on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Togo
On 31 August 1984, the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Togo was signed in Lomé. The Agreement entered into force on 24 February 1986 pursuant to Article 11 thereof.
The Czech version of the Agreement shall be published simultaneously.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Republic of Togo
Government of the Czechoslovak Socialist Republic
and
Government of the Republic of Togo
led by the desire to develop cooperation in the fields of culture, science, education and health between the two States,
convinced that this cooperation will contribute to deepening friendly relations between the two States,
have decided to conclude this Agreement and to this end have agreed as follows:
The Parties shall promote cooperation in the fields of culture, art, science, education, mass media, film, health and sport.
The Parties shall promote cooperation and exchange of information and experience in the fields of culture, science, education, health and art, in particular:
(a) carrying out cultural, scientific, literary, artistic, film and medical exchanges;
(b) short-term exchanges of experts in education, culture, science and health;
(c) organising exhibitions, concerts and other performances of artists of the other state;
(d) translating and publishing literary and scientific works, exchanging books and other publications in the fields of culture, art, science, education and health;
(e) the exchange and presentation of films on a commercial and non-commercial basis.
The Parties shall promote cooperation in the field of sport and between the youth organisations of their States.
The Parties will, in accordance with their capabilities, provide scholarships to study at universities.
The Contracting Parties shall examine, in accordance with the provisions in force in their State, the issue of mutual recognition and equivalence of evidence of education and scientific qualifications. If they consider it desirable, they shall conclude a special agreement.
Both Parties will facilitate access to archives, libraries, museums and galleries in accordance with the provisions in force in their States.
The Parties shall facilitate the participation of representatives of the other State in congresses, conferences and international festivals held in their States.
The Parties shall promote cooperation between their States' radio and television organisations as well as the exchange of journalists and reporters.
The Contracting Parties shall, in accordance with their applicable provisions, establish the necessary conditions for the fulfilment of their tasks to the delegations and citizens of the other State, as seconded under this Agreement.
The Parties agree to negotiate, in order to implement this Agreement, specific implementation protocols for cooperation, including agreed actions, as well as their financial terms and conditions.
This Agreement shall enter into force on the date of the exchange of notes on its approval under the national law of both Parties.
This Agreement shall be negotiated for a period of five years, tacitly extended for a further period of five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current period.
Done at Lomé, 31 August 1984, in duplicate in the Czech and French languages, the two texts being equally authentic.
