Decree of the Ministry of Agriculture on agrochemical testing of agricultural soils and soil properties of forest parcels

on agrochemical testing of agricultural land and soil characteristics of forest parcels
According to Article 16 (d) and (e) of Act No. 156 / 1998 Coll., on fertilizers, soil aids, plant aids and substrates and on agrochemical testing of agricultural soils (Fertilizers Act), the Ministry of Agriculture provides:
§ 1
Sampling of agricultural soils
(1) Soil samples for the purpose of agrochemical testing of agricultural soils shall be taken in the period from 1 February to 31 May and in the period from 1 July to 30 November of the calendar year.
(2) A sample for agri-chemical testing of agricultural soils is taken on agricultural land exclusively by probing rod, at least 30 puncture marks spread evenly across the area of the parcel with the same crop and single fertilisation.
(3) The area and depth for one sample of agrochemical testing of agricultural soils is on average
(a) for arable land in the potato and mountain areas 7 ha and for arable land in the beet and maize areas 10 ha. Sampling shall always be carried out at the depth of the eagle, but the deepest shall be 30 cm,
(b) for permanent grassland in the potato and mountain areas 7 ha and for grassland in the beet and maize areas 10 ha. The sampling shall be carried out at a depth of 15 cm, with the grit layer of the soil being removed from the probe rod used,
(c) for hops 3 ha. The sampling shall be carried out at a depth of 40 cm, with the soil being removed from the probe rod used,
(d) for vineyards 2 ha. Sampling shall be carried out separately from layers of soil to a depth of 30 cm and from 30 cm to 60 cm,
(e) for intensive sets of 3 ha. Sampling shall be carried out at a depth of 30 cm.
(4) The monitoring of agricultural soils consists of a set of permanent monitoring areas of 25 x 40 m The central control and testing institute of agriculture (hereinafter referred to as "the Institute ') shall carry out soil sampling from these areas at regular intervals from two to three horizons depending on culture. The basic sampling interval is 6 years. Four composite soil samples from each horizon shall be taken from all monitoring areas.
(5) Depth of soil sampling for the purpose of monitoring agricultural soils for individual cultures
(a) for arable land, samples shall be taken from a depth of 0 to 25 cm and submersible from a depth of 35 to 60 cm, the transition layer between horizons being excluded from sampling;
(b) in the case of permanent grassland, the sampling shall be carried out separately from the soil layers up to 10 cm (bottom layer), the topsoil layer being removed from the collection, the 11 to 25 cm layer and the 26 to 40 cm layer;
(c) for fruit orchards and vineyards, a sample of 30 cm deep and a second of 31 to 60 cm deep shall be taken;
(d) in the case of hops, the upper 10 cm of soil shall be excluded from collection and the second shall be taken from a depth of 11 to 40 cm and a depth of 41 to 60 cm.
(6) The Institute shall publish the details of the sampling methods on its website.
Identified characteristics of agricultural soils
§ 2
(1) The soil samples for agri-chemical testing of agricultural soils shall be collected:
(a) soil reactions, carbonate content and liming requirements;
(b) the content of accessible phosphorus, potassium, magnesium and calcium,
(c) the cation exchange capacity by the totality method.
(2) In soil samples from parcels where there are increased demand for trace elements, the copper, zinc, manganese, iron, boron and molybdenum content is also selected.
(3) In soil samples from selected interest areas and intensely managed areas, parameters characterising organic soil matter are selectively defined.
(4) Agrochemical testing of agricultural soils and monitoring of risk elements and substances includes:
(a) the detection of the results of chemical analyses of the individual parcels tested, including the average values of those results;
(b) agronomic evaluation of the state of the individual parcels tested;
(c) an assessment of the development of agrochemical properties of the agricultural soils tested continuously and over a period of 6 years;
(d) identification of the current state of contamination of agricultural land, including keeping a list of contaminated parcels;
(e) identification and evaluation of the continuous results of monitoring agricultural soils, focusing on the protection of the food chain against the inputs of undesirable substances.
(5) In the cases provided for in the fertiliser law, agrochemical testing of agricultural soils shall also cover microbiological and physical analyses.
(6) In soil samples from the monitoring of agricultural soils and from parcels at risk of entry of undesirable substances into the food chain or if there is damage to soil fertility, the Institute shall monitor the selected risk elements and risk substances listed in Annex 1 to this Decree. Depending on the specific risk, the Institute shall assess and evaluate parameters other than those listed in Annex 1 to this Decree.
§ 3
(1) For chemical, physical and microbiological analyses of agricultural soils, the methods set out in Annex 2 to this Decree are used.
(2) The responsible body responsible for the chemical analysis of soil samples, if these analyses are not provided by the Institute, shall transmit the report on the results of the analyses of the Institute in the format prescribed by the Institute within 1 month of the receipt of the samples, the sampling report and the map material.
(3) The criteria for assessing the results of chemical analyses of agricultural soils are set out in Annex 3 to this Regulation.
§ 4
Soil sampling of forest land
(1) A minimum organic layer consisting of 3 horizons (opacity, fermentation and humus horizons) shall be taken from each sampling point from an area of 25 x 25 cm. The sampling shall be carried out quantitatively up to an interface with the mineral soil.
(2) A minimum sample shall be taken from the same place from a minimum depth of 10 cm and from a depth of 10 cm to 40 cm.
(3) The soil samples collected, including the characteristics of the sampling point (co-ordinates, description of the crop and the conditions at the sampling point), shall be transmitted to the Institute for analysis.
§ 5
Soil characteristics of forest land found
(1) The analysis of soil samples shall determine:
(a) in organic horizons, the weight level of the organic layer, the soil reaction (pH), the organic matter of the soil, phosphorus, potassium, calcium and magnesium, or other soil properties, if local conditions so require;
(b) in soil reaction mineral horizons (pH), oxidable carbon, total nitrogen, available nutrients and, where appropriate, other soil properties, if local conditions so require.
(2) The methods set out in Annex 2 to this Decree shall be used for chemical, physical and microbiological analyses of forest parcels.
§ 6
This Decree shall take effect on 1 January 1999.
