In agreement with the Ministry of Transport and Communications, the Ministry of Defence provides in accordance with § 32 paragraph 3 of Act No. 219 / 1999 Coll., on the armed forces of the Czech Republic:

ČÁST PRVNÍ

SPECIES AND CATEGORIES OF MILITARY VEHICLES
§ 1
Types of military vehicles, military bodies and military working machinery
(1) Military vehicles are military combat vehicles, military security vehicles and military special vehicles. These vehicles are designed to cover the tasks of military services, military equipment and military rescue services of the armed forces of the Czech Republic (1) (hereinafter referred to as the "armed forces") and are registered under the military registration plate. Technical competence of military vehicles is approved by Military Police .2)
(2) Military combat vehicle means a vehicle which is manufactured and intended to train and perform the combat tasks of the armed forces.
(3) Military security vehicle means a vehicle which is manufactured and intended for the training and transport of combat tasks in the armed forces.
(4) Military special vehicle means a vehicle which is designed and designed to train and perform the rescue, diagnostic, geniuses and special tasks of the armed forces.
(5) A military fixed or interchangeable superstructure is a vehicle structure which is generally manufactured by another manufacturer separately from the military vehicle and is assembled with it in primary production or in multi-stage production. Military superstructure can be a cargo general purpose, special or special cargo.
(6) The military work machine carried is intended for the performance of specified work or activity and can be mounted on a vehicle designed and adapted for this purpose.
(7) A self-propelled military work machine is intended for the performance of specified work or activities and is not intended for transport and transport activities.
(8) A military working machine towed is a vehicle without its own power source and is designed for carrying out specified work or activities, can be connected to and adapted to the vehicle and is not intended for transport and transport activities.
§ 2
Military vehicles, military superstructures and military working machinery referred to in Section 1 shall comply with the technical specifications laid down in Part Two to Part Four of this Decree with regard to construction, design and fittings.
Category of military vehicles
§ 3
Military vehicles shall be divided into the following categories for the purposes of determining technical conditions:
(a) category of military combat vehicles - VBV
1. military combat vehicle - VBV-PBP belt combat device,
2. military combat vehicle - belt special device VBV - PSP,
3. military combat vehicle - wheeled combat vehicle VBV - KBP,
4. military combat vehicle - wheel special device VBV - KSP,
(b) categories of military security vehicles
1. category VL - motor vehicles with two or a maximum of four wheels,
2. category VM - motor vehicles intended for the carriage of persons with at least four wheels,
3. category VN - motor vehicles intended for the carriage of goods, having at least four wheels,
4. category VT - tractors,
5. category VO - trailers,
(c) category of military special vehicles - VZV includes other vehicles which cannot be classified in categories VL, VM, VN, VT, VO and VBV,
1. military special vehicle - wheeled rescue aid VZV - KZP,
2. military special vehicle - belt rescue device VZV - PZP,
3. military special vehicle - special vehicle VZV - SP.
§ 4
Vehicles of category VL
Category VL includes motor vehicles
(a) category VL1 - a two-wheel or three-wheel military vehicle with an engine with a cylinder displacement of up to 50 cm3 or a light quadricycle with a maximum design speed of up to 45 km.h-1, with any type of propulsion;
(b) category VL2 - a two-wheel military vehicle with or without a sidecar, with an engine having a cylinder capacity exceeding 50 cm3 or a maximum design speed exceeding 45 km.h-1, with any type of propulsion;
(c) category VL3 - a three-wheel military vehicle with wheels symmetrical to the longitudinal median plane or quadricycle other than VL1 with an engine having a cylinder capacity exceeding 50 cm3 or a maximum design speed exceeding 45 km.h-1, for any type of propulsion of less than 400 kg or 550 kg for vehicles intended for the transport of equipment and equipment.
§ 5
Vehicles of category VM
Category VM includes motor vehicles
(a) category VM1 - are intended for the carriage of only seated persons, their equipment and equipment, and which have no more than eight places for the transport of persons, except for the driver,
(b) category VM2 - have more than eight places for the carriage of persons, except for the driver, and whose total weight does not exceed 5 000 kg, such as the midibus,
(c) category VM3 - have more than eight places for the carriage of passengers, except for the driver, and whose total weight exceeds 5 000 kg, for example by bus.
