laying down the activities which a doctor may carry out without professional supervision and without professional supervision on the basis of professional competence
According to § 37 (1) (j) of Act No. 95 / 2004 Coll., on the conditions for obtaining and recognising professional competence and specialised competence for the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 67 / 2017 Coll.:
§ 1
After obtaining professional competence without professional supervision and without professional supervision in the provision of health services, the doctor may:
(a) conduct a clinical examination of the patient, including the acquisition of a history and physical examination without a separate decision on the follow-up;
(b) to carry out rounds with a view to the patient's health,
(c) to work with the health service provider's information system;
(d) keep and carry out entries in the medical file;
(e) to assist the reception, transfer and release of a patient with recommendations made by a specialist physician;
(f) carry out inspection, bandages and treatment of uncomplicated wounds and decubites, including treatment of drains and drainage systems;
(g) prescribe medicinal products and medical devices on the basis of a diagnosis established by a doctor with specialised competence;
(h) in a medical institution, administer medicinal products, including blood derivatives, as indicated by a physician with specialised competence, except radiopharmaceuticals and cytostatic medicinal products, and except for the use of medicinal products intraosally, lumbar, arterial, intracardial, intraperitoneal or intraarticular;
(i) to administer transfusion products as indicated by a physician with specialised competence;
(j) provide professional first aid;
(k) within the scope of its professional competence to educate a patient, his legal representative or persons designated by him as part of preventive, diagnostic, medical, rehabilitation, dispensary and palliative care;
(l) orienting the social situation of the patient and indicating social or social welfare;
(m) to perform a puncture of peripheral veins for the introduction of peripheral venous catheters, venous blood collection or intravenous administration of medicinal products, and to perform capillary blood collection;
(n) perform bladder catheterisation in patients over 15 years of age, including the introduction of a permanent urinary catheter.
§ 2
Efficacy
This decree shall take effect on the 15th day following its publication.
