DECLARATION

of 29 October 2019

on the publication of the National Natural Monuments of the Winders and the establishment of its closer protection conditions

The Ministry of the Environment provides pursuant to § 79 (5) (g) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 349 / 2009 Coll., Act No. 123 / 2017 Coll. and Act No. 225 / 2017 Coll.:

§ 1

Announcement of a national natural monument

(1) The National Natural Monument of the Winds (hereinafter referred to as the "National Natural Monument") is announced.

(2) A natural department, as defined in paragraph 3, shall be declared a national natural monument for the protection of:

(a) grassland ecosystems of dry lawns;

(b) shrub ecosystems of low xerophilic shrubs and high mesophile and xerophilic shrubs;

(c) biotopes of rare and endangered species of seabless plants (Trinia glauca), snakeworm (Scorzonera purpurea), spring head (Adonis vernalis), Dolliner (Thesium dollineri), tuber sash (Phlomis tuberosa), brassica (Nepheta nouveau subsp. nouveau) and St. John's wort (Hypericum elegans), including their populations;

(d) biotopes of rare and endangered species of brown boar (Melitaea aurelia), field quail (Coturnix coturnix), clover (Polyommatus bellargus), walrus (Sylvia nisoria), red steppes (Eresus cinnaberinus), jib spindle (Zygaena brizae) and twine (Lanius collurio), including their populations.

(3) The national natural monument is situated in the territory of the South Moravian Region, in the cadastral territory of Letonice. The boundaries of the national natural monument shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric patterns as they follow in the patterns are given in Annex 1 to this Decree.

(4) An indicative graphical representation of the territory of the national natural monument and its protection zone is given in Annex 2 to this decree.

§ 2

Closer protection conditions

The whole territory of the national natural heritage can only be approved by the nature conservation authority

(a) permit or make changes to the types of land or to their exploitation (2);

(b) to place construction, advertising or information equipment, permit or carry out construction, modification of completed structures or changes of buildings before their completion;

(d) planting or planting plants or releasing animals;

(e) fertilise land or use chemicals or chemical mixtures;

(f) store items;

(g) to establish new feeding facilities or slanisks;

(h) to feed or bait animals outside the fattening establishment;

(i) indicate cycling or hiking routes; or

(j) to drive vehicles; consent is not required for vehicles of the essential components of the integrated rescue system3), municipal police, armed forces of the Czech Republic in the performance of the tasks of the armed forces and other public authorities in the performance of public administration, veterinary service vehicles in the performance of its tasks, vehicles needed to ensure the management and care of the land and vehicles needed for the establishment, restoration and operation of the transmission system4).

§ 3

Efficacy

This Decision shall enter into force on 1 December 2019.
