Government Regulation
of 20 December 1949
on the competence of the Slovak Planning Office.
The Government of the Czechoslovak Republic hereby orders pursuant to § 15, paragraph 1 of the Act of 22 February 1949, No. 60 Coll., on Economic Planning (Planning Act):
The Slovak Planning Office (§ 4, paragraph 1 of the Planning Act) as the regional planning body of the State Planning Office ensures the economic development of Slovakia and the coordination of the various economic sectors in Slovakia in terms of its development needs. The Slovak Planning Office according to the guidelines and instructions of the State Planning Office in particular:
(a) cooperate in the preparation of the Single Economic Plan and the Implementation Plans;
(b) monitor the implementation and implementation of the single economic plan in Slovakia, in particular by monitoring the implementation of the package plan of Slovakia;
(c) examine the various issues of the economy in Slovakia, in particular those of the development of production forces, and draw up proposals to address them;
(d) ensure that regional economic sectors in Slovakia develop in line with the national economy and take into account the gradual alignment of the economic and social level of Slovakia with the Czech countries; while ensuring that all human and material resources of Slovakia are used effectively,
(e) monitor research in Slovakia, taking into account the economic plan and the economic (regional) planning needs.
The Slovak Planning Office has co-operated in the preparation of the Single Economic Plan and Implementation Plans [§ 1, point (a)] in particular by:
(a) review and coordinate the draft section plans in Slovakia and submit its proposals and initiatives to the planning authority;
(b) review and coordinate the proposals for regional plans (own regional plans as well as for regional package plans) in Slovakia with a view to the versatile development of all regions of Slovakia and submit them to the planning authority;
(c) draw up, on the basis of the plans referred to in (a) and (b), the draft package plan of Slovakia and submit it to the planning authority;
d) directs and controls the work of the Regional National Committees' planning reports in Slovakia;
(e) the directives lay down the procedure, scope and manner of implementation of the activities of the planning departments, departments, after other organisational units, the mandates and other offices and bodies in Slovakia.
The delegates and other authorities, authorities and officials in Slovakia are required to discuss with the Slovak Planning Office all measures of a fundamental nature, including legislative work, in so far as they affect economic planning subjects.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister-President of the State Office planning in agreement with the participating members of the Government.
