DECLARATION
of 29 October 2019
on the publication of the National Natural Monuments of the Chamber of Highlands and the establishment of its closer protection conditions
The Ministry of the Environment provides pursuant to § 79 (5) (g) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 349 / 2009 Coll., Act No. 123 / 2017 Coll. and Act No. 225 / 2017 Coll.:
§ 1
Announcement of a national natural monument
(1) The National Natural Monument of the Chamber Hůrka ("the National Natural Monument") is announced.
(2) A natural department, as defined in paragraph 3, shall be declared a national natural monument for the protection of:
(a) grassland ecosystems of meadows and pastures, dry lawns, sand lawns and shallow soils and vegetation of ephemés and succulents;
(b) beech forest ecosystems;
(c) the biotope of a rare and endangered species of a plant of a cuckoo's inlay (Orchis morio), including its population;
(d) a pleistocene volcano with positions of pyroclastic rocks and volcanic tubes, including old exploratory works and historical mining of the formed quarry walls.
(3) The national natural monument is situated in the territory of the Karlovy Vary Region, in the cadastral territory of Slatina near Františkova Lazne. The boundaries of the national natural monument shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern is given in Annex 1 to this decree.
(4) The protection zone of the national natural heritage is situated in the territory of the Karlovy Vary Region, in the cadastral territories of Crest, Slatina near Františkova Spa and Skalka near Cheb. The boundaries of the national natural monument protection zone shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric patterns as they follow in the patterns are given in Annex 2 to this decree.
(5) An indicative graphical representation of the territory of the national natural heritage and its protection zone is given in Annex 3 to this Decree.
§ 2
Closer protection conditions
The whole territory of the national natural heritage can only be approved by the nature conservation authority
(a) permit or make changes to the types of land or to their exploitation (2);
(b) to place construction, advertising or information equipment, permit or carry out construction, modification of completed structures or changes of buildings before their completion;
(c) permit or carry out geological work linked to the earth's surface;
(d) fertilise land or use chemicals or chemical mixtures;
(e) store items;
(f) to collect or catch plants or animals, with the exception of the exercise of the right of hunting or collecting forest fruits;
(g) to establish new feeding facilities or slanisks;
(h) to feed or bait animals outside the fattening establishment;
(i) indicate cycling or hiking routes; or
(j) to drive vehicles; consent is not required for vehicles of essential components of the integrated rescue system3) and the armed forces of the Czech Republic in the performance of their tasks, vehicles of other public authorities in the exercise of their responsibilities in the field of public administration and vehicles needed to ensure the management and care of land.
§ 3
Efficacy
This Decision shall enter into force on 1 December 2019.

1) Government Decree No. 430 / 2006 Coll., on the establishment of geodetic reference systems and national map works binding on the territory of the State and the principles of their application, as amended by Government Decree No. 81 / 2011 Coll.
2) For example, § 80 (1) of Act No. 183 / 2006 Coll., on Territorial Planning and Construction Regulations (Construction Act), § 3 (2) and § 31 of Act No. 256 / 2013 Coll., on cadastral property (cadastral law).