§ 6
Vehicles of category VN
(1) Vehicle category VN
(a) category VN1 - whose total weight does not exceed 3,500 kg,
(b) category VV2 - whose total weight exceeds 3,500 kg but does not exceed 12000 kg,
(c) category VN3 - whose total weight exceeds 12000 kg.
(2) This category also includes:
(a) special vehicles intended for the performance of certain work;
(b) tractors designed to tow semi-trailers or trailers.
(3) In the case of a tractor intended to be connected to a trailer, the mass considered for the classification of the vehicle shall be the mass of the tractor in standby condition increased by the mass corresponding to the maximum static vertical load applied by the trailer to the tractor and, where applicable, increased by the maximum mass of the tractor's own load.
§ 7
Vehicles of category VT
The category VT includes a military tractor with wheels or belts, with at least two axles, the function of which is given by a towing force, designed to tow, push, carry or drive military working machinery or military trailers, with a maximum design speed of between 6 and 45 km.h-1. It may be carried out for the transport of accompanying operators.
§ 8
Vehicles of category VO
(1) A military trailer means a vehicle intended for the carriage of military equipment or persons, where applicable, does not have its own propulsion source and does not normally have propulsion axles. It is designed to be towed by a motor vehicle or tractor, if any.
(2) Category VO includes trailers
(a) category VO1 - with one axle whose total weight does not exceed 750 kg;
(b) category VO2 - whose total weight does not exceed 3,500 kg if it does not belong to category VO1;
(c) category VO3 - whose total weight exceeds 3,500 kg but does not exceed 10,000 kg,
(d) category VO4 - whose total weight exceeds 10 000 kg.
(3) The trailer is a towed vehicle whose axle or axles are located behind the centre of gravity of the vehicle when the load is evenly distributed and which is equipped with a coupling device enabling horizontal and vertical forces to be transferred to the towing vehicle. One or more axles may be driven by a towing vehicle. For the classification of semi-trailers for classification in the relevant category, the sum of its authorised axle load shall be determined.
(4) The trailer is a towed vehicle with at least one axle, equipped with a coupling device which can move vertically in relation to the trailer and control the direction of the front axle or axles and does not cause significant loads on the towing vehicle. One or more axles may be driven by a towing vehicle.
(5) A trailer with a central axle is a towed vehicle equipped with a towing device which cannot move vertically relative to the trailer and having a axle or axles located close to the centre of gravity of the vehicle when the load is evenly distributed so that only a small static vertical load is applied to the towing vehicle, not exceeding 10% of the load corresponding to the total mass of the trailer or the load not exceeding 10 kN, whichever is the lesser.
(6) Tractors' trailers are divided into the following categories:
(a) category VOT1 - whose total weight does not exceed 1 500 kg,
(b) category VOT2 - whose total weight exceeds 1 500 kg but does not exceed 3 500 kg,
(c) category VOT3 - whose total weight exceeds 3,500 kg but does not exceed 6,000 kg,
(d) category VOT4 - whose total weight exceeds 6000 kg.
§ 9
Vehicles of category VBV
VBV category includes combat vehicles or their machine underpants which are specially designed for this purpose and cannot be classified in categories VL, VM, VN, VT and VO or VZV,
(a) a military combat vehicle - VBV-PBP belt combat vehicle - is a vehicle on a belt chassis with a weapon assembly to conduct combat activity;
b) a military combat vehicle - belt special vehicle VBV - PSP - is a vehicle on a belt chassis with a special purpose superstructure which does not serve to conduct combat activity directly;
(c) a military combat vehicle - a wheeled combat vehicle VBV - KBP - is a vehicle on a wheeled chassis with a weapon assembly which serves to conduct combat activity;
(d) a military combat vehicle - a wheeled special vehicle VBV - KSP - is a vehicle on a wheeled chassis with a special purpose superstructure which does not serve to conduct combat activity directly.
