DECLARATION
of 19 October 2007
on the control of the efficiency of boilers
The Ministry of Industry and Trade provides pursuant to § 14 (5) of Act No. 406 / 2000 Coll., on Energy Management, as amended, ("the Act ') for the implementation of § 6 (2) to (5) of the Act:
Subject matter
This decree (1) incorporates the relevant part of the Regulation of the European Communities (2) and provides:
(a) the frequency, scope and method of checking the efficiency of boilers with a rated output of between 20 kW and 200 kW including and above 200 kW used for heating buildings located in these buildings (hereinafter referred to as "periodic check of boilers");
(b) an assessment of the efficiency of boilers over 15 years of age with a rated output of more than 20 kW, an assessment of the size of the boiler or boilers in relation to the requirements exclusively for heating of the building, including the control of the internal thermal energy distribution in that building (hereinafter referred to as "one-off boiler inspection"),
(c) the scope of checks by persons carrying out periodic and one-off checks on boilers referred to in (a) and (b).
Definition of terms
For the purposes of this decree:
(a) by direct method of determining the efficiency of the boiler, the ratio of the amount of heat transmitted to the heat carrier to the amount of heat brought to the boiler by fuel and air in the same period of time;
b the indirect method of determining the effectiveness of the determination of individual losses as a percentage of the technical standard (3).
Common provisions for periodic inspection of the boiler and one-off inspection of the boiler
(1) The efficiency of the boiler determined by direct or indirect method shall be assessed by comparing the efficiency of the boiler with that of a specific legal or technical standard (4) and by expert evaluation of the deviations found.
(2) The result of the periodic inspection of the boiler and the one-off inspection of the boiler is a report containing findings with proposals for measures, recommendations and advice on possible improvement or replacement of the boiler and alternative solutions.
(3) Regular inspection of the boiler or single check of the boiler includes:
(a) identification of the boiler;
(b) the verification of the documentation assessing its completeness, in accordance with a dossier which is in particular:
1. the design documentation of the boiler room and heating system of the building,
2. the boiler manufacturer's operating regulation,
3. the operating rules of the boiler room, where required by the relevant regulations,
4. instructions for operation, operation, maintenance and use of the heat system according to the relevant technical standards;
5. boiler operating documentation and other operational documentation;
6. reports from earlier inspections and revisions,
7. demonstration of operator qualification,
(c) visual inspection of the boiler containing:
1. inspection of leakage and leakage of fuel or heat carrier;
2. control of the external condition of the boiler, including insulation, shedding and leak of the combustion tract of the boiler, including the flue-pipe and its connection to the chimney;
3. pollution control of combustion chamber, burner and heating surfaces;
4. checking the functionality of fittings and the condition of other parts requiring regular maintenance;
5. checking the chemical quality of the heat transfer medium, in particular the purity of circulatory water,
6. checking the accuracy of measuring instruments data and the accuracy of their calibration;
7. control of the boiler controls and control system according to the boiler manufacturer's instructions and according to the heat system project, including protections and blockades;
(d) verification of boiler maintenance status including:
1. detection of apparent traces of maintenance work in the visual inspection of the boiler,
2. inspection of maintenance and repair documents;
(e) verification of the functional capabilities of the boiler, in particular:
1. testing whether the boiler is in operation to perform all functions according to the supplier's and the project's instructions, i.e. performing a functional test;
2. testing the functional capabilities of the boiler in operation, where sufficient heat energy is provided for the necessary time;
3. for gaseous and liquid fuel boilers, verification of maximum and minimum power and automatic operation at normal operating power.
(4) In order to determine the efficiency of boilers, the results of the regularly assessed efficiency of the boiler can be taken over according to the operating records of the installed equipment5). In such a case, the results received and the method of their detection shall be assessed by the person carrying out the check.
(5) Disposable boiler checks and periodic boiler checks shall not apply to heating boilers and hot water preparation where the output of the heating boiler is less than 20 kW and to all boilers installed in family houses and intended to be supplied with heat and hot water exclusively to the family house.
(6) The regular inspection of the boiler or the one-off inspection of the boiler shall not replace checks, revisions and the like carried out under specific legislation6).
Regular boiler checks
(1) Regular checks on boilers shall be carried out to determine whether the operation, maintenance, management, regulation and efficiency of the boiler are in line with the approved state energy concept and sustainable development strategy.
(2) Regular checks on boilers shall be carried out at least 1 times per 2 year for coal boilers and liquid fuels up to and including 200 kW and 1 times per 4 year for gas boilers up to and including 200 kW; for boilers over 200 kW with a frequency according to the special legislation5).
(3) The dates of the frequency of checks are calculated from the date of entry into force of this Decree.
Disposable boiler checks
(1) A one-off check of boilers shall be carried out to determine whether the operation, maintenance, management, regulation, state of internal thermal energy distribution, the dimensioning of the boiler in relation to the heat energy requirements used exclusively in the building for heating and hot water preparation and the efficiency of the boiler are consistent with the approved state energy concept and sustainable development strategy.
(2) The assessment of the results of the internal heat distribution control shall be carried out in accordance with the implementing legislation7) and the assessment of the dimension of the boiler relative to the heat energy requirements used exclusively in the heating and hot water building according to the method set out in Annex 1 to this Regulation.
(3) The internal thermal energy distribution control shall include:
(a) verification of the completeness, accuracy and compliance with the documentation of the central heating internal heating energy distribution system and the preparation of hot water, including its regulation, which includes:
1. the design documentation of the heating system of the building and the hot water preparation equipment,
