DECLARATION
of 27 November 2014
on sanitary requirements for premises and operation of a children's group up to 12 children
The Ministry of Labour and Social Affairs provides pursuant to § 26 of Act No. 247 / 2014 Coll., on the provision of a child care service in a child group and on the amendment of related laws:
§ 1
Outdoor spaces
The provider shall ensure for a child group of up to 12 children the unbuilt area of the land intended for the residence and games of children or the possibility of residence and games of children outdoors on an accessible public playground or in nature.
§ 2
Room for daily stay and rest
(1) For the purpose of providing a childcare service in a children's group, a separate room for day-to-day stay and rest of children shall be reserved for a child group of up to 12 children, which shall correspond to the age, needs and number of children (hereinafter referred to as the "day-to-day room ') by spatial conditions, including furniture, supplies and toys. The area of the daily room shall be at least 3 m2 per child.
(2) The daily room is equipped with couches, cots or high mattresses, which provide a firm back support, and the number of children in the children's group. The space for storing couches, high mattresses and bedding shall allow proper ventilation and separate storage of bedding for each child. Each child must have his own marked bedding. Replacement of bedding shall be carried out at least once every 3 weeks, if necessary immediately.
(3) The daily room is equipped with a first aid kit.
§ 3
Clothes room
(1) As regards a children's group of up to four children, the provider shall set aside premises for the disposal of children's clothes and shoes and carers equipped with clothing furniture.
(2) With regard to a child group of between 5 and 12 children, the provider shall set aside a space which is not part of the day room for the removal of children's clothes and shoes and carers equipped with wardrobe furniture.
§ 4
Sanitary appliances
(1) The provider must provide adequate sanitary facilities equipped with regard to the child group
(a) not more than 4 children, 1 toilet, 1 sink, 1 shower,
(b) between 5 and 12 children in which there are not more than 6 children, 1 children's toilet and 1 washbasin, in other cases 2 children's toilets and 2 washbasins, 5 to 12 children followed by 1 child bath with shower or 1 shower box,
if there are children less than 3 years of age in the group, corresponding to the number of children's pots, a changing counter and a covered, legged, disposable bin.
(2) The sink and shower must be connected to the supply of flowing drinking cold and hot water and must be provided with only one water discharge connected to the central mixing battery located outside the reach of children. For a child group of between 5 and 12 children, the sink shall be located at 50 cm above the floor and the discharge valve at 60 cm above the floor; in the case of childcare under 3 years of age, the height of the top edge of the sink shall not exceed 43 cm above the floor.
(3) The sanitary device must be equipped with toilet paper and soap in the dispenser and the possibility of drying hands of disposable towels must be ensured, or each child must have his own towel placed in such a way that the towels do not touch each other. The towels shall be exchanged once a week, if necessary immediately.
(4) As regards a children's group of between 5 and 12 children, the sanitary facilities for carers must be separated from the sanitary facilities intended for children and consist of 1 toilet and 1 wash basin connected to running drinking cold and hot water. The sanitary device shall be equipped with toilet paper, soap in the dispenser and a covered, disposable, legged waste bin, and shall be provided with the possibility of drying hands of disposable towels or hand dryers.
(5) For children between 5 and 12 children, the provider must:
(a) ensure:
1. an area equipped with a effluent with a flow supply of drinking cold and hot water, including water effluent; or
2. in the space of a sanitary facility intended for carers of other technical equipment which ensures the supply of flowing drinking cold and hot water, including water effluent placed in such a way as to allow washing and disinfection of children's pots; and
(b) provide space or closet for the storage of cleaning products and equipment not accessible to children.
§ 5
Cleaning and handling of laundry
(1) Cleaning is carried out in all premises where the childcare service is provided in the children's group
(a) cleaning of all floors and wet surfaces, cleaning with vacuum cleaner for carpets;
(b) the removal of waste;
(c) washing washbasins, toilets and children's pots using detergents with disinfectant effect;
(d) washing and disinfecting the washable parts of the sanitary walls;
(e) washing windows, including frames, lamps and light sources;
(f) total cleaning of all premises, including wet cleaning of carpets and articles, including toys;
(g) painting;
the range and frequency of cleaning shall be adjusted by the provider in internal regulations.
(2) Clean and used towels and bedding are stored separately. Used towels and bedding are stored in a dedicated area and out of reach of children.
§ 6
Efficacy
This decree shall take effect on the day of its publication.
