of Oulu (Oulun yliopisto - University of Oulu);
- diplomas awarded by technical institutes (rakennusarkkidetti / byggnadsarkitekt);
in Sweden:
- diplomas awarded by the University of Architecture (Arkitekturskolans) at the Royal Technical Institute (Kungliga tekniska högskolan), the Chalmers Technical Institute (Chalmers Utbilding) and the Technical Institute (Lounds tekniska högskola) at the University of Lund (Lounds universitet) (arkitekt, university diploma from architecture);
- a certificate of membership of the National Association of Swedish Architects ("Svenska Arkitekters Riksförbund" - SAR) if the person concerned has acquired a professional qualification in a State covered by Directive 85 / 384 / EEC;
in Iceland:
- diplomas, certificates and other titles awarded in other States covered by Directive 85 / 384 / EEC and listed therein, together with a certificate of completion of the established practice issued by the competent authorities;
in Liechtenstein:
- diplomas awarded by a higher vocational school (Hoher Technische Lehranstalt: Architect HTL);
in Norway:
- diplomas (sivilarkitekt) awarded by the Norwegian Technical Institute at the University of Trondheim (Norwegian Institute of Technology at the University of Trondheim), University of Architecture in Oslo (Arkitekthøgskolen i Oslo), University of Architecture in Bergen (Bergen Arkitekt Skole);
- a certificate of membership of the National Association of Norwegian Architects ("Norske Arkitekters Landsforbund" - NAL) where the person concerned has acquired professional qualifications in a State covered by Directive 85 / 384 / EEC;
in Switzerland:
- diplomas awarded by the Federal Institute of Technology (Ecoles polytechiques fédérales / Eidgenossische Technische Hochschulen / Politecnici Federal: arch.dipl.EPF / dipl.Arch.ETH / arch.dipl.PF)

- diploma in the field of study "urban planning" ("urban planning") awarded by the Faculty of Architecture of the Slovak Technical University (Faculty of Architecture, Slovak Technical College) in Bratislava since 1977 (designation: Ing. Arch.),
- a diploma in the field of study of "ground construction" ("ground construction") awarded by the Faculty of Construction of the Slovak Technical University (Stavebná faculties, Slovak Technical University) in Bratislava in the years 1977-1997 (designation: Ing.),
- a diploma in the field of study "architecture and ground construction" ("architecture and ground construction") awarded by the Faculty of Construction of the Slovak Technical University (Building Faculty, Slovak Technical University) in Bratislava since 1998 (designation: Ing.),
- Diploma in the field of study "ground construction - specialization: architecture" ("ground construction - špcializácia: architektúra") awarded by the Faculty of Construction of the Slovak Technical University (Stavebná fakulta, Slovak Technical University) in Bratislava in 2000 - 2001 (designation: Ing.),
- a diploma in the field of study "ground construction and architecture" ("ground construction and architecture") awarded by the Faculty of Construction of the Slovak Technical University (Stavebná fakulta, Slovak Technical University) in Bratislava since 2001 (designation: Ing.),
- Diploma in the field of study "architecture" ("architecture") awarded by the University of Fine Arts (University of Fine Arts) in Bratislava from 1969 (designation: Akad. arch. until 1990; Mgr. between 1990 and 1992; Mgr. Arch., 1992 - 1996; Since 1997),
- Diploma in the field of study "building construction" ("terranné stavateľstvo") awarded by the Faculty of Construction of Technical University (Construction Faculty, Technical University) in Košice in 1981- 1991 (designation: Ing.),
all accompanied by:
- by a certificate of authorization issued by the Slovak Chamber of Architects (Slovak Chamber of Architects) in Bratislava without an indication of the field or in the field of "ground construction" ("ground construction") or "territorial planning" ("territorial planning"),
- a certificate of authorization issued by the Slovak Chamber of Construction Engineers (Slovak Chamber of Construction Inženierov) in Bratislava in the field of "ground construction" ("ground construction"). "
1. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in architecture have been awarded or whose training began in former Czechoslovakia before 1 January 1993, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in architecture as sufficient evidence if the authorities of the Czech Republic confirm that these documents have the same legal validity in their territory as Czech evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate must be accompanied by a certificate issued by the same authorities indicating that these nationals of the Member States have actually and lawfully engaged in architecture activities in the Czech Republic for at least three consecutive years during the five years preceding the date of issue of the certificate.
2. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in architecture have been awarded or whose training began in the former Soviet Union before 20 August 1991, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in architecture as sufficient evidence, provided that the authorities of Estonia confirm that these documents have the same legal validity in their territory as Estonian evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate shall be accompanied by a certificate issued by the same authorities indicating that these nationals of the Member States have actually and lawfully engaged in architecture activities in the territory of Estonia for at least three consecutive years during the five years preceding the date of issue of the certificate.
3. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in architecture have been awarded or whose training began in the former Soviet Union before 21 August 1991, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in architecture as sufficient evidence, provided that the authorities of Latvia confirm that these documents have the same legal validity on its territory as Latvian evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate must be accompanied by a certificate issued by the same authorities stating that these nationals of the Member States have actually and lawfully engaged in architecture activities in Latvia for at least three consecutive years during the five years preceding the date of issue of the certificate.
4. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in architecture have been awarded or whose training began in the former Soviet Union before 11 March 1990, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in architecture as sufficient evidence, provided that the authorities of Lithuania confirm that they have the same legal validity in their territory as Lithuanian evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate shall be accompanied by a certificate issued by the same authorities stating that these nationals of the Member States have actually and lawfully engaged in architecture activities in Lithuania for at least three consecutive years during the five years preceding the date of issue of the certificate.
5. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in the field of architecture have been awarded or whose training began in former Czechoslovakia before 1 January 1993, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in the field of architecture as sufficient evidence if the authorities of Slovakia confirm that these documents have the same legal validity in their territory as Slovak evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate must be accompanied by a certificate issued by the same authorities indicating that these nationals of the Member States have actually and lawfully engaged in architecture activities in Slovakia for at least three consecutive years during the five years preceding the date of issue of the certificate.
6. In the case of nationals of Member States whose diplomas, certificates and other evidence of formal qualifications in architecture have been awarded or whose training began in Yugoslavia before 25 June 1991, each Member State shall recognise those diplomas, certificates and other evidence of formal qualifications in architecture as sufficient evidence, provided that the authorities of Slovenia confirm that these documents have the same legal validity in their territory as Slovenian evidence of formal qualifications in architecture referred to in Article 11 of Directive 85 / 384 / EEC as regards access to and pursuit of the activities referred to in Article 1 of Directive 85 / 384 / EEC, subject to compliance with Article 23 of Directive 85 / 384 / EEC. This certificate shall be accompanied by a certificate issued by the same authorities stating that these nationals of the Member States have actually and lawfully engaged in architecture activities in Slovenia for at least three consecutive years during the five years preceding the date of issue of the certificate.
