determining the scope of professional competence, the conditions for obtaining authorisation to conduct a military vessel, the qualifications of the Military Examination Commissioner of Leaders of Military vessels and the model of licences to conduct military vessels and the Military Examination Commissioner of Leaders of Military vessels
In agreement with the Ministry of Transport and Communications, the Ministry of Defence provides, pursuant to § 38 paragraph 8 of Act No. 219 / 1999 Coll., on the armed forces of the Czech Republic:

ČÁST PRVNÍ

CONDITIONS FOR RECEIVING THE AUTHORISATIONS TO LEAD A MILITARY VESSEL
§ 1
(1) A person older than 18 may be the leader of a military vessel, medically and professionally.
(2) The medical fitness of the person requesting the performance of the activity of a leader of a military vessel (hereinafter referred to as "the applicant ') shall be assessed in accordance with a specific legislation. 1)
(3) The training of the applicant shall be carried out in training facilities, within the prescribed range of theoretical teaching and practical training, under the guidance of the military teacher of the leaders of military vessels.
§ 2
(1) Upon completion of the prescribed range of theoretical teaching and practical training, the applicant shall pass an examination containing the theoretical and practical part. The test shall be carried out before the Military Examination Commissioner of the Leaders of Military Vessels.
(2) In the event of a successful examination, as confirmed by the Military Examination Commissioner, the Ministry of Defence (hereinafter referred to as "Ministry") will issue the applicant with a licence to conduct military vessels for a specific category of military vessels. 2. The model of the master's licence of a military vessel is set out in Annex 1.
(3) The licence of the master of a military vessel shall demonstrate his / her competence to conduct a category of military vessel.

ČÁST DRUHÁ

SCOPE OF THE TRAINING ELIGIBILITY OF THE MILITARY VESSEL
§ 3
(1) The professional competence of a leader of a military vessel is determined by the scope of theoretical knowledge from the teaching of professional subjects and practical experience from training in navigation with a military vessel.
(2) Teaching of vocational subjects is composed of teaching
(a) rules on navigation,
(b) sailing lessons;
(c) construction of a military vessel;
(d) environmental protection;
(e) medical training.
(3) Practical training in navigation by a military vessel includes practical maintenance of a military vessel.
§ 4
Medical training and practical training in the provision of first aid shall be authorised by physicians, graduates of secondary medical schools, teachers of specialist subjects in the field of nursing and health at secondary schools, instructors, specialists and graduates of special medical training aimed at providing first aid in water.

QUALIFICATION PRESENTATION OF MILITARY TEST COMMISSION FOR MILITARY VESSELS
§ 5
(1) A professional soldier older than 22 years of age or a person older than 22 years of age may be the Military Examination Commissioner for Leaders of Military Vessels if they fulfil the following qualification conditions:
(a) secondary or higher education in technical terms;
(b) medical fitness, 1)
(c) at least four years of experience in the management of a military vessel;
(d) the completion of an expert qualification course for military test officers of leaders of military vessels completed by examination.
(2) The examination of military test officers of the leaders of military vessels is carried out by an examination committee composed of representatives of the Ministry and the State Navigation Administration.
(3) In the event of successful completion of a vocational qualification course for military testing officers of leaders of military vessels and the composition of the prescribed test, the Ministry shall issue a certificate to the military testing commissioner of leaders of military vessels. The model of the licence of the Military Test Commissioner for Leaders of Military Vessels is set out in Annex 2.
§ 6
The licence of the Military Examination Commissioner for Leaders of Military Vessels shall contain the categories of military vessels which the Military Examination Commissioner is entitled to review. The card is issued for 2 years. At the end of that period, the licence may be extended for a further period of 2 years if the military commissioner of the leaders of military vessels meets the medical fitness conditions and participates in a regular technical and methodological assembly of military test officers of the leaders of military vessels.

§ 7
Efficacy
This Decree shall take effect on 1 December 1999.
