DECLARATION
of 30 May 2006
establishing a list of military material for the purposes of the Public Procurement Act
The Ministry of Defence provides, pursuant to § 159 (2) of Act No. 137 / 2006 Coll., on Public Procurement ("the Act '):
The decree shall specify:
(a) the list of military equipment required to ensure the defence or security of the State pursuant to Article 18 (1) (c) of the Act;
(b) a list of military equipment intended for the armed forces of the Czech Republic pursuant to § 18 (2) (i) of the Act.
(1) The list of military equipment referred to in Articles 18 (1) (c) and 18 (2) (i) of the Act includes:
(a) handguns and gun-guns, other than hunting and sporting weapons:
1. rifles, carbines, revolvers, pistols, machine guns, machine guns and grenade launchers,
2nd flamethrower,
(b) artillery equipment, weapon assemblies and smoke and gas discharge equipment:
1. cannons (cannons, howitzers, cannon howitzers, howitzers), mortars, rocket launchers, labeled, anti-tank and anti-aircraft weapons (launchers),
2. military technical equipment for the discharge of smoke and gas;
(c) ammunition intended for the weapons referred to in points (a) and (b), including components of ammunition, blocks, sources, preparations and packaging, cartridges, containers, containers and equipment specially designed for the use of explosives;
(d) bombs, torpedoes, missiles, missiles, missiles, pyropatrons, blast targets, cluster (container) munitions, mines, grenades, pyrotechnic devices, signal and lighting equipment, explosive devices including radio initiation devices for remote launch;
(e) instruments and apparatus specially designed for the handling, detonation, destruction, detonation or detection of military material referred to in (d);
(f) command and control systems including subsystems, fire control systems, components and accessories therefor, as follows:
1. computer techniques for fire control (hardware and software) including systems for distinguishing and evaluating targeted targets and data transmission;
2. systems for measuring target coordinates, rangefinders, position indicators and altimeters;
3. electronic, light, infrared (electrooptical), thermal, optical and acoustic observation and targeting equipment;
4. missile guidance, radar equipment and equipment for detection or identification of own or foreign targets, electronic, electrooptical, thermal, gyroscopic, acoustic and optical targeting equipment for military use day or night;
5. aerial and weapon sight and periscope,
(g) Belt, wheeled vehicles, vehicles and containers specially designed for the performance of defence or State security tasks:
1. tanks,
2. armored transporters,
3. military vehicles, armed or armored, including amphibious vehicles;
4. armored trains,
5. special military vehicles, special purpose vehicles and trailers,
6. military rescue vehicles,
(h) radioactive devices and sources of ionising radiation, toxic chemicals and their precursors, risk biological agents and toxins intended to ensure the defence or safety of the state and their handling, dissemination, detection, identification and disposal;
(i) explosives, including dust fillings, incendiary mixtures and liquid or solid propellants, specially designed and constructed to protect or protect the state;
(j) ships, their special equipment and other manageable floating bodies which have been designed, constructed or modified to carry out defence or state security tasks;
(k) the aviation technology and its equipment to ensure the defence or security of the State:
1. aircraft, helicopters and unmanned aircraft specially designed or modified;
2. aircraft engines,
3. aircraft or helicopter equipment specially designed;
4. weapon systems and other systems for aviation technology referred to in point 1;
5. ground equipment for the equipment referred to in point 1;
(l) electronic material intended to ensure the defence or security of the State:
1. electronic communications networks and electronic communication equipment,
2. electronic combat systems - jammers, receivers, jamming protection systems, signal source sights including special types of command and control systems for jammers;
3. security devices for processing and protecting data, transmission and signal lines,
4. identification, authentication, reading, filling and other data-processing devices,
5. active and passive radiolocation systems and downstream data processing systems;
6. radio transponders and radio beacons,
7. detection seismic, acoustic, magnetic and electromagnetic sensors of the presence of live force and technology,
8. satellite technology (exploration, navigation),
9. sound detection (sound level stations) and topographical connection techniques;
(m) weapon systems using directed energy or kinetic energy:
1. Specially designed laser systems that cause destruction or missed targets, systems that produce particle bundles and high power radio frequency systems capable of destruction or missed targets;
2. specially designed components, equipment specially designed for the detection and identification of the systems referred to in (a);
3. weapons systems designed to destroy or cause missed targets, test and evaluation operations, including instrumentation;
4. subsystems designed for use in the abovementioned systems;
5. measuring and diagnostic techniques for the development of the weapon systems mentioned above,
6. non-lethal and cold weapons,
n. Photographic, optoelectronic and other imaging equipment and apparatus, as follows:
1. aerial survey cameras, film-processing machines, other cameras and optoelectronic imaging equipment operating in different frequency spectrum areas, including imaging radar sensors, whether recorded or transmitted through data connections;
2. specialised camera and optoelectronic imaging equipment;
(o) special equipment to simulate and evaluate military situations:
1. military types and systems of simulators and trainers, including weapon and imaging systems;
2. special hardware and software equipment for simulators, trainers, evaluation and transmission equipment, product development, production and use;
p. Other equipment, equipment, technology and materials, and specially designed components therefor, as follows:
1. parachutes and parachute material;
2. specially manufactured materials for overcoming obstacles;
3. electrically and mechanically propelled headlamps,
4. devices for protection against the effects of military material referred to in (c), (d), (h), (i), (l) and (m);
5. special equipment,
(q) specific parts of material not covered by points (a) to (p), if these are necessary to ensure the defence or security of the State.
(2) This decree shall also apply to the repair of weapons, weapon systems, ammunition and other military material referred to in paragraph 1 under the conditions laid down in Paragraph 18 (2) (i) of the Act.
This Decree shall take effect on 1 July 2006.