§ 10
Vehicles of category VV
Other military vehicles specially designed for this purpose and not classifiable in categories VL, VM, VN, VT, VO and VBV are included in the VZV category,
(a) a military special vehicle - wheeled rescue aid VZV - KZP - is a vehicle on a wheeled chassis which serves to perform rescue work;
(b) a military special vehicle - belt rescue device VZV - PZP - is a vehicle on a belt chassis which is used to perform rescue work;
(c) a military special vehicle - special vehicle VZV - SP - is a vehicle built on the machine bottom of a military security vehicle or a military combat vehicle to perform special tasks within the armed forces.

TECHNICAL ELIGIBILITY APPROVAL
§ 11
General provisions
(1) The technical competence of military vehicles is approved by the Military Police, which shall decide on the classification of a military vehicle in the relevant category and on the manner and extent of the approval tests.
(2) The approval tests shall be carried out at the testing centre designated by the Ministry of Defence (hereinafter referred to as the Ministry) in accordance with the relevant legislation. Where necessary, specific tests may be required for the legal entity responsible for carrying out approval and approval tests on vehicles in accordance with the specific legislation.3)
(3) The costs associated with the approval of the technical competence of a military vehicle shall be borne by the supplier of the military vehicle (the supplier).
§ 12
Approval of the technical competence of a military vehicle
(1) The approval of the technical competence of a military vehicle shall be carried out according to the final performance of the prototype or military vehicle from a verification series or imported sample of a military vehicle, the relevant technical documentation and the supplier's request.
(2) The supplier shall, in addition, submit to the application for approval of the technical competence of a military vehicle containing basic information on the supplier and on the military vehicle:
(a) a general technical description of the military vehicle;
(b) basic technical data on a military vehicle, including determination of the useful and total mass and permissible axle load;
(c) a diagram of the electrical installation of the military vehicle;
(d) diagram of the braking system of a military vehicle;
(e) a diagram of the air (hydraulic) system of a military vehicle;
(f) the list of equipment and equipment of a military vehicle;
(g) driver's manual (operating and maintenance instructions);
(h) determined adjustment and other values;
(i) the value of the steering geometry;
(j) a copy of the homologation protocols;
(k) recommending the material operator (s) on the expected number of military vehicles purchased by the Ministry in a given year, or at the time of the authorisation of technical competence, the expected classification of the military vehicle in the armed forces and the method of operation of the military vehicle after being introduced into the armed forces.
(4) Military police may request additional documents and technical documentation as specified.
(5) For the approval of the technical competence of a military combat vehicle or a military special vehicle, the supplier shall provide documentation on the basis of the specification of the Military Police, according to the type and designation of the military vehicle.
(6) In order to verify technical and operational parameters, the supplier shall provide the testing organisation designated by the Ministry for the period necessary to carry out the tests with a military vehicle to be approved. Military police may require further testing, including driving and operating, and specify the conditions for their execution.
(7) The military police shall initiate the procedure for the approval of the technical competence of the military vehicle, its components, equipment and accessories on the date on which the request was received by the Military Police, which shall comply with the requirements and be supported by the required documents. The military police shall decide on the application within 90 days of the initiation of the procedure or within 30 days of receipt of the results of the approval tests.
(8) Military police will approve the technical competence of a military vehicle, provided that:
(a) compliance with the technical conditions laid down;
(b) the positive result of the approval tests at the designated service or, where applicable, the legal person responsible for carrying out the approval and approval tests of vehicles in accordance with a special regulatory provision. (3)
(9) Military police shall, on the basis of the approval of the technical competence of a military vehicle, issue a certificate of the technical competence of a military vehicle, a military superstructure or a military working machine to the supplier. At the same time, it shall issue a basic technical description of a military vehicle, a military superstructure or a military working machine.
(10) The technical competence of a military vehicle, a military superstructure or a military working machine for the use of the armed forces shall be granted for a period of one year, but not more than three years. The specified period of validity of the technical competence shall be entered in the certificate of technical competence of a military vehicle, military superstructure or military work machine. This may be extended at the request of the supplier and under the conditions laid down by the Military Police, including additional tests.
(11) Every military vehicle conforming to an approved military vehicle shall be issued by the supplier with a technical certificate of the military vehicle where the registration confirms the conformity of the military vehicle with the approved military vehicle. The technical licence of a military vehicle and the certificate of technical licence of a vehicle of the armed forces shall be the forms established and issued by the Military Police.
