DECLARATION
of 23 August 2017
on the content and scope of specialised training focused on technical issues related to balsamation and preservation and the need for proof of completion
The Ministry of Local Development provides, pursuant to Article 31 of Act No. 256 / 2001 Coll., on burial and amending certain laws, as amended by Act No. 193 / 2017 Coll., ("the Act ') for the implementation of Article 10 (3) of the Act:
Content and scope of specialised training
Specialised training on technical issues related to balsamation and preservation required under Section 10 (2) of the Act (hereinafter "specialised training ') includes:
(a) the operational part of a minimum of 40 teaching hours focused on embalming and preservation procedures, on safety and health at work at a risk workplace and on health and chemical equipment issues, including preparation of fixation solutions;
(b) the anatomical part of a minimum of 40 teaching hours aimed at basic knowledge of human anatomy, autopsy techniques and the creation and development of postmortem changes;
(c) the hygiene part in the range of at least 40 lessons focused on microbiology, compliance with hygiene and epidemiological requirements, disinfection and sterilisation in preventing infections;
(d) the psychological part of a minimum of 20 teaching hours focused on basic memorial and memorial psychology, ethics and communication with survivors in the negotiation of balsamation and preservation,
(e) the economic part in the range of at least 20 teaching hours aimed at the economy of embalming and preserving, including accounting, price calculations, record keeping in balsamic and conservation operations and tax issues;
(f) the legal part of a minimum of 20 teaching hours aimed at regulating the treatment of human remains and the knowledge of selected parts of the foundations of civil, trade and criminal law relating to the implementation of balsamation and preservation;
(g) the practical part consisting of preserving and embalming at least 20 human remains; there must always be at least 3 human remains in which the autopsy has been carried out and at least 3 human remains in which the autopsy has not been carried out; at least 7 human remains for which an autopsy has been carried out and at least 7 human remains for which no autopsy has been carried out must always be successful between balsamation evaluated by the person operating the educational establishment; and
(h) the completion of the final examination.
Forms of the document of successful completion of specialised training
The evidence of successful completion of specialised training shall include:
(a) the registration number of the document;
(b) the business firm, or the name, or the name, or the names, if any, and the surname of the person operating the educational establishment, its registered office and identification number, if any;
(c) the name of the legislation under which the specialised training was carried out;
(d) details of the graduate of specialised training, the name and, where appropriate, the names and surnames, date and place of birth;
(e) the name of the specialised training for which the document is issued;
(f) the date of commencement and termination of specialised training;
(g) the total hourly grant of specialised training and the hourly grant of teaching by part;
(h) the number of preserved products and the number of balsamations carried out;
(i) the date of successful completion of the final examination;
(j) the place and date of issue of the document;
(k) the signature of the person who is entitled to act for the person operating the educational establishment.
Repeal
Decree of the Ministry of Regional Development No. 379 / 2001 Coll., which specifies the content and scope of specialised training for funeral services, embalming and preservation and crematorium operations, is hereby repealed.
Efficacy
This Regulation shall enter into force on 1 September 2017.
