DECLARATION

determining the quantities of substances harmful to or threatening the Earth's ozone layer intended to ensure essential needs
The Ministry of the Environment provides pursuant to § 5 (8) (b) of Act No. 86 / 1995 Coll., on the protection of the ozone layer of the Earth:
The total annual quantity of substances, including those contained in products that may be manufactured or imported for the purpose of ensuring essential needs1) in the field of the protection of the health and life of humans, state defence and safety, safety of air traffic and nuclear installations, research and development (including laboratory use), for 1996 and 1997, is set out in the Annex to this Decree.
The Decree of the Ministry of the Environment No. 14 / 1995 Coll., establishing the list and quantities of substances and products used in health care in acute life threats not covered by the provisions of Sections 2 (1) and 3 (1) and 3 (2) of Act No. 211 / 1993 Coll., and the time when their imports are terminated, is hereby repealed.
This Decree shall take effect on 1 January 1996.

Reserve
The quantity of substances set out in Parts I to IV which cover the necessary planning uses shall be added to the reserve for exceptional use (e.g. to restore the stocks of fire extinguishers after fire) of a total of 15 000 kg per calendar year.
