Regulations issuing certain provisions on acetylene gas equipment

Government Regulation
of 20 December 1949
laying down certain provisions concerning equipment for the manufacture of acetylene gas.
The Government of the Czechoslovak Republic orders pursuant to § 41, § 2, point (c) of the Act of 27 October 1948, No 241 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan), and § 74a), § 1 of the Trade Code and § 102, paragraph 6 of the Trade Code:
§ 1.
(1) The excess pressure of gas in the acetylene gas production apparatus shall not exceed 0,1 atmosphere for lighting apparatus, 1,5 atmosphere for special technical purposes.
(2) Apparatus for the production of acetylene gas for special technical purposes must, with regard to their strength, correspond to the pressure applied. Each apparatus shall be equipped with at least one reliable insurance valve and manometer at which the highest permitted operating pressure is indicated by a red indelible line, as well as a standard control manometer attachment. The manufacturer shall submit in duplicate to the Technical Supervisory Association, in Slovakia, the relevant Regional National Committee, before the manufacture of these instruments is started, to examine the calculation of their strength, supported by a drawing.
(3) Before use, each plant for the production of acetylene gas for special technical purposes shall be subjected to a water pressure test by the manufacturer which is at least one atmosphere greater than the operating excess pressure. The water pressure test shall be repeated at least every five years for the user. In addition, the apparatus shall be subjected to an internal inspection at least once every two and a half years at the user. Tests and internal examinations are carried out by the Technical Supervisory Association, in Slovakia by the relevant Regional National Committee; The results of pressure tests and internal inspections shall be recorded in a certificate issued and supplied by the apparatus manufacturer.
§ 2.
Apparatus for the production of acetylene gas for special technical purposes for which the excess pressure exceeds 0,5 atmosphere and which are already in operation shall be subjected to the pressure test referred to in Article 1 (3) within six months of the date of application of this Regulation.
§ 3.
The provisions of § 25 of the Ministerial Decree of 10 September 1912, No 185 of the Act on the Production and Use of Acetylene and on the Circulation of Carbide, and § 25 of the Decree of 26 May 1925, No 123 Coll., on the Production and Use of Acetylene and on Trade in Carbide are deleted.
§ 4.
This Regulation shall enter into force on 1 February 1950. to be carried out by the Minister for Industry.
