Regulation on health reports of regional national committees

Government Regulation
of 15 February 1949
on health reports of regional national committees.
The Government of the Czechoslovak Republic orders pursuant to § 8, § 3, point (a) and § 19, § 3 of the Act of 21 December 1948, No 280 Coll., on the Regional Establishment:
§ 1.
A health report shall be established for each Regional National Committee. The health report shall be divided into departments as necessary; the principles for such division, in particular the number of departments, are laid down by the Ministry of Health in an agreement with the Ministry of Interior.
§ 2.
(1) The health report provides the regional administration with regard to health matters; In doing so, it shall ensure that all health care services are developed in such a way that everyone is given a constitutional guarantee of health protection and that the health standards of all people are steadily increased.
(2) Without prejudice to the competence of other bodies (offices), health reports in their field of activity carry out in particular the following tasks:
1. It shall draw up and monitor the implementation of its own regional plan and cooperate with the Regional National Committee's planning report in the performance of its tasks;
2. Organises the conduct of medical research and continuously monitors health conditions in the region;
3. care for environmental hygiene in general;
4. Organises, and according to the nature of the tasks, protective and medical care for the health of the people, with particular regard to the health of the working people, mothers and children and population issues;
5. fights against communicable and social diseases;
6. Care for the protection of human health from diseases transmissible to humans;
7. Supervises the operation and coordination of health centres (national health and outpatient centres) and medical and nursing institutions, including spa institutes and facilities;
8. Manages regional hospitals and state professional institutes of treatment and nursing;
9. Care for the health education of the people;
10. Organises the monitoring of the nutrition of the people on the health side, including the inspection of meat and other health checks of animal food;
11. Care for the selection, improvement of professional standards and the effective deployment of health workers and for the handling of matters relating to the performance of their activities;
12. oversees the distribution of medicines and other medical supplies.
(3) The health report also carries out administrative criminal proceedings in its field of competence.
§ 3.
The Ministry of Health shall, in agreement with the Ministry of the Interior and other central authorities involved, issue regulations detailing the scope of the health report.
§ 4.
(1) The Auxiliary and Advisory Body of the Regional National Committee on Health Affairs is the Health Commission, which, in the performance of its task, takes particular care to coordinate the activities of all healthcare providers in the county and to prepare a draft health plan.
(2) The Health Commission shall have between 5 and 9 members, as appropriate, and the same number of alternates, who shall elect the Plenary Session of the Regional National Committee in particular from among experts. Voters are also members of the Regional National Committee. In particular, it is necessary to remember the representation of the Unified Trade Union Organisation, Central National Insurance and Military Administration (Health Services).
(3) The head of the Health Commission shall be the health officer, its head of the health report.
§ 5.
On 20 February 1949, the Regional National Committees of the Regional Health Administration (§ 2), which are still provided by the Regional National Committees, are in charge of the same type in Slovakia, which is still carried out by the Health, Industry and Trade Authorisations and the Agriculture and Land Reform Commissions.
§ 6.
This Regulation shall enter into force on 20 February 1949; They shall be implemented by the health and interior ministers in agreement with participating members of the Government.
