DECLARATION
of 5 September 2017
amending Decree No. 92 / 2012 Coll., on the requirements for minimum technical and material equipment of health care facilities and home care contact centres
The Ministry of Health provides, pursuant to Section 120 of Act No. 372 / 2011 Coll., on health services and the conditions for their provision (Health Services Act), for the implementation of Section 11 (6) of the Health Services Act:
Čl. I
Decree No. 92 / 2012 Coll., on the requirements for minimum technical and material equipment of health care facilities and home care contact centres, is amended as follows:
1. In Article 1, at the end of paragraph 2, the dot is replaced by a comma and the following point (h) is added:
"(h) the alcohol and toxic containment services are set out in Annex 9 to this Decree."
2. In Paragraph 1 (3), "9 'is replaced by" 10'.
3. The following Annex 9 is inserted after Annex 8:

"Annex No 9 to Decree No 92 / 2012 Coll.
Requirements for technical and physical equipment of medical devices for alcohol and toxic containment services
1. The basic operating areas of the alcohol and toxic containment stations are:
(a) rooms for patients,
(b) the isolation room for the temporary placement of patients;
(c) the examination centre,
(d) nurses' workplaces;
(e) the place of work of health professionals and other professionals, if any;
(f) patient toilet,
(g) a bathroom for patients,
(h) the dressing room for patients.
2. The secondary operating areas of the alcohol and toxic containment stations are:
(a) sanitary facilities for staff (4);
(b) storage facilities;
(c) the space for cleaning and discharging of biological material;
(d) an employee rest room (4).
3. The patient room must have a minimum area of 1 bed of 5 m2, and a minimum area of 8 m2. There must be a signaling device in the room between the patient and the nurse. The room must have direct daylight. There shall be sufficient space between beds for staff to operate. The floors shall be easily cleaned, washable and disinfected. The walls shall have a washable surface of at least 180 cm high.
4. The temporary patient isolation room shall meet the requirements for patient room equipment referred to in point 3 of this Annex.
5. The examination room must have a minimum area of 8 m2.
Equipment:
(a) furniture for the work of medical and other professionals;
(b) an examination cot or bed,
(c) sink.
6. Sisters' facilities:
(a) nurses' furniture;
(b) the area for handling biological material;
(c) a signalling device between the patient and the nurse;
(d) sink,
(e) sink for washing and cleaning equipment.
7. The workplaces of health workers and other professionals must be equipped with furniture for the activities of such workers.
8. The WC for patients, if not included in the room for patients, is set up separately for men and women. If the patient toilet is part of the patient's room, it shall be separated from the remaining room space by at least an opaque screen firmly attached to the floor or masonry.
9. The patient locker room can be replaced by lockable closets.
10. Storage facilities shall be established for separate storage of clean and dirty laundry, sterile material, waste, cleaning products and basins and bottles with the possibility of decontamination.
11. The space for cleaning the equipment and for pouring out the biological material shall be equipped with a discharge and a sink or a sink and a dishwasher.
12. The premises of an alcohol and antitoxic detention station, including corridors, must be designed in such a way that handling of the deck chair or chair or patient's mobile bed is possible. This requirement shall not apply to adjacent premises.
13. Other equipment for alcohol and toxic containment station:
(a) beds for patients,
(b) suction pump,
(c) pulse oxymeter;
(d) medicinal products and first aid aids, including cardiopulmonary resuscitation;
(e) a crash cart for the storage of devices and medicinal products,
(f) a medicine cabinet,
(g) a refrigerator for the storage of medicinal products equipped with a thermometer, provided that the medicinal products or devices which require a temperature below room temperature for their preservation are kept, and a refrigerator for the biological material equipped with a thermometer when the biological material is stored;
(h) a non-portable lockable metal box where narcotic or psychotropic substances or preparations containing 5) are stored;
(i) a glucometer;
(j) tonometer;
(k) fonendoscope,
(l) the thermometer,
(m) infusion stand,
(n) alkotest and drug test;
(o) a computer and a single data repository connected by a data network and a printer; a single data repository may be common to several workplaces or the whole medical facility.
14. Where an anti-alcoholic and anti-toxic detention centre is equipped with devices or devices which prove to be fully functionally replacing or making part of the technical and material equipment referred to in this Annex superfluous, the equipment thus replaced or not required. ';
Annex 9 to date shall be renumbered Annex 10.
Čl. II
Transitional provision
The provider of the anti-alcoholic and anti-toxic detention service, which provides an anti-alcoholic and anti-toxic detention service on the date of entry into force of this Order, shall comply with the requirements for the minimum technical and material equipment of the alcohol and antitoxic detention centres under Decree No. 92 / 2012 Coll., as effective from the date of entry into force of this Order, within 12 months of the date of entry into force of this Order.
Čl. III
Efficacy
This Order shall take effect on the first day of the second calendar month following its publication.
