DECLARATION
of 18 August 2016
on the transmission of statistical data by universities
The Ministry of Education, Youth and Sports provides, pursuant to § 87 (1) (g) (3) of Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (Act on Higher Education), as amended by Act No. 137 / 2016 Coll.:
Subject matter
This decree regulates the terms, structure and form in which higher education institutions (hereinafter referred to as "the Ministry ') transmit to the Ministry of Education, Youth and Sports, following the directly applicable regulations of the European Union1.
(a) details of applicants for admission to study in study programmes and of participants and graduates of lifelong learning;
(b) information from student matrices;
(c) aggregated data on university staff and their remuneration.
Transmission of statistics on applicants for admission to study
(1) Each applicant for admission to study in a Bachelor's or non-Master's programme shall be provided by the College to the Ministry with a set of data containing:
(a) the department identifier of the university and, where appropriate, the faculty, if the faculty is carrying out a study programme, and the date referred to in paragraph 2;
(b) identification of the tenderer
1. the birth number or date of birth and sex, if the birth number of the tenderer has not been assigned,
2. citizenship,
3. the municipality in which it resides on the territory of the Czech Republic, with a postal code relating to the place of permanent residence, or the State in which it resides, not including the Czech Republic,
(c) details of previous training of the tenderer:
1. the department identifier of the school in which the applicant has obtained secondary education with a graduate examination, higher vocational education or higher vocational education in the conservatory or, where appropriate, the state of prior education, if any, if it is a foreign school,
2. training or accredited training programme;
3rd year of graduation or discharge,
(d) details of the study programme for which the applicant submitted the application, including its code, the outcome of the admission procedure and, where appropriate, the entry into the study of the study programme.
(2) The data are based on the content of the tenderers' records on 31 March and 31 October. The data on 31 March shall cover only the information on applications submitted, the data on 31 October shall include the results of the admission procedure and registration.
(3) Data shall be transmitted to the Ministry within 15 days of the date referred to in paragraph 2, in accordance with descriptions of individual data structures and code lists for the transmission of individual data published by the Ministry.
(4) The descriptions of structures and code lists shall be published by the Ministry on its website not later than 3 months before the date referred to in paragraph 2.
Transmission of statistics on participants and graduates of lifelong learning or education programmes in internationally accepted courses
(1) Each participant and any graduate of the Lifelong Learning Programme (2) geared to the pursuit of a profession or recognised for further study in accredited study programmes, the total hourly grant of which is at least 50 hours, and each participant and each graduate of education in an internationally recognised course (3), shall be provided by the university to the Ministry with a set of data containing:
(a) the department identifier of the university and, where appropriate, of the faculty, where the Lifelong Learning Programme or the internationally recognised course of the faculty is implemented, and the date referred to in paragraph 2;
(b) identification details of the participant or graduate, which are:
1. the birth number or date of birth and sex, if the birth number has not been assigned to the participant,
2. citizenship,
3. the municipality in which it has permanent residence in the Czech Republic or the State in which it has permanent residence, not the Czech Republic,
(c) data on the highest education achieved;
(d) study data in the Lifelong Learning Programme or in an internationally recognised course:
1. internal code of the programme,
2. whether it is a lifelong learning programme or an internationally recognised course;
3. code expressing the content of the study according to the current statistical classification of the fields of education, the issue of which has been notified under the Act on the State Statistical Service by the Czech Statistical Offices (4),
4. length of study in months,
5. total hourly subsidy,
6. the required initial education,
7. place of teaching,
8. the code of the source of funding,
9. the code of the method of completion of the programme or course,
10. details of the purpose of training in the programme or course with regard to the acquisition or extension of qualifications, competence, profession and lifelong learning;
(e) the date of commencement of education in the Lifelong Learning Programme or an internationally recognised course and the date of completion of education in the Lifelong Learning Programme or an internationally recognised course or indication of the early termination of such education.
(2) The data are based on the content of the registrations of participants and graduates of lifelong learning programmes and internationally accepted courses for the previous calendar year, as at 31 December.
(3) Data shall be transmitted to the Ministry by 15 January of each calendar year, in accordance with descriptions of individual data structures and code lists for the transmission of individual data published by the Ministry.
(4) The descriptions of structures and code lists shall be published by the Ministry on its website not later than 3 months before the date referred to in paragraph 2.
Transmission of statistics from student matrices
(1) The university transfers the content of the student matrices to the Ministry.
(2) The data are to be transmitted according to the situation as at 31 March, 30 June, 31 October and 31 December. Data shall be transmitted by the 10th day of the following calendar month, in accordance with descriptions of individual data structures and code lists for the transmission of individual data published by the Ministry.
(3) The university shall always update the data transferred by the 23rd day of each month, and at the same time transmit new data which have not been transmitted in any of the previous collections by the end of the relevant calendar month.
(4) The collection of data referred to in paragraph 3 shall not take place in the calendar months in which the collection of data referred to in paragraph 2 takes place.
(5) The descriptions of structures and code lists shall be published by the Ministry on its website no later than 3 months before the corresponding date referred to in paragraph 2, first sentence.
Transmission of aggregated statistics on university staff
(1) For the period from the beginning of the calendar year, the College shall transmit aggregated data on employee records and aggregated information on wages and other personal costs to the Ministry, in categories by work classification, sex, nationality and budgetary composition broken down by part of the university.
(2) Data are to be transmitted to the Ministry on the last day of the calendar quarter by the 30th day of the following month.
(3) The model forms for the transmission of aggregated data referred to in paragraph 1 shall be published by the Ministry on its website by the end of the previous calendar year.
Common provision
In addition to the data transmitted, the university shall attach its telephone connection and e-mail address and the name and surname of the natural person who prepared the data for transmission.
Final provisions
The descriptions of the structures and code lists intended for the first transmission of the relevant data category under this decree will be published if it is used for the transmission of the data referred to in this Order.
(a) in Article 2 or 4, no later than 31 December 2016,
(b) in Section 3, no later than 30 September 2016.
Efficacy
This Decree shall enter into force on 1 September 2016, with the exception of Sections 1, 2 (1) to (3), 3 (1) to (3), 4 (1) to (4), 5 (1) and (2) and 6, which shall become effective on 1 January 2017.
