DECLARATION
Ministry of Defence
of 17 November 1999
establishing a health service which is harmful or particularly difficult and the scope of the service for providing preventive rehabilitation
The Ministry of Defence provides in agreement with the Ministry of Health pursuant to § 37 and § 97 (5) of Act No. 221 / 1999 Coll., on professional soldiers:
Harmful or particularly difficult service
For the purposes of special leave, the service of an occupational soldier ("soldier ') shall be considered to be harmful or particularly difficult, which:
(a) is exposed to significant adverse effects of ionising radiation in workplaces with sources of ionising radiation in the controlled zone in the performance of the service or surveillance activity, 1)
(b) is exposed in the course of the service to the direct risk of infection referred to in Article 2;
(c) carry out activities with harmful chemical and toxic substances referred to in Article 3;
(d) perform the service as a criminalist technician or as an expert in criminal engineering with the Military Police;
(e) perform a duty as a diver or perform special underwater work when using a pressurised air hose diver, oxygen apparatus with regenerating air, a suit, or performing a kesonation operation in compressed air in the work chambers;
(f) is exposed to electromagnetic radiation in the high and very high frequency band in the performance of the service, (2) where the maximum permitted exposure values for workers are exceeded, (3)
(g) is exposed to an equivalent noise level in the course of service exceeding 85 dB (A);
(h) perform direct treatment or service of patients with mental illness in the berth of the hospital psychiatric ward to at least half the basic weekly duty period;
(i) perform a physically extremely strenuous service where the mean heart rate of 110 min-1 is exceeded in the overall range of the basic weekly service period;
(j) perform the service as a pyrotechnician;
k) Serves in multinational armed forces outside the Czech Republic;
(l) operates abroad in tropical or otherwise difficult areas.
A service where a soldier is exposed to a direct risk of infection is a service
(a) in specialised medical or veterinary establishments where the collection, processing and disposal of material containing human or human transmissible pathogens or biological or other material from the presence of such embryos of the suspect is carried out;
(b) in which investigations are carried out, treatment, treatment, transport and provision of other needs of patients with infectious diseases or carriers of pathogens, in direct contact with them or with infectious material from them;
(c) handling potentially infectious biological material in search and provision of biological traces and processing in a criminalist laboratory;
(d) carrying out epidemiological and epidemiological investigations in outbreaks;
(e) in which focal disinfectant, disinsecting and exterminating is carried out,
(f) direct contact with biological waste water and waste.
A service where a soldier carries out an activity with harmful chemical and toxic substances is a service
(a) exposed to chemical pollutants whose concentrations in the working air exceed the average maximum permitted concentration in the working air or exceed the maximum permitted maximum concentration in the working air, 5)
(b) in the workplace of toxic substances, (6) to at least half the basic weekly duty period;
(c) at workplaces with proven chemical carcinogens or working processes at risk of chemical carcinogenicity, 7)
(d) where skin and occupational clothing are normally contaminated by strong skin allergens, irritants, acneigenic, oil and petroleum products.
Area of service for the provision of preventive rehabilitation
Preventive rehabilitation is provided to a soldier who is assigned
(a) in the Military Police for Security, Order or Transport;
(b) in the immediate response force unit or in the special forces unit as an executive member,
(c) as an executive firefighter,
(d) in the military rescue service as an executive member,
(e) in a workplace without daylight;
(f) in manufacture, laboratory, delaboration, maintenance, handling, processing and testing of ammunition and explosives, or in supervisory activities over them;
(g) in the testing of weapons and other equipment using sharp ammunition or in the surveillance activities above;
(h) as a performer,
(i) as an executive air operator or as a member of the flight crew;
(j) in direct air traffic control or as a member of technical staff in direct air traffic security in 24-hour shifts;
(k) as an executive member of the operational unit and of a special post in the direct pursuit of the professional activities of Military Intelligence.
Efficacy
This Decree shall take effect on 1 December 1999.