2. operational regulations of the plant manufacturers;
3. local operating rules, where required by the relevant regulations;
4. instructions for operation, operation, maintenance and use of the heat system according to the relevant technical norem8),
5. documentation of any changes and reconstruction;
6. the operating log, if required by the relevant regulations,
7. maintenance and repair reports;
8. Reports of earlier inspections and revisions,
(b) visual inspection of internal thermal energy distribution and internal hot water distribution containing:
1. identification of the functional scheme of the internal thermal energy distribution system;
2. the location of the main components of the thermal energy distribution, including control elements;
3. control of the heat system controls and control system according to the instructions for operation, operation, maintenance and use of the heat system, internal temperatures, heating curves, temperature attenuation,
4. identification and assessment of the thermal energy spatial emission equipment through heating bodies;
5. heat insulation inspection of thermal energy distribution,
6. the quality control of the heat-bearing medium including the purity of circulatory water in the system;
(c) an evaluation of the maintenance of the internal heat and hot water distribution system, including, in particular, the detection of apparent traces of maintenance work in visual inspection and inspection of maintenance and repair documents;
(d) comparison of the design and actual use of the building,
(e) a comparison of the design and actual use of internal thermal energy distribution and spatial energy emission equipment;
(f) the determination of the present state of the heating capacity requirement of the building and the hot water requirement if its preparation is provided by a controlled boiler.
(4) In the case of one-off checks of boilers in buildings whose consumption of hot water is partly or fully secured by a controlled boiler, the requirement for hot water preparation shall also be included in the heating requirements. Account shall also be taken of the current use of the building.
(5) The frequency of the checks referred to in Article 4 (2) also applies to boilers subject to one-off checks, provided that no proposals were made at the time the frequency of the checks was reported for measures from the report on one-off boiler inspection.
Report on one-off boiler check and periodic boiler check
(1) Existing valid supporting documents will be used to prepare a report on one-off boiler inspection or periodic boiler inspection
(a) assessment of the boiler and boilers in terms of safety of work or requirements for the workplace and working environment;
(b) boiler service protocols including burner and boiler accessories;
(c) review reports for connection to energy sources and distribution of energy sources;
(d) revision of the combustion pathways;
(e) emission measurement protocol;
(f) operating records and calculation of efficiency by operators (5);
(g) energy audit of the energy economy and buildings.
(2) A report shall be drawn up on the outcome of the periodic inspection of boilers or the one-off check of boilers, which shall include:
(a) identification of the boiler and heating system;
(b) an assessment of the outcome of the visual inspection of the boiler and, in the case of a single check of the boiler, of the internal thermal energy distribution;
(c) a summary of technical data on the control of the efficiency of the boiler and the result of the comparison (4);
(d) an assessment of the state of all the documentation referred to in Article 3 (3) (b);
(e) an assessment of the level of boiler maintenance and, in the case of a one-off check of boilers and internal thermal and hot water distribution,
(f) an evaluation of the boiler's regulation function and, in the case of one-off checks of boilers and internal heat distribution, whether the temperature values of the heat transfer substance at the output of the boiler and at the input to the internal central heating distribution correspond to the design parameters depending on the outdoor temperature, the timing of the temperature attenuation and the temperature and circulation of hot water are regulated;
(g) recommendations including qualified proposals for measures to address any deficiencies identified in the evaluation of the documentation, in the assessment of the outcome of the visual inspection, in the assessment of the level of maintenance and in the determination of the efficiency of the boiler and in the case of a one-off check of boilers in the determination of its efficiency, in the assessment of internal thermal energy distribution and in the accuracy of the dimension of the boiler or boilers in relation to the requirements of the building, advice on boiler replacement, changes in heating systems and alternative solutions that respect cost efficiency and feasibility;
(h) the date of the next inspection.
(3) The model of the report on the one-off inspection of the boiler with proposals for action is set out in Annex 2 to this Decree.
(4) The model of the report on the periodic inspection of the boiler with proposals for action is set out in Annex 3 to this Decree.
Examination of persons from the details of carrying out boiler checks
(1) The scope of the examination is defined by these test question circuits
(a) Act No. 406 / 2000 Coll., on Energy Management, as amended,
(b) Decree No. 276 / 2007 Coll., on the control of the efficiency of boilers,
(c) technical issues concerning energy efficiency;
(d) measurement and detection of boiler efficiency, direct and indirect methods, standards,
(e) the regulation of boilers and heating systems;
(f) evaluation of the identified effectiveness and proposals for action;
(g) economy and efficiency assessment.
Efficacy
This Decree shall take effect on 1 November 2007.

Method of dimensioning the boiler in relation to the requirement for heating the building and the need for hot water
Method of comparing average power with rated boiler or boiler power
The energy of the consumed fuel Qf for the defined time interval tm i.e. the average power must be compared with the installed boiler power, Pn boiler room. The energy of the consumed fuel includes heat consumption for central heating and hot water. The Lav ratio of average power to rated power is determined by the relation:

The reference values for Lav are set out in the table below:

The reference values characterise the appropriate boiler size, boiler room. From the Lav value calculated as described, it is possible to assess whether the boiler or boiler room is properly dimensioned. The Lav value shall not be lower than the values given in the table.
The result as described shall be verified by comparing the installed boiler power, boiler room with the sum of the installed output of all radiators in the building heating system.

1) It is issued on the basis and within the limits of the law in which the relevant directive of the European Communities has already been reflected.
