on admission to higher education
The Ministry of Education of the Slovak Socialist Republic provides, pursuant to § 19 paragraph 1 of Act No. 19 / 1966 Coll., on Higher Education:
Admission to a proper study
A
Daily study
General conditions for admission
For a full study in higher education, applicants who have completed a full secondary education completed by the graduate examination and have passed the successful admission procedure at the university shall be recruited in accordance with the needs of the company; In higher education, the Dean may exceptionally waive the requirement of full secondary education if he is a candidate who has demonstrated outstanding artistic talent and has reached the age of 18.
Submission and sending of applications to universities
(1) For admission to a university in the normal school year, the applicant may submit only one application indicating the field of study chosen, the faculty concerned and the university.
(2) Applications to study at a university shall be submitted by pupils providing full secondary education on the prescribed forms to school heads by 31 March, to the higher education institutions by 31 December of the preceding year. School heads shall send them to the Dean by 15 April at the latest and to the University of Arts by 15 January at the latest. The other candidates shall send applications directly to the debtors by 15 April at the latest, to higher education institutions of the arts by 15 January.
(3) The applicant must attach to the application a medical certificate of medical fitness for university studies, taking into account the specific requirements of each field and the pursuit of the profession for which he is qualified by that study. Candidates with altered working capacity shall submit a medical certificate to the district social security assessment committee.
(4) If the application has formal deficiencies, the Dean shall invite the applicant to remove it within a reasonable time. Upon expiry of the deadline or if the application does not comply with the conditions laid down in the previous provisions, the Dean may refuse the application.
Admission procedures for universities
(1) The following procedures may be followed when applicants are admitted to study:
(a) that all tenderers who have completed a full secondary education or so shall be admitted by means of a diploma;
(b) that the results of the study obtained at the school providing full secondary education shall be evaluated together with the results of the entrance examination carried out by each tenderer or such;
(c) that, without the examination of admission, those candidates who prove to be a graduate certificate shall be accepted the results obtained in the mathematical or physical Olympics, or, where appropriate, other certificates from the secondary school in the subjects of very good benefit for the field chosen; tenderers who do not meet the conditions laid down shall still pass the admission test.
(2) The admission procedure for the school year concerned and the conditions referred to in paragraph 1 (c) shall be determined in advance by the Dean.
Admission test
(1) Admission examinations for higher education are only held after graduation. The entrance examinations may take place at the universities of the arts since 1 February. The Dean shall inform the candidate at least 14 days ahead of the date of the examinations.
(2) The purpose of the entrance examinations is to select the best candidates for the relevant field of study, based on the results of previous studies, an assessment of the overall proven skills and knowledge needed to study the chosen field and the overall personal maturity for university studies.
(3) The acceptance test usually has a part written and oral and, if necessary, a part practical. In the fields of artistic character, part of the entrance exam is a talent test. The purpose of the talent test is to assess the talent of the candidate on the basis of direct knowledge and his speech or on the basis of submitted work. The Dean shall determine the content, scope and parts of the entrance examination so that applicants can be informed in due time.
(4) Candidates shall present a military identity card (soldiers of the basic military service), an annual certificate from the last year of study and a diploma certificate (except for applicants for study in higher education).
(5) In cases where the admission examination is not part of the admission procedure, or if it is omitted [Sections 3 (1) (a) and (c)], the Dean shall invite the candidate to submit the diploma certificate and the annual diploma from the senior year of the secondary school in the original or certified copy within the time limit corresponding to the terms of the examination. The Dean may also require additional documents and data from the candidate to assess his / her assumptions for university studies.
(6) If the candidate cannot attend the entrance examination for serious reasons, in particular for illness, the receiving committee shall, at the request of the applicant, set a replacement date at the latest by the date of the examination.
(7) Reception examinations are prepared and carried out by examination committees of at least three members, their chairman and members appointed by the Dean of faculty teachers.
