on the model and registration of labels proving the payment of the fee for the use and handling of motorways and express roads
The Ministry of Finance provides, pursuant to § 46 (2), for the implementation of § 21 (4) of Act No. 13 / 1997 Coll., on the Road:
Sticker elements
(1) On the front and back side of the sticker are the following elements:
(a) rastrated symbols of the road signs "Motorways" and "Motorways for motor vehicles" in the form laid down by a specific legislation, 1)
(b) universal protective perforation;
(c) an indication of the mass of the vehicle for which the sticker is intended,
(d) the inscription "ANNUAL," indicating the period of validity,
(e) the year of validity expressed in the last two digits of the calendar year.
(2) The front and rear sides of the sticker are supplemented by a circular holographic element which is on the front side of the sticker (visible from the inside of the vehicle) printed with a two-letter series and a six-digit serial number.
(3) Where motor vehicles used for the transport of severely disabled citizens receiving a contribution to the operation of this motor vehicle are replaced on the front and rear side of the sticker by the symbol of the name of the vehicle transporting the person severely affected, in the form provided for in the special Regulation (2),
(4) To protect against counterfeiting, the label contains protective features.
Dimensions and shape of the sticker
The sticker shall have the shape of an irregular symmetrical hexagon with rounded corners of a radius of 4 mm. External dimensions are 61 × 61 mm with two shortened corners. The distance between opposite sides in horizontal and vertical directions is 61 mm.
Label Surface Solutions
(1) The symbol of the "Motorway" is 14,5 mm high, 11,5 mm wide. The symbol is located from the lower edge of the frame at 3,5 mm, from the upper edge 30.1 mm.
(2) The symbol of the transport mark "Road for motor vehicles" is 14,5 mm high, 11,5 mm wide. The symbol is located from the lower edge of the frame at 3,5 mm, from the upper edge 30.1 mm.
(3) The distance between the symbols of the road signs "Motorways' and" Motorways for motor vehicles' is 4 mm, filled with a number expressing the last two digits of the calendar year of validity and placed on the vertical axis of the sticker.
(4) Vehicle mass data
(a) "vehicle up to 3,5 tonnes," or
(b) "vehicle over 3,5 to 12 tonnes"; or
(c) "vehicle over 12 tonnes":
is located above the symbols of the road signs "Motorways" and "Roads for motor vehicles." The distance between the lower part of the text with the vehicle weight and the upper edge of the symbols is 1,6 mm.
(5) The two digits of the year of validity shall be 14,5 mm high. The digits are located on the top right of the front side of the sticker (visible from the inside of the vehicle) and on the left upper back of the sticker (visible from the outside of the vehicle). The lower edge of the digits is 29,8 mm from the lower edge of the sticker frame.
(6) The inscription indicating the term of validity of the sticker shall be placed under the two digits of the calendar year of validity.
(7) The holographic item is located in the upper left of the front side of the sticker (visible from the inside of the vehicle) and in the upper right of the sticker (visible from the outside of the vehicle).
(8) The two-letter series and the six-digit number are 3 mm high, they are placed on the front side of the sticker via the holographic element. The two-digit series is shown above the serial number placed on the centre axis of the holographic item.
Colour version
The colours of the last two digits of the calendar year, the inscription indicating the period of validity, the mass data of the vehicle, the letters identifying the series, the digits of the serial number, the sticker frame, the symbols of the transport marks and the label background shall be chosen in such a way as to guarantee their easy legibility and mutual recognition. With regard to the background colours of the sticker, one of the colours shall be the protection iris crossing of shades.
Registration and treatment of labels
(1) Labels shall be recorded according to the series marked with capital letters and production numbers. Each series contains a maximum of five hundred thousand stickers.
(2) In particular, damaged or otherwise useless labels shall be recorded.
(3) The legal person entrusted with the Ministry of Finance with activities related to the sale of stickers shall keep records of stickers and transmit them for distribution and sale on the basis of the transfer protocol.
Replacement of highway stickers due to vehicle damage with sticker glued
(1) Stickers removed from damaged motor vehicles are replaced by mail on duly completed application. The applicant's application shall be accompanied by a declaration of honour that he has not applied for compensation for the damaged stickers of the insurance undertaking.
(2) The replacement of the sticker shall be possible if the serial number and the amount of the fee are maintained on the changed sticker which the applicant passes on to the transparent foil so that both the front and the rear side are visible.
(3) Only labels valid for the same year may be exchanged.
(4) Where an insurance undertaking has provided compensation for the sticker under the statutory liability insurance for damage caused by the operation of a motor vehicle, a replacement sticker shall not be provided.
Efficacy
This Decree shall take effect on 1 January 1998.
