DECLARATION
of 24 August 2016
amending Decree No 187 / 2009 Coll., on minimum requirements for general medical, dental, pharmacy and general practical medical education programmes
The Ministry of Health shall determine, in accordance with Sections 5 (12) and 37 (1) (c) and (d) of Act No. 95 / 2004 Coll., the conditions for obtaining and recognising professional competence and specialised competence for the performance of the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 189 / 2008 Coll.:
Decree No 187 / 2009 Coll., on minimum requirements for general medical, dental, pharmacy and general practical medical education programmes, is amended as follows:
1. In Article 1 (1), the words "European Community1) 'are replaced by the words" European Union1)';

2. In Article 2, at the end of point (a), the words "this requirement may be met by an appropriate number of credits of the credit system in higher education used in the European Higher Education Area (hereinafter referred to as the" Higher Education Credit System ") 'shall be added.
3. in Article 2 (b) (3), the words "and the basis of assessment activity (3)" shall be replaced by the words "including the treatment of chronic diseases and multimorbidity, and the basis of assessment activity (3)."

4. in Article 2 (b), the following point 5 is inserted after point 4:
"5th in basic palliative care,"
Points 5 and 6 shall become points 6 and 7.
5. in Article 2 (b), the following point 8 is added:
"8. on the basis of quality management of healthcare provided and in ensuring patient safety,"
6. in Paragraph 3 (2) (a), the words "theoretical and practical part" shall be replaced by the words "at least 5 000 hours of theoretical and practical instruction; This requirement may be met by an appropriate number of credits of the higher education credit system '.
7. in Article 3 (2) (b), the following point 7 is added:
"7. on the basis of quality management of healthcare provided and in ensuring patient safety, '.

Pharmacy study programme
(1) The pharmacy study programme includes at least these basic subjects
(a) biology;
(b) physics and biophysics;
(c) general and inorganic chemistry;
(d) organic chemistry;
(e) analytical chemistry;
(f) pharmaceutical chemistry;
(g) pharmaceutical analysis;
(h) general and applied medical biochemistry;
(i) anatomy and physiology, including medical terminology;
(j) microbiology;
(k) pharmacology and pharmacotherapy,
(l) pharmaceutical technology;
(m) toxicology,
(n) pharmacognosia,
(o) the rules governing the pursuit of the profession of pharmacist and professional ethics;
(p) pharmaceuticals, including pharmaceutical care;
(q) clinical pharmacy.
(2) The minimum requirements for obtaining professional competence in the profession of pharmacist are:
(a) completion of at least five years of preschool studies, comprising at least four years of theoretical and practical teaching; This requirement may be met by an appropriate number of credits of the credit system of higher education and at least 6 months of practice at a pharmacy,
(b) knowledge of:
1. medicinal products and substances used in the manufacture and preparation of medicinal products5), their safe and efficient use, efficacy and indications, contraindications, drug interactions, dosage and use, health prevention at work with pharmaceutical products, chemical, carcinogenic and mutagenic substances and substances toxic to reproduction,
2. Metabolism and Drug Effects (5), on pharmacokinetics as well as on the effects of toxic substances and on how to take medicines,
3. pharmaceutical technology, on pre-clinical and clinical evaluation of pharmaceuticals and on clinical pharmacy,
4. scientific and practical knowledge to provide appropriate information on medicinal products and to cooperate with treating physicians in the optimisation of pharmacotherapy in specific patients;
5. medical products and medical devices,
6. basic legislation relating to the pursuit of the profession of pharmacist,
7. provision of professional information on medicinal products,
8. radiation protection4),
9. professional ethics of the pharmaceutical contact with the patient,
10. health funding and basic economic relations, knowledge of the basic management,
11. the principles of quality management of healthcare provided and of ensuring patient safety; and
(c) skills
1. the preparation of pharmaceutical formulations of medicinal products,
2. manufacture and control of medicines,
3. storage and distribution of pharmaceuticals by the distributor of pharmaceuticals,
4. the preparation, control, storage and disposal of medicinal products in pharmacies,
5. practical communication with the patient with emphasis on patients' rights and their application. ';
9. in Article 5 (2) (a), the word "otorinolaryngology," shall be deleted;
10. in Article 5 (2) (b), the word "general" shall be deleted;
Efficacy
This Decision shall enter into force on 12 September 2016.
