of 4 September 2013
establishing a list of specified products, the conditions under which their importation or transport may take place and fixing certain conditions for the intended products under which their export may take place
The Government orders pursuant to § 18 of Act No. 228 / 2005 Coll., on the control of trade in products whose possession is restricted in the Czech Republic for security reasons and on the amendment of certain laws, as amended by Act No. 281 / 2013 Coll., (hereinafter referred to as "the Act ') to implement § 1 (2) and § 8a (1) of the Act:
List of specified products
The list of specified products whose possession is restricted in the Czech Republic for reasons of national security interests is set out in Annex 1 and Annex 2 to this Regulation.
Documents required for authorisation to export intended products
The list of documents required for the authorisation to export the intended products is set out in Annex 3 to this Regulation.
(1) Annex 4 to this Regulation sets out the data relating to transactions executed under authorisation.
(2) Annex 5 to this Regulation sets out the data relating to transactions made under export permits.
The information required for the application for an international import certificate is set out in Annex 6 to this Regulation.
Repeal
Government Decree No. 230 / 2005 Coll., establishing a list of specified products, the conditions under which imports or exports or shipments of specified products may take place and the formalities and models for applications for authorisation shall be deleted.
Efficacy
This Regulation shall enter into force on 30 September 2013.

And 1 - Classification of a weapon or essential parts of a weapon or ammunition as listed in Act No. 90 / 2024 Coll., on Weapons and Ammunition, as amended. Submission of weapons or essential parts of weapons or ammunition to the category is required only in doubt.
A 2 - Certificate issued by an authorized person under Act No. 22 / 1997 Coll., on technical requirements for products and amending and supplementing certain laws, as amended. Submission of this certificate is only required in doubt.

B 1 - Purchase contract or other similar documents, in particular invoice or proforma invoice.
B 2 - In the case of transport from the territory of the Czech Republic to the territory of the other Member States of the European Union, proof of the acquisition of the specified product or of the manufacturer's authorisation for transport.
B 3 - International Import Certificate / International import certificate (I.I.C.) or End User Certificate / End User Certificate (E.U.C.) or another similar document in the case of transport from the Czech Republic to the territory of other Member States of the European Union.

Data on the use of the authorisation
(a) the registration number of the authorisation,
(b) the calendar year and half-year for which the information is submitted;
(c) the specification of the specified product;
(d) the quantities used and the unit of measurement,
e) value used in CZK,
(f) the exchange rate difference where the authorisation has been used in the reference period and the value differs as a result of a change in the rate of a currency other than that at the time of issue of the licence;
(g) comments, if any, on the conduct of trade in arms and ammunition of a non-military nature; and
(h) the date of processing of the information.

(g) the exchange rate difference where the authorisation has been used during the reference period and the value differs as a result of a change in the rate of a currency other than that at the time of issue of the licence;
(h) comments, if any, on the arms and ammunition trade carried out, of a non-military nature; and
(i) the date of processing of the information.

Data required for the application for an international import certificate
(a) the company or name and registered office or name or, where appropriate, the name, surname and registered office of the exporter;
(b) the trading firm or the name and registered office or the name or, where appropriate, the name, surname and registered office of the end-user;
(c) a serial number corresponding to the description of the goods in the export permit, where the export authorisation contains them;
(d) the registration number of the authorisation issued if the international import certificate is to be issued for the authorisation already issued;
(e) the reference number of the application for authorisation if the international import certificate is to be issued for the ongoing administrative procedure for the application for authorisation;
(f) the order number concerning the intended import,
(g) the purpose of the import also indicated in English, if this information is to be part of an international import certificate;
(h) the product specification also in English, if this information is to be included in the international import certificate, its quantities and the unit of measurement;
(i) the number, item or subheading of the Combined Nomenclature of the Common Customs Tariff, identifying the specified products for which the international import certificate is issued;
(j) the total price in CZK and foreign currency if this information is to be included in the international import certificate;
(k) a declaration by the applicant that he undertakes to import the goods listed in the application for the issue of an international import certificate to the Czech Republic without changing its direction, shipping or re-exporting it to another destination without prior authorisation by the responsible Czech authority or, where required by that authority, by the competent authority of the foreign Contracting State;
(l) an undertaking to notify the applicant immediately of any change in the data or intention to amend it and, if a certificate of verification of supply is required, an undertaking to obtain the certificate and to ensure its exposure in accordance with such a requirement; and
(m) any additional declaration by the applicant, if required by the foreign contracting State for whose purposes the international import certificate is to be issued.