(12) The method of completing the certificate of technical competence of a military vehicle, the basic technical description of a military vehicle and the technical certificate of a military vehicle, using the relevant categories of military vehicles referred to in Sections 3 to 10, is similar to that laid down in the specific legislation.3)
(13) When approving the technical competence of a military vehicle, the military police shall decide whether, due to its design and driving characteristics, the military vehicle will be marked with a table bearing the military registration plate or a tribal number and an agreed tower number.
§ 13
Approval of military vehicle conversion
(1) The conversion of a military vehicle means the modification of one of its essential parts of the mechanism or structure, or such modification of an operated military vehicle, in which the modification of its
(a) chassis parts (steering, brakes, etc.),
(b) the total weight,
(c) dimensions above 5%, but the maximum permissible dimensions shall not be exceeded,
(d) occupancy, type and use;
(e) type of engine propulsion (change of type of fuel);
(f) the type of bodywork or superstructure.
(2) For the conversion of a military vehicle consisting of an engine replacement or an engine conversion as referred to in paragraph 1, where the parameters of the external performance characteristics of the newly installed or converted engine are higher by at least 11% of the original values, the conversion may be permitted only with the agreement of the manufacturer of the military vehicle.
(3) If the remodel referred to in paragraph 1 has been carried out in the case of a military vehicle, the technical capability of the rebuilt part of the military vehicle shall be re-approved before it is put into service after that redesign. The approval shall be carried out in a similar manner as in Section 12.
§ 14
Approval of the technical capability of the superstructure of a military vehicle or a military working machine
(1) When approving the technical competence of a military superstructure or a military working machine, it shall be treated in a similar manner as in Section 12.
(2) In the case of assembly of an approved military superstructure on a military vehicle, the manufacturer of the superstructure shall add the necessary data to the technical licence of the military vehicle issued by the manufacturer of the machine chassis of the military vehicle.
(3) A military superstructure or a military working machine the technical competence of which has been independently approved in accordance with paragraph 1 may only be used on a military vehicle modified and approved for that purpose and as a whole shall comply with the technical conditions laid down in this Decree.
§ 15
Approval of technical competence of military vehicle components and accessories
(1) Self-approval of technical competence is not subject to accessories approved with a military vehicle within an approved military vehicle.
(2) Additional accessories and fittings are technical units, equipment or parts of a military vehicle, which are equipped with a military vehicle in excess of its approval and execution and whose use on a military vehicle is not mandatory under international regulations, military standards or this decree and which, when operating a military vehicle, affect its active and passive safety and the environment. In the case of accessories and fittings which are separately approved under a specific legislation, 4) Military police shall approve their use, location or installation on a military vehicle.
(3) At the request of the manufacturer, the military police shall approve the type of supplemental equipment and equipment of the military vehicle referred to in paragraph 2 with regard to its function, shape, wiring, installation and similarly to the samples submitted and the relevant documentation.
(4) The manufacturer shall submit to the application for approval of the technical suitability of the supplementary accessories and equipment of a military vehicle:
(a) the overall technical description of the product, including its representation;
(b) drawing documentation (assembly with piece),
(c) other technical documentation according to the nature and purpose of the product (functional scheme, electrical diagram, etc.);
(d) documentation supplied with each product, which shall include the purpose of the use of the product, the instructions for its installation, the schematic of the electrical connection of the own product and its connection to the electrical system of the military vehicle, the operating and maintenance instructions, the list of warranty and post-guarantee repairs or services;
(e) reports of technical tests for the approval of the technical competence carried out by the competent authority;
(f) the homologation report by the approval service, where the product is subject to approval under the relevant specific legislation, 4)
(g) a statement that the product complies with the technical conditions laid down in this Decree and, where it requests an exemption from certain conditions, its specification with justification;
(h) in the case of an imported product, the manufacturer's document of conformity with the approved (approved) type;
(i) a proposal for the location of the approval mark and the label or further marking of the product.
Military police may require the submission of further technical documentation, in particular detailed drawings and calculations, opinions of the health service authorities, fire protection, safety of work, and impose operational tests and lay down the conditions for such tests.
