determining the scope of the training of drivers of vehicles of the armed forces of the Czech Republic, the qualifications of the military test commissioner of drivers and the models of the military driving licence and the licence of the military test commissioner of drivers
In agreement with the Ministry of Transport and Communications, the Ministry of Defence provides in accordance with § 37 paragraph 9 of Act No. 219 / 1999 Coll., on the armed forces of the Czech Republic:
TRAINING THE ROAD OF VEHICLES OF THE STRENGTH OF THE CZECH REPUBLIC
Preliminary provisions
(1) The preparation of drivers of vehicles of the armed forces of the Czech Republic ("driver") is aimed at obtaining:
(a) the relevant category of driving licence, 1)
(b) a military driving licence for the relevant categories of licence to drive vehicles of the armed forces of the Czech Republic ("the vehicle of the armed forces").
(2) Driver training is carried out in training facilities of military and civil motor schools. 2) Part of the training of drivers may be carried out in military driving school. The remaining part of the training of drivers may be contractually secured in a civil driving school at the decision of the department commander. In such a case, the military driving school shall act as a parent and shall demonstrate to the applicant for the relevant category of driving authorisation (1) for testing.
(3) The training of drivers shall include soldiers and civil servants for whom the driving of vehicles of the armed forces is necessary for the performance of the duties, if any, planned and fit for the driving of vehicles of the armed sil.3)
(4) The training of drivers respects the technological nature of teaching technical subjects. Practical training shall be carried out on a technique corresponding to the technical development of vehicles introduced into the armed forces. This also applies to simulation and training techniques.
Scope of driver preparation to obtain a group of driving licences
Specific legislation applies to the preparation of drivers to obtain the relevant category of driving authorisation (1) and to conduct proficiency tests (4).
Scope of driver preparation to obtain a military driving licence
(1) Driver training to obtain a military driving licence is carried out in training facilities of military and civil driving schools and holders of the relevant category of driving authorisation are included in driver training (1)
(2) The preparation shall include the teaching of regulations on road traffic, road safety, vehicle construction, environmental protection, medical training, rules on the operation of vehicles of the armed forces, driving theory and driving techniques, practical training in the management and maintenance of vehicles of the armed forces. Practical training in driving and driving techniques of vehicles of the armed forces shall be aimed at the specificity of the performance of the tasks of the armed forces. The scope of teaching and practical training is set out in Annex 1.
(3) The training of drivers to obtain a military driving licence shall be authorised only by the holders of a certificate for driver's teachers, to the extent specified in the certificate. 5)
(4) Medical training and practical training in the provision of first aid are authorised by doctors and graduates of secondary medical schools, teachers of specialist subjects in the field of nursing and health care in secondary medical schools, instructors, specialists and graduates of special medical training aimed at teaching in a training facility.
(5) The training of drivers shall be completed by an examination of the theoretical and practical part carried out by the military test commissioner of drivers. The theoretical part consists of a test of road traffic regulations and the operation of vehicles of the armed forces. The practical part consists of a test of practical maintenance and control of a vehicle of the armed forces. Special legislation shall apply mutatis mutandis to the conduct of tests. 6)
(6) In the event of a successful examination, the Military Police shall issue the driver with a military driving licence indicating the relevant group of licences to drive vehicles of the armed forces and the relevant type of military combat vehicle. The model of the military driving licence is set out in Annex 2.
Preparation of drivers to drive military combat vehicles
(1) In the preparation of drivers for driving military combat vehicles on a belt chassis, holders of a driving licence of category B or T are included; 1) in the preparation of drivers for driving military combat vehicles on a wheeled chassis, holders of a driving licence of category C.1 are included)
(2) Paragraph 3 (2) to (6) shall apply mutatis mutandis to the preparation and completion of the preparation of military combat vehicle drivers.
Improvement training for drivers of vehicles of the armed forces
(1) Improving driver training shall be used to increase professional readiness and shall be carried out once in a calendar month for drivers who have not driven at least 50 km with a vehicle of the armed forces in a calendar month or with a military combat vehicle of at least 20 km. These drivers shall have practical training in their driving for at least two hours.
(2) The content of improved driver training is the training of road traffic regulations, road safety, environmental protection, medical training, driving theory and driving technique, vehicle maintenance and rules on the operation of vehicles of the armed forces.
(3) Improving driver training shall be authorised only by the holder of the certificate for driver teachers, to the extent specified in the certificate.
Review of competence to drive vehicles of the armed forces
(1) Upon a decision of the competent administrative authority, the military examiner of drivers shall check the competence to drive vehicles of the armed forces of the driver to which the military driving licence has been withdrawn (7), to the extent specified for obtaining the military driving licence.
(2) If the driver has not benefited from a proficiency check in a sub-test, he may only repeat the sub-test once. The repeated partial test may be carried out in at least five working days. If it does not benefit in the first test in two partial tests, it cannot repeat the tests. If the driver fails a repeated partial test, the military examiner shall inform the competent administrative authority of the incompetence of the driver to drive vehicles of the armed forces.
(3) The Military Police shall inform the competent administrative authority of the Czech Republic Police 8) of the incompetence of the driver to drive vehicles of the armed forces, stating the reasons.
QUALIFICATION PREPARATIONS OF MILITARY TESTS
(1) Only a member of the Military Police, who is disabled, is entitled to drive category C and E or D and E, (1) with at least five years of experience, and holds a certificate for drivers' teachers and has successfully completed a professional qualification course for the Military Test Commissioner for Drivers.
(2) The training course of the Military Test Commissioner of Drivers is completed by an examination before a commission appointed by the Chief of Staff of the Army of the Czech Republic.
(3) In the event of successful completion of the vocational qualification course and the passing of the examination, the Military Police shall issue a licence to the Military Test Commissioner for Drivers (hereinafter referred to as the Commissioner's Certificate). The model of the Commissioner's card is set out in Annex 3.
(4) The document of the Commissioner shall indicate the items which the Military Test Commissioner is entitled to examine. The Commissioner's card is issued for a period of 1 year. At the end of that period, the Commissioner's licence may be extended by 1 year if the Military Test Commissioner of Drivers complies with the qualification conditions referred to in paragraph 1 and has successfully completed an improvement course each year for the Military Test Commissioner of Drivers, which ends with an examination.
TRANSITIONAL AND FINAL PROVISIONS
In the case of military personnel engaged in the activity of a military vehicle driver until the entry into force of this Ordinance and holding the relevant driving authorisation (1) indicated on the driving licence, the Military Police shall issue a military driving licence indicating the relevant category of entitlement to drive vehicles of the armed forces.
Efficacy
This Decree shall take effect on 1 December 1999.

For military combat vehicles on wheeled chassis, the minimum number of practical journeys is 160 km.
For military combat vehicles on a belt chassis, the minimum number of kilometres shall be:
- on a driving coach of 40 km.
- Practical driving 80 km.
The number of hours planned is minimal.
