DECLARATION
of 19 October 2007
on the control of air-conditioning systems
According to § 14 (5) of Act No. 406 / 2000 Coll., on Energy Management, as amended, hereinafter referred to as "the Act", the Ministry of Industry and Trade provides for the implementation of § 6 (7) and (8) of the Act:
Subject matter
This decree (1) implements the relevant regulation of the European Communities (2) and provides for:
(a) the way in which the control and evaluation of the results of the control of air-conditioning systems are carried out;
(b) the scope of checks on persons carrying out the checks referred to in (a).
Regular control of air conditioning systems
(1) Regular control of the air conditioning system includes an assessment of the efficiency and performance of the air conditioning system compared to the requirements for the cooling of the building. The result of regular monitoring of the air conditioning system is a report containing findings with proposals for measures, recommendations and advice on possible improvements or exchange of air conditioning systems and alternative solutions.
(2) Control of air-conditioning systems includes:
(a) the identification of the air conditioning system to the extent specified in Annex 1 to this Regulation;
(b) assessment of the dossier, in terms of completeness, accuracy and compliance, which is:
1. the design documentation of the air conditioning system, including the initial energy balance, the design and dimensioning of the different parts of the system, the list of components of the system and the design of the measurement and regulation of individual zones and the whole system;
2. documentation of putting the system into service, that is the results of the measurement of air flows in individual system zones,
3. documentation of system changes since its entry into service;
4. operating regulations for manufacturers of air-conditioning components,
5. local operating rules, where required by the relevant regulations;
6. the operating log of the air conditioning system, if required by the relevant regulations, and other operational documentation such as records of the maintenance of refrigeration equipment, including cleaning of indoor and outdoor heat exchangers and refilling of refrigerants, records of the maintenance of air-conditioning equipment, including cleaning and exchange of filters, cleaning of heat exchangers and air-intake and air intake openings;
7. reports from earlier checks,
(c) visual inspection of the air conditioning system in accessible locations, containing:
1. identification of air-conditioning system components, including verification of compliance of installed components with project documentation;
2. checking the temperature difference between the inlet and outlet of cooling aggregates, with the fact that the temperature difference must be obvious by detecting the hand contact to the outlet and return pipes,
3. noise and vibration control when cooling aggregates run,
4. inspection of thermal insulation on coolant pipes, check of completeness and integrity of insulation,
5. control of the correct operation of the outdoor and heat air supply, including check of the freedom of air supply holes, clean surface of heat exchangers and no damage to cooling ribs, intake air filter status,
6. control of air ducts, including closing, regulating and fire flaps, check of air ducts integrity and function of flaps,
7. control of the air conditioning system including the identification of the components of the regulation, that is temperature sensors, servo-actuators and air flaps and timing devices, verification of the accuracy of the location of temperature sensors, function of servo-actuators and mechanisms of control of valves and flaps, accuracy and suitability of timing devices, verification of mutual blocking of heating and cooling control, so that current heating and cooling cannot occur;
(d) verification of the maintenance status of the air conditioning system including:
1. the detection of apparent traces of maintenance work in visual inspection of the air conditioning system;
2. maintenance and repair records with inspection of filter and heat exchangers cleaning records, aggregate exchanges, changes in equipment, general repairs and reconstructions;
3. inspection of maintenance and repair documents, including technical documentation;
(e) verification of the air-conditioning system
1. testing whether the air-conditioning equipment in operation fulfils all functions according to the supplier's instructions,
2. testing the control function of air conditioning equipment, which is carried out in operation for an essential period of time - control and regulation, that is testing the control and regulation functions, verifying the well-being of the environment in air-conditioned spaces, both by thermometer data and by subjective evaluation of building users,
3. verification (identification) of installed electricity consumption meters for fan drives, cooling compressors and other components of the air conditioning system;
4. control of the energy consumption for the air conditioning of the building (according to the meter records or the operator's operating record); where the energy consumption for air conditioning is not evaluated, expert evaluation shall be carried out using established data on the input and operational time of the main appliances.
Air-conditioning system control report
(1) The report on the control of the air conditioning system contains:
(a) identification of the air-conditioning system of the building;
(b) an assessment of the outcome of the visual inspection of the air conditioning system;
(c) an assessment of the state of affairs of any documentation that may be carried out using and referring to the service and review reports submitted;
(d) assessment of the level of maintenance of the air conditioning system;
(e) assessing the regulation of the air conditioning system;
(f) proposals for measures to address potential deficiencies, proposals for possible improvements or exchanges of the air conditioning system and proposals for alternative solutions that respect cost-effectiveness and feasibility.
(2) The model of the report on the control of the air conditioning system is set out in the Annex to this Regulation.
(3) Regular monitoring of air conditioning systems does not replace checks and revisions carried out under specific legislation.3)
Examination of persons carrying out checks
The scope of the examination is defined by the following test question circuits:
(a) Act No. 406 / 2000 Coll., on Energy Management, as amended,
b) Decree No. 277 / 2007 Coll., on control of air conditioning systems,
(c) technical issues concerning energy efficiency;
(d) maintenance of air conditioning systems and verification of functional capabilities;
(e) regulation of air conditioning systems;
(f) evaluation of air conditioning systems and their adequacy with the requirements for building cooling;
(g) proposals for measures and alternative solutions;
(h) economy and efficiency assessment.
Efficacy
This Decree shall take effect on 1 January 2009, with the exception of Article 4, which shall take effect on 1 November 2007.

Model air-conditioning system control report
1) It is issued on the basis and within the limits of the law in which the relevant directive of the European Communities has already been reflected.
2) Directive 2002 / 91 / EC of the European Parliament and of the Council on the energy performance of buildings.
3) For example, Decree No. 91 / 1993 Coll., to ensure the safety of work, or Decree No. 101 / 2005 Coll., on more detailed requirements for workplace and working environment.