(8) Each examination committee shall keep a report on the admission tests, which shall record the essential facts, characterising the course and the results of the test and the overall conclusion, indicating whether and to what extent the candidate has demonstrated the preconditions for the study of the chosen field in the test. This conclusion serves as the basis for the final decision of the receiving committee and the tenderers are not notified.
Decision on adoption
(1) It organises its own admission and the acceptance of candidates is decided by the receiving committee after the completion of the entrance examinations. The Commission shall be at least five members, its chairman and the members shall be appointed by the Dean of faculty teachers. The members of the Reception Board are also chairmen of individual test committees (§ 4 (7)). The Commission shall act by a majority of its members; in the event of a tie, the vote of the President shall be decided. The decision of the Admission Board shall be communicated by the Dean to the tenderers in writing within 7 days of the completion of the total entrance examinations. The decision not to accept shall contain a statement of reasons and a statement of appeal.
(2) Applications for applicants who have not been accepted to study within the meaning of the previous provisions shall be referred by the Dean at their request to the faculty, which still has vacancies. The Admission Board of the Faculty to which the application has been submitted may in this case waive the new entrance exam. The applicant's application for the transfer of the application shall have the effect of giving up the appeal.
(3) The decision to accept a university of art in the case of tenderers who have not passed the examination (except for those referred to in § 1). If the applicant does not submit the diploma at the latest in the registration at the relevant faculty, he may not be enrolled for study.
Appeals
(1) The applicant may appeal against the decision of the receiving committee on non-acceptance within 5 days of service to the Dean. If the Dean does not comply with the appeal, he shall submit them to the Rector for decision and in the case of universities which are not divided into faculties or separate faculties, to the Ministry of Education of the Slovak Socialist Republic. Their decision is final.
(2) In the event of refusal by the Dean pursuant to Paragraph 2 (5), the provisions of the preceding paragraph shall apply mutatis mutandis.
B
Admission to study at work
Admission to study at work
(1) For admission to study at work, the provisions of Sections 1 to 6 of this Decree shall apply with the following amendments:
(a) only applicants who have performed basic military service may be admitted to study at work if they are subject to it;
(b) when deciding on admission, account shall also be taken of the applicant's practice, in particular the practice corresponding to the chosen field of study.
In the fields which require prior experience for their character, the Dean shall determine the type and length required. However, only applicants who have at least two years of experience as teachers or youth education staff may be admitted to a two-year study of teaching at primary nine-year-olds.
(2) A candidate may also be admitted to the study at work who has not been approved by the organisation in which he is employed. *)
(3) The conditions for admission to supplementary or extension studies are laid down in specific provisions.
Admission to extraordinary studies
(1) Candidates who will study only individual subjects (extraordinary studies) may also be admitted to university.
(2) Candidates for extraordinary studies must comply with the conditions laid down in Section 1 of this Decree. The Dean shall determine how applications are to be submitted and the decision to be accepted, based on the provisions of paragraphs 2 to 6 of this Order.
Transitional, common and final provisions
(1) The admission examinations for universities in 1969 will take place on the basis of the first application from 26 June to 5 July and on the basis of the second application from 7 to 15 July.
(2) In universities which are not divided into faculties, the Dean's duties under this decree are performed by the Rector; The function of the Dean is performed by the Rectorate in this case.
(3) If there is a judicial or out-of-court rehabilitation or a new admission of a candidate who has left his / her studies or a candidate who has successfully completed one university course, the Dean may accept the application beyond the deadlines and may waive the admission test in whole or in part.
(4) This decree also applies to foreign nationals, unless they are decided by the Admission Commission at the University of Prague on 17 November; foreign nationals may be admitted to universities only with the consent of the Ministry of Education of the Slovak Socialist Republic, which they will apply for when applying. Special directives apply to the admission of foreign nationals admitted to the study of commissions at the University of Prague on 17 November.
(5) Unless otherwise provided for in this Decree, the provisions of Act No. 71 / 1967 Coll., on Administrative Procedure (Administrative Regulations) apply to admission to higher education.
(6) This decree shall take effect on the day of its publication. * *)
