DECLARATION
of 20 October 2015
establishing diplomatic and consular degrees and the procedure for granting and lending them
According to § 8 (2) of Act No. 234 / 2014 Coll., the Ministry of Foreign Affairs provides:
Diplomatic and consular rank
(1) For civil servants in the service "Foreign relations and services1)" assigned to a post or appointed to a post in the Ministry of Foreign Affairs (hereinafter referred to as "the specified field of service"), they are used in accordance with international practice for the performance of the service in the order of the lowest to the highest diplomatic rank
(a) Attaché,
(b) the III. Secretary,
(c) the II. Secretary,
(d) the First Secretary,
(e) the Council,
(f) a radar envoy,
(g) the Ambassador.
(2) For civil servants in a specified field of service in consular offices, in accordance with the international contract (2), the following are used in order from the lowest to the highest consular rank:
(a) consular director for the rank of Attaché,
(b) the Vice-Consul for the rank of the II. and II. Secretary,
(c) a consul for rank I of the Secretary and Council,
(d) Consul General for the ranks of the Council- Ambassador and Ambassador.
Procedure for the award of diplomatic degrees
(1) A civil servant in a specified field of service may request the service authority to grant diplomatic rank.
(2) If a civil servant fulfils the conditions and requirements of the specified service (3) for the award of a diplomatic rank, the service authority shall grant him the appropriate rank.
Procedure for granting diplomatic and consular posts
(1) In order to carry out their duties properly and to protect civil servants in the specified field of service, they may be given diplomatic and consular rank for the period of secondment for the performance of foreign service.
(2) Diplomatic qualifications are also granted to the Head of the Service of the Ministry of Foreign Affairs for the duration of the service as Head.
(3) Diplomatic and consular degrees are conferred by the service authority according to the characteristics of the post.
(4) The day on which the President of the Republic entrusts a civil servant in a specified field of service as an extraordinary and authorised ambassador of the Czech Republic, the diplomatic rank of the Ambassador shall also be conferred on that official, provided that he has not previously been awarded that rank.
Efficacy
This Decree shall take effect on 1 November 2015.