(5) The manufacturer of the additional accessories and fittings of the vehicle referred to in paragraph 2 shall provide the Ministry with the required documentation to carry out the approval and control tests at the designated testing centre. These tests shall be carried out at the expense of the manufacturer.
(6) Each product referred to in paragraph 2 whose technical competence has been approved as a type and which conforms to the approved type shall bear at least the manufacturer's mark, the mark of the product and the approval mark.
(7) Each product, if its nature and purpose so require, shall be accompanied in the Czech language by instructions for the operation and maintenance of the product, by instructions for its installation on a military vehicle and by a diagram of its connection to the electrical system of the military vehicle, if any, other conditions laid down in the approval of its technical competence, including confirmation of conformity to the approved type.
(8) If, after the approval of the technical competence of the product in question pursuant to paragraph 2, the Military Police finds that its design or manufacturing defects adversely affect road safety or the environment, they shall require the manufacturers or importers to remove them and fix a reasonable period of time. To this end, it may impose the carrying out of control operational tests at the expense of the manufacturer. In order to identify deficiencies, the Military Police may, where justified, suspend or withdraw the authorisation of technical competence and prohibit the use of the product in the armed forces.

TECHNICAL CONDITIONS, CONSTRUCTION AND IMPLEMENTATION OF MILITARY VEHICLES
§ 16
Military combat vehicles
Military combat vehicles introduced into the armed forces after the date of application of this Decree shall comply with the technical conditions laid down by the military standards for such vehicles.
§ 17
Military security vehicles
(1) Military security vehicles introduced into the armed forces after the date of application of this decree must comply with the technical conditions laid down in the specific legislationm3) for road vehicles. In the case of such vehicles, exemptions may be granted in respect of their designation and the specific conditions of their operation in the armed forces, provided that their design and design ensure, with the exception of safety of operation, their design and execution.
(2) In particular, due to the specific conditions of operation of military security vehicles in the armed forces, the following exceptions may be granted:

§ 18
Military special vehicles
(1) Military special vehicles introduced into the armed forces after the date of application of this Decree and built on the machine underpants of military security vehicles must comply with the conditions laid down in this Decree for military security vehicles.
(2) Military special vehicles built on the underpants of military combat vehicles of categories VBV - PBP and VBV - PSP and introduced into the armed forces after the date of application of this Decree must comply with the conditions laid down by the military standards for such military vehicles.
§ 19
Exceptions
(1) The application for an exemption pursuant to Article 17 for a military vehicle must contain the essential information on the applicant, the information on the military vehicle for which an exemption is requested, the technical condition for which the exemption is requested and the justification for the requested exemption.
(2) Any tolerance or exemption granted must be briefly and concise on the technical certificate of a military vehicle, unless otherwise specified in the exemption permit.
(3) The exemption from technical conditions for the braking and deterrence of a military vehicle in the category of military safety vehicles cannot be granted.

ADDITIONAL VEHICLE INSTRUMENTS AND EQUIPMENT
§ 20
Protective helmets
Protective helmets for category VL vehicles and their accessories manufactured after 1 January 1986 shall be approved in accordance with specific legislation or recommended technical standards. 5)
§ 21
Production, factory and certification numbers
(1) Military security vehicles whose technical competence has been approved must have in a readily accessible place at the front of that vehicle a well-readable and durable production label, a factory label with a code number and a letter identifying the manufacturer and the VIN type, which must not be easily removable; In addition, the following particulars shall in particular appear on the label:
(a) total weight,
(b) the total mass of the combination (for towing vehicles),
(c) the maximum permissible mass per axle (excluding vehicles of categories VL1, VL2 and VL3);
(d) for vehicles of category VM1, the total mass of the unbraked military trailer;
(e) the approval number of the technical capability of a military vehicle to operate.
Where the production number VIN does not encode the production year or model year, the production year or model year shall be indicated on the production label. Some data may also be provided on a separate label.
(2) In a readily accessible position of a military vehicle, the chassis serial number shall be clearly embossed; on the bodywork of military vehicles of category VM1 and military vehicles without separate chassis, the bodywork serial number; the engine's engine serial number.
